WASH Technical Supervisor/ Community Technician cum Social Mobilizer
Noble Compassionate Volunteers is a humanitarian non-profit group which intends to provide emergency response, relief, rehabilitation and development assistance through various humanitarian program services to vulnerable communities worldwide. NCV is solely dedicated to reducing human suffering and spread of compassion through its non-political and non-sectarian mission. NCV-Myanmar was established in 2008- May, after Nargis cyclone and is organized group of volunteers from different regions to provide humanitarian support to the needful. NCV has provided emergency response, relief and recovery support at national and international level to victims affected by the natural disasters across the world such as, during Nargis Cyclone in Bogalaypyapon, Mawlamyine Gyun and Laputa Township in Ayerwaddy Division in Myanmar, Haiti's Earthquake response, Thailand flood response, Phillipines Cyclone response and in Nepal Earthquake. NCV-Nepal was registered under organization registration Act 2034 of Nepal in District Administration Office, Kathmandu (Regd. No 904 on 01/06/2015) and is affiliated with Social Welfare Council under section 13 of the Social Welfare Act, 1992, Nepal with (SWC No 41476). NCV- Nepal has moved forward adopting similar mission, vision, objective, core values and with technical advisory support from NCV- Myanmar. NCV- Nepal has provided with emergency relief and recovery support at national level after earthquake 2015 in different districts of Nepal.
Details / requirements:
1. Position: WASH Technical Supervisor
Duty Station: Janakpur, Dhanusha (with a frequent field visit to program areas of Madhesh Province)
Geographical Location: Saptari, Siraha, Mahottari and Dhanusha District

General Objective
Noble Compassionate Volunteers (NCV) under umbrella partnership with Ratauli Yuwa Club (RYC) in support from UNICEF Nepal is seeking a WASH Technical Supervisor who will be responsible to assist the technical team in designing and executing Water Sanitation and Hygiene (WASH) services in Schools of Madhesh Province.
Responsibilities and Tasks
- Conduct needs assessment/pre-feasibility study at schools and prepares a report for each assessed site under the supervision of the WASH engineer
- Conduct a detailed technical survey and develop the detailed designs and BOQ for inclusive WASH infrastructure based on the WASH in School guideline, ensuring their timely construction with quality and within the estimated budget under supportive supervision of the WASH engineer
- Follow operation and maintenance protocols, and ensure the functioning of all WASH systems in the targeted HCFs
- Follow for the quality/accuracy of the survey, design, estimation, and drawing of the WASH infrastructures during construction
- Regularly prepare the monitoring plan and conduct monitoring as per the plan shared and provide technical support during the construction work
- Provide supportive supervision in the field of the frontline workers ensuring quality and the highest standard of work
- Provide technical orientation to the community technicians and ensure the effective implementation of the project activity
- Facilitate the training on care, operation, repair and maintenance of WASH infrastructure in schools to the caretakers and provide on the job orientation to the community technicians
- Assure quality control of works in each site, safety and environmental aspects, and ensure the compliance with contract terms
- Conduct coordination meetings as per the plan at the local government and community level for effective implementation of the project
- Verify and prepare the infrastructure works and technical bills received before the payment procedure
- Coordinate continuously with CSOs, Rural/Municipalities, Schools and designated contractors by providing regular updates and written reports
- Take lead in the formation of the Palika Level WASH in Schools Coordination committee based on the preset SoP
- Should be able to conduct onsite training related to WASH infrastructure and hardware activities and WASH in School training to the members of the child clubs
- Prepare monthly financial and programmatic forecasting and reporting based on the hardware activities
- On-site field presence as per the plan
Qualifications:
- Diploma or Bachelor's Degree in Civil Engineering or relevant field.
- Minimum of three years of experience in the WASH sector
- Having knowledge of Three Star Approach for WASH in School
- Fully proficient in MS Office, Outlook and Skype, familiarity with GIS and ODK is an asset

- Provide rigorous supervision of the WASH hardware activities in the field
- Be involved in the capacity building of the skilled/unskilled manpower at the construction site
- Provide technical supervision to the skilled/unskilled manpower working in the field
- Provide technical input/verification of the quality and quantity of the supplies received from the suppliers before it is processed for the construction works
- Prepare the brief report and stock update on the quality and quantity of the supplies received, used and returned at the site
- Provide daily updates to the WASH Technical Supervisor and WASH Engineer regarding the software and hardware activities
- Verify the bills/invoices received from the supplier before proceeding to the payment
- Engage with the child clubs members and orient on the use and maintenance of WASH infrastructure of the schools
- Conduct coordination meetings with the School Management Committee (SMC), Parents Teacher Associations (PTA), and members of the child for effective implementation of the project as per the SoP
- Act as a major supportive role in the formation, and activation of the child clubs in the schools
- Support the child clubs in preparing the action plan and follow up on the plan regularly
- Coordinate on a continuous basis with CSOs, Rural/Municipalities, Schools and designated contractors by providing regular updates and written reports
- Assist in the formation of the palika level WASH in School coordination committee in support of the project team
- Prepare a activity and budget plan and perform the defined activities on the WASH related events at schools engaging the members of child clubs, SMC and PTA
- On-site field presence as per the plan
