BACKGROUND AND CONTEXT
Strømme Foundation (SF) was established in 1976 in Kristiansand, Norway. SF is a rights-based development NGO that works towards a vision of a world free from poverty. Our most important interventions in the fight against poverty are education, economic inclusion/ job creation, and a strong civil society.
SF is fighting poverty. SF works to ensure that all, especially those who are most marginalized, excluded, or discriminated against, have equal rights to economic resources, get their basic needs met, and can live a dignified life. Promoting social justice and ending poverty requires the transformation to a sustainable future. SF wants to contribute to a green economy that is socially inclusive, low-carbon, and resource-efficient.
In line with SF’s Global Strategy and Theory of Change, SF’s program called Building Empowered and Resilient Communities by Strengthening Livelihoods, Inclusion, Education and Food Security (BELIEF) in Nepal in Nepal aims to eradicate poverty by supporting marginalized families to live in dignity through improved access to quality education and increased income generation.
The Thematic Goal 1 is Children and adolescents from poor and marginalized families can access inclusive, equitable, and quality education. To improve learning outcomes, the program ensures school readiness and provides child-friendly learning environments, SF is adopting a holistic approach, focusing on the basic levels of education and Early Childhood Development centers that provide a strong foundation for targeted children from poor and marginalized families. To ensure that children learn and perform well, teachers in nine secondary schools will be trained on the STEAM (Science, Technology, Engineering, Arts, and Mathematics) approach.
The purpose of the Recovery/ Remedial and Accelerated Learning (ReAL) program is to provide additional support to the targeted schools to meet their children's diverse needs. The plan aims to recover the learning loss caused by the disruptions of the COVID-19 pandemic and other factors. To accelerate learning, the students can catch up and exceed the expected learning outcomes. The plan also aims to integrate good practices resulting from the recovery of lost learning into regular teaching and learning practices in schools, with the goal of benefiting children who may experience other shocks to their education in the future or who may need remedial support. The ReAL Program focuses on the support and capacity building of teachers, school leadership, and local levels to implement effective education that identifies and responds to students' needs, particularly in the areas of foundational literacy and numeracy skills.
The MoEST is also implementing the ReAL Plan as part of the School Education Sector Plan (SESP). The focus of both plans is the support and capacity building of teachers, school leadership and Local Levels to implement effective education that identifies and responds to students’ needs. As such, the focus of the ReAL Plan is at the local and community level and on the foundation of literacy and numeracy skills that are essential to students’ studies.
The purpose of this Terms of Reference (ToR) is to outline the scope, objectives, and scopes of the trainers in delivering the training to the planned participants on ReAL program and periodic student assessments by applying the Diagnostic Test Tools developed by the Ministry of Education, Science and Technology, Education Review Office in basic schools and providing subsequent training to teachers on multigrade teaching practices for operation of after school classes to the low learning performance student of grades 3 to 8. The assessment aims to identify gaps in students' learning and develop strategies to address these gaps through targeted teacher training programs.
OBJECTIVES/ EXPECTED RESULTS:
The participants will be able to roll out the below knowledge and skills as the trainer on ReAL program;
- Undertaking of comprehensive analysis of learning loss, including mapping of secondary data sources and assessments, schools institutional capacity building and development of tools.
- The Student Assessments periodically to monitor progress and to adjust teaching and learning inputs. Even after completion of the recovery plan activities, teachers will continue to practice student assessment throughout the session.
- Implementing intensive and flexible interventions to recover the learning gap among students lagging in foundational literacy and numeracy including social and emotional skills.
- The targeted schools will be able to select the appropriate package of intervention that will range from a few weeks to 10 weeks based on an assessment of the student’s learning level. Using the diagnostic tools and the operational guidelines provided by CEHRD.
SCOPE OF WORK
The trainer/s will be responsible for the following tasks:
- Develop the training curriculums and references
- Pre-training and post-training assessment of the training participants.
- Develop and test learning Benchmarks for Recovery/ remedial purposes.
- Collect and share the documents on Benchmarks currently in use by different organizations.
- Review and prepare a set of benchmarks and test it in on students with different background.
- Use of the diagnostic tools for learning recovery with a menu of options for different learners
- Develop intensive content for learning recovery with a menu of options for different learners.
- Develop intensive curricula/content for recovery
Provide agreed training to the selected participants as the resource persons/ trainers to run the remedial and refresher courses.
DELIVERABLES
- Technical and financial proposal for conducting training with Training curriculum and materials including training plan and timeline
- Training completion reports with feedback and suggestions for the ReAL program
TRAINER QUALIFICATIONS
- Proven experience in ReAL plan, program, and Resource Person’s training planning and delivery.
- Proven competency in applying the Diagnostic Test Tools
- Strong understanding of pedagogical theories and practices.
- Ability to design and implement training programs.
- Capacity to develop intensive content for learning recovery with a menu of options for different learners.
- Well experienced in delivering participatory training.
- Excellent communication and interpersonal skills.
- Ability to analyze data and produce detailed reports.
TIMELINE
The entire process, including assessment, training, and post-training support, is expected to be completed within August 2024.
SUBMISSION OF PROPOSAL
The interested and qualified consultant/consulting firm must apply by 17:00 hours (COB) dated 10th August 2024 via the Email: sfpostnep@stromme.org The proposal should include the following documents:
- Letter of expression of interest (EoI) signed by the main applicant.
- A training proposal, including methodology and curriculum and references including the implementation Plan.
- A financial proposal must include an estimate of direct costs related to the consultancy, including travel, hotel, etc.
- Detailed curriculum vitae of the consultant and all team members
- Legal documents of the firm (if applying on behalf of firm/ organization) like Company registration certificate, Latest tax clearance certificate, firm profile.)
- VAT registration certificate (for both firms and individual consultants).
All terms and conditions will be included in the consultancy contract agreement. SF reserves the right to select or reject any Statement of Work (SoW) with its own judgment as well as cancel/terminate at any stage if a situation arises.
