Video Consultancy for Climate-smart Disaster Preparedness and Risk Reduction Project

1. Summary

1.1 Purpose: The videos will capture the:-

  • project interventions in the thematic areas of climate-smart DP DRR and
  • showcase the cases from the learning questionnaire.

1.2 Audience: government authorities, communities who were consulted during the project and relevant organizations, donors, anticipatory action community (national and international), partners, and the general public.

1.3 Commissioner(s): This evaluation is commissioned by the IFRC Finnish Red Cross.

1.4 Reports to: IFRC Finnish Red Cross Nepal’s Country Manager

1.5 Duration of consultancy: The working time in days is a maximum of 60 working days, out of which the field trip part is 30 including travel days. October 2024-September 2025 Working period.

1.6 Time frame: The consultancy’s work will take place in mid October 2024. The consultant should start their assignment no later than 31 October 2024

1.7 Location: Home/desk-based work with travel to project site.

2. Background Brief background of the project to be evaluated including major changes in the context or implementation of the project.

The Nepal Red Cross Society (NRCS) has been implementing the Reducing Impact through Inclusive Preparedness and Anticipatory Action(REDI) project in Morang and Panchthar with support from the IFRC Finnish Red Cross (FRC) under the MFA funded bilateral cooperation in Nepal.  The project period is from 2022- 2025.

REDI is IFRC Finnish Red Cross’s flagship program in Climate Smart Disaster Preparedness. National society preparedness linked to local preparedness is the central focus of REDI. The project will contribute to reducing the impact of weather and climate associated disasters of at-risk communities within targeted municipality of both districts. Inclusion is central to the project and youth engagement is one of the key strategies of REDI.

Project interventions invests in ensuring early waring messages reaches all and is understood by all, irrespective of any forms of vulnerabilities. Project efforts in strengthening disaster management systems by preparing communities and local governments towards becoming “disaster ready” with proper disaster risk management (DRM) plans, engagement in simulations, drills, CCA and mitigation works. This disaster preparedness focused project with the Early Warning Early Action (EWEA) component, therefore, aims to empower communities, authorities, and Red Cross branches to effectively utilize early warning messages and initiate timely actions based on forecasts and alerts, thus, saves lives and livelihood that are at risk.

To document lessons learnt and evidence building, especially on the EWEA institutionalization process and effectiveness of its inclusive approaches, FRC seeks a professional video production service. Given that it seeks to document a process and collect lessons or evidence, the video consultancy, though will be for specific number of days, will be spread over a longer period i.e., October 2024-September 2025. The three main tasks are to produce:

Task 1: The first video: A video (1.5-2.5 minutes) showcasing the main interventions of the project and highlighting the project’s successes/ challenges ensuring functional early warning early action mechanism and its process of institutionalization at the local level. 

Task 2: The second video: A video (1.5-2.5 minutes) showcasing how did project’s efforts towards inclusive early warning communication channels (development and implementation) reduced the impact of disaster on the most vulnerable. These are general video concepts. It will be detailed out in close coordination with FRC and NRCS focal persons and aligned with FRC-led inclusive EWEA research in project areas. Task 3: Good-quality project photographs

3. Purpose

The general purpose of the video consultancy is to:

Produce two videos of different focus, but both with the purpose for documenting learning and evidence generation and to take good quality project photographs during field visits.

4. Methodology Outlines the key data sources and methods of data collection and analysis

  • Consultation meetings with the project team to understand the project in-depth.
  • Study various project documents for better understanding such as project documents, early warning early action inclusion study, etc
  • Prepare an inception report with detailed work plan, shooting schedule, and timeline in coordination with the project team.
  • Develop and finalize script in coordination with the project team. The script will be finalized in English and later translated to Nepali. The video will be in English with Nepali subtitles. Sign language interpretation needs to be included in the final video.
  • Travel a minimum 3 times to the targeted locations (Jahada RM of Morang & Phalelung RM of Panchthar) to capture footage, conduct interviews, and take photographs.
  • Conduct interviews based on the questions provided by the project team.
  • Video production: editing, background music, narration, titles, subtitles, study findings visualized through graphic motions, sign language interpretation video etc.
  • Receive feedback and inputs from the team members to finalize the video.
  • Take action-oriented photographs of early actions in progress, red cross volunteers and other actors providing services, and affected communities. The total working days for the photographer will be 60 days.

5. Proposed Timeline, Roles & Responsibilities

The documentation includes traveling to the different project sites (in/out of the valley) in different time frames. The detailed timeframe will be shared later.

  • The consultant is expected to work in close collaboration with the IFRC Finnish Red Cross and NRCS to plan and execute each step of work, and to deliver quality final deliverable. 
  • Some events may occur simultaneously at different locations. Therefore, the consultant will be responsible to deploy team members at different locations at the same time, while ensuring continuous supervision and coordination.
  • The consultant will be responsible for their own travel arrangements and logistics. 
  • Ensure consent (General Data Protection Regulation consent forms) is received from individuals who are highlighted during the videos.
  • The consultancy period is for October 2024-September 2025 requiring travel to the working districts.

6. Deliverables Identifies the key deliverables or outputs; it is also recommended to identify specific dates for deliverables, as well as separate responsibilities when relevant.

  • Inception report
  • Video script both draft and final
  • Raw video footage
  • Debrief and discussion following the field visit (tools such as storyboard)
  • Video products

7. Qualification/ Requirements:-

The consultancy/ Team Leader shall have:

  • At least five years of relevant professional experience in producing videos and documentaries.
  • Demonstrated experience in content creation, production, and visual storytelling.
  • Have skilled human resources and technical expertise in video production (including script writing, storyboard etc).
  • Knowledge of ethical standards and expectations to show sensitivity while filming and producing the output. 
  • The consultant must have their own equipment (professional DSLR camera, lenses, tripods, camera light, microphone, audio recorder, light reflector, video editing software, drone, etc.)
  • An experienced team comprised of director, scriptwriter, videographer, and others as necessary. The role of each member in the production process must be clearly expressed.
  • Knowledge of humanitarian communication, diversity and inclusion in team composition, previous work and experience will be given high priority during the selection process.
  • A creative team who is passionate about storytelling and conveying messages through videos.
  • Ability to collaborate and address inputs at each stage of production provided by the FRC and NRCS team.
  • Excellent knowledge of Nepali and English, knowledge of local language in the project area will be an asset.

Requirements

  • The produced video must be of the highest quality, visually appealing, and concise to deliver the message to a general audience.
  • The consultant will include branding and crediting the ownership of the relevant organizations involved in the production in coordination with the IFRC/FRC focal person.
  • Overall production of the video (videography, editing, audio balancing, script writing, English sub-titling, visual artist, etc.) according to IFRC’s standards.

8. Financial and Technical Proposal

The financial proposal shall include all-inclusive fees for overall video production service and travel, accommodation etc.

Submit a financial proposal in NPR, with a detailed breakdown of the cost and its related activity.

The technical proposal should include a link to a sample video.

Copyrights and Utilization

  • The consultant will use the provided footage (if any) required in the video. The footages provided are strictly prohibited to use in any other videos or social media.
  • Give proper credit and ownership to the organizations, including logos and titles.

Rights and Reservations

The IFRC/FRC reserves the right to reject or request to retake the videos if it doesn’t meet the standards. In such cases, the consultant must agree to retake videos without any additional payments from the IFRC.
