Background

Dalit JanKalyan Yuba Club (DJKYC), a non-profit, non-governmental organization, has been actively working for the past 17 years on issues related to women's rights, Dalit rights, land rights, good governance, education, WASH, and livelihood generation in Siraha District.

DJKYC has also been at the forefront of campaigns against gender-based violence and advocating for land rights for landless Dalits. Over the years, the organization has successfully implemented 22 projects in collaboration with esteemed partners such as UNDP, ActionAid, WaterAid, DFID, Care Nepal, and MCC Nepal. Currently, DJKYC operates in 8 municipalities across Siraha District, engaging with 125 community groups and reaching over more than 5,000 families. Additionally, the organization is an active member of the Women’s Rights Forum, the NGO Federation, The Dalit NGO Federation and the District Disaster Response Committee (DDRC).

DJKYC is going to implement Sabal Balika Sabal Samudaya (SaBaSS) and Sponsorship Communication Project in partnership with Plan International Nepal at Aranama Rural Municipality, Siraha District. 1. Role Profile

Position Title: Project Coordinator (PC)- 1 

Person Assigned: To be selected

Project: Sabal Balika Sabal Samudaya (SaBaSS) and Sponsorship and Communication (SC) Project in Siraha District.

Expertise: Sound understanding and skills on project cycle management of multisectoral, multidisciplinary and complex nature of community development.

Master Degree in Health/ Nutrition/ WASH, preference will be given to Public Health with three years’ experience or Bachelor's degree with 5 years working experience in relevant area.

Duty Station: Lahan, Siraha at office of DJKYC (May be changed later) with 80% field visit in program area

Contract type: Annual with possibility of extension

Working Area: Project area of Siraha District

Responsible to: Directly to Chairperson/Executive Director of DJKYC, Siraha and Program Specialist for SaBaSS Project and Sponsorship Coordinator (SC) for Sponsorship and communication Project respectively of Plan International Nepal, Regional Office East (RoE), Janakpurdham, Dhanusha.

GENERAL RESPONSIBILITIES

1. The main responsible of Project Coordinator (PC) is to manage the project cycle of Sabal Balika Sabal Samudaya (SaBaSS) and Sponsorship Communication Project in Siraha District i.e. project planning, implementation, monitoring and reporting including coordination with concerned offices and stakeholders of the project. PC should work in close coordination with Chairperson/ED of DJKYC  Program Specialist   and Sponsorship Coordinator of Plan International Nepal, Regional Office East (RoE), Janakpurdham to mobilize project resource (both human resource and budget) to yield the results as design in logical framework of the project and theory of change. Beside project cycle management, PC should lead and mobilize the project team for influence to individual to government to lasting impact of interventions and sustainability. With support of Program Specialist of Plan International Nepal, PC has to provide technical expertise or harness technical expertise from Plan International Nepal or from external in different thematic area of the project.

2. Specific Duties

  • Ensure technical inputs to the project through direct involvement or exploring support from partner or external sources. 
  • Prepare annual, quarterly and monthly action plans including Gantt chart or action plan of the project as per requirement. 
  • Prepare implementation guideline of the project interventions and orient to project staffs and mobilize Project Officers, Admin and Finance Officer, Field Supervisor and GESI & Monitoring, Evaluation, Research and Learning (MERL) Officer for timely and quality delivery in field.
  • Ensure of project activities in the field based on overall guidance given by Chairperson/ED of DJKYC, Siraha and PS along with SC of Plan International Nepal as appropriate.
  • Coordinate closely with district line agencies, local governments, Plan International Nepal, RoE, Janakpur and other development partners, government agencies, INGOs and NGOs working districts for the effective implementation of the project.
  • Organize different meetings, training, workshops, assessments in project schools and municipalities for gender responsive school and community safety.
  • Assess training need and develop training solely or by coordinating with partner or using consultant as per need. 
  • Ensure pre and post test of the trainings and workshop (if applicable) for assess the effectiveness of the project and ensure follow up meeting and observation in field.
  • Conceptualize and contextualize IEC materials including wall painting or wall book in consultation with PS from Plan International Nepal 
  • Develop ToR of training and workshop, schedule and deliver training for field staffs, local government officials and concerned stakeholders and meet all the necessary components of the projects for the smooth project implementation. 
  • Collect and analyze the field data of each project activity and use the information in project reporting.
  • Collect and analyze the project data, maintain these data and prepare quality report in provided template. 
  • Ensure gender transformative approach during project interventions with reference to gender transformative marker of Plan International Nepal
  • Ensure reporting in PMERL system of Plan International Nepal as per requirement.
  • Evaluate the progress of project against the project document and achievement indicators. Ensure Indicators Tracking Table (ITT) provided by Plan International Nepal through mobilization of self along with GESI and MERL Officer.
  • Prepare ToR of consultancy services as required for the project and finalize it in consultation with Chairperson/ED of DJKYC, Siraha and PS of Plan International Nepal, RoE. And, hire consultant/consulting firm to perform project activities as per project need with close coordination with Chairperson/ED of DJKYC, Siraha. 
  • Prepare and send project progress report on a monthly, quarterly and annual basis to Chairperson/ED of DJKYC and Plan International Nepal. 
  • With close coordination with finance team, prepare project budget, budget revision and quarterly fund forecast and request in timely manner. Support chairperson to finalize partnership agreement and agreement addendum.
  • Work as the project finance controller and ensure financial report on time with support from Admin and finance officer.
  • Ensure compliance of Procurement Guidelines of DJKYC and Plan International Nepal whenever purchases will be made.
  • Financial management of assigned project as authorized by Support Nepal's management to ensure timely disbursement of payment to staff and delivery of inputs for the project activities.
  • Visit schools, child clubs, hospital, DHO, communities, and municipalities as necessary for coordination and facilitation in relation to project implementation in the project areas.
  • Supervision and mobilization of project officer and ensure proper supervision of field supervisor by project officer along with their performance evaluation, leave, duty visits, and travel claims of the field staff. 
  • Authorize travel claims of project staff for official duty visits and as per provision made in the project budget.
  • Authorize payment vouchers and purchase orders as stipulated in the staff duty matrix table of the proposal
  • Participate in the meeting with development agencies in the area, on behalf of Support Nepal as necessary.
  • Fully brief the program of project activities to Plan International Nepal, RoE, Janakpur staff on visit to project areas and also attend meeting with Plan International Nepal, RoE as per necessary and other visitors visiting to the project.
  • Attend staff meeting at the DJKYC, Dhanusha as regular basis and also share/discuss the program with Project Team and board member as relevant for the technical expertise to get their professional inputs to the project.
  • Keep DJKYC well informed on matters that need institutional awareness for any possible action.
  • Ensure gender transformative approach, safeguarding policies, anti-terrorism and anticorruption, ICT and other relevant policies of Plan International Nepal within project team. 
  • Give special attention on social, children, Dalits and women issues whenever possible for implementing project activities under Plan International Nepal-DJKYC’s partnership.
  • Develop or mobilize Admin and Finance Officer, GESI and MERL Officer, Project Officer, Field Supervisor and for knowledge management products such as case stories, video, quotes, testimonial, policies briefs, learnings and best practices, media coverage and visibility materials regularly and as required.
  • Organize dissemination of lessons learnt workshop and best practices from major project interventions. 
  • Other duties and responsibilities as assigned by Chairperson /ED of DJKYC.

3. Accountability

  • Ensure 100% budget utilization in effective and efficient manners in project’s goal, result and plan activities.
  • Make sure that field activities are undertaken timely as stated in the project document.
  • Make sure that working morale of field staff is well maintained.
  • Make sure that the project activities are not suffered due to shortages of resource materials and lack of technical monitoring.
  • Make sure that project progress reporting is in time.
  • Make sure that proper coordination is maintained with Plan International Nepal, Regional Office East (ROE), Janakpur and project stakeholders including local community.
  • Prepare and submit weekly, fortnightly, monthly, quarterly and final report of the project and submission on timely manner as mentioned in the project document

4. Authority

  • Sign bank-cheque as one of the signatories of the project bank account. Authority as per financial and HR policy of DJKYC.
  • Authorize day-to-day payments of the project.
  • Make necessary official correspondences with funding agencies, banks and other project stakeholders in the project districts on behalf of DJKYC, Siraha
  • Project resource mobilization for the project outcomes as authorized by the organization.
  • Evaluate the work performance of the project staff.
  • Take accountability of the project for its results delivery.

5. Knowledge, Skills and Experience

5.1 Education and experience: Master Degree in Health/ Nutrition/ WASH, preference will be given to Public Health with three years’ experience or Bachelor's degree with 5 years working experience in areas of Early Childhood Development, Nutrition, WASH, Protection and Education with knowledge on project cycle management and different aspect of community development.

5.2 Competent: Clear understanding of the project cycle management of complex nature especially Nutrition, WASH, ECD, Protection and Education. Sound understanding of Government system of above-mentioned sectors including their right, role, responsibility, relevant policy and plan of government. Good understanding and experience on project monitoring right based approach and result based project cycle management.

5.3 Skills: 

  • Strategic: Analytical, Critical thinking, negotiating skills, Innovative, problem solving and ability to build effective relations for influencing and team work
  • Language: Proficiency on Maithili, Nepali and English language
  • Communication: Sound communication skills, managing work relationships (internal/external), coordination and networking. 
  • Proven IT skills: Word, Excel, Outlook, PowerPoint, open access M&E tools and skill of computer applications
  • Two-wheeler driving license is must (mandatory).

2. Role Profile

Position Title: Admin and Finance Officer (AFO)- 1 

Person Assigned: To be selected

Project: Sabal Balika Sabal Samudaya (SaBaSS) and Sponsorship and Communication (SC), Siraha District.

Expertise: Sound understanding and skills of project finance management Bachelor's Degree in Finance/Management/ or other relevant field with min 3 years working experience in relevant area.

Duty Station: Lahan, Siraha at office of DJKYC (May be changed later) with 30% field visit in program areas

Contract type: Annual with possibility of extension

Working Area: Project area of Siraha District

Responsible to: Directly to PC of Sabal Balika Sabal Samudaya (SaBaSS), DJKYC, Siraha and Plan International Nepal, RoE, Janakpur.

GENERAL RESPONSIBILITIES

AFO is mainly responsible for financial and operational management of the SaBaSS and SC Project. S/he should work closely with PC and Chairperson/ED for financial planning, implementation of the project, financial transaction, program advance and liquidation, financial reporting and ensuring financial and administrative compliance of the project.

Specific Duties:

  • Prepare detail implementation project (DIP) budget according to project proposal. 
  • Prepare periodic project budget and its revision with coordination of project team and donor organizations
  • Ensures that the supporting documents attached to vouchers are accurate, valid and that complies with the tax, contract and other law of Nepal
  • Ensure all payment documents/vouchers are properly filed, numbered and located safely with correct labelling
  • Ensure all payment requests are correctly reviewed in accordance to available budget/ account line and other relevant documents. 
  • Ensure full compliance of income tax act, rules and related directives, Plan International Nepal’s financial guideline, internal control system and donor's requirements.  
  • Comply with donor's requirements of projects effectively
  • Follow and ensure that working and staff advances are settled timely
  • Prepare the bank reconciliation statement, income and expenditure accounts, trial balance and balance sheet
  • Manage to prepare staff payroll and tax calculation on salary
  • Manage the preparation of the monthly financial reports and variance reports on time
  • Prepare of the quarterly and annual financial reports and budgets to donors and SWC/ government authorities if needed
  • Assists project team on other works as per need in financial management and administration
  • Assists project team in doing all necessary arrangements for the undertaking of the annual audit
  • Provide inputs to management on financial matter, make aware project team on financial requirement and supporting documents
  • Carries procurement process in accordance with donor compliances and Plan’s financial guideline to partners
  • Support purchase committee during quotations and tendering process as technical expert of finance.
  • Support to procurement team to prepare CANVAS sheet, decision memo and purchase orders for procuring goods/services and submits it to Project head
  • Regular follow up with vendors to ensure the vendors collect their payments on time and obtaining receipt acknowledgement after payments to suppliers and partners on all the bank-to-bank transfers
  • Maintains personal files, staff leave record, attendance register, timesheet, reconciliations, fixed asset registers, stationary stock register, vendor roster, purchasing files, agreement files, incoming/outgoing register etc.
  • Manage logistic support (hotel booking, air ticketing, vehicle, hiring etc.) to all staffs and interns
  • Coordinates with service providers and arrange hotel and transport facilities as per requirements.
  • Carries out general shared office related works, such as receiving guests, arranging training etc.
  • Ensures logistic support to organize organizational events and workshops effectively
  • Supports other works as per need of the project as directed by Project Coordinator

Required Knowledge, Skills and Experience

Education and experience: Sound understanding and skills of project finance management with Bachelor's Degree in Finance/ Management or other relevant field with minimum 3 years working experience in relevant area.

Competent: Sound Knowledge in DIP / Budgetary Sector, Procurement System, Taxation, Internal control System, Documentation and Team Leading Capacity. Wider perspective of financial and administrative management in developmental organizations and Work in financial software and spreadsheets.

3. Role Profile

Position Title: Field Supervisor (FS)- 1

Person Assigned: To be selected

Project: Sabal Balika Sabal Samudaya (SaBaSS) and Sponsorship and Communication (SC), Siraha District.

Expertise: Intermediate/+2 with min 3 years working experience in relevant area or technical education (HA, Staff Nurse, ANM and CMA) with 2 years relevant experience in the field of Nutrition, WASH, ECD, protection and Education. Preference will be given to working in integrated project of early childhood development, Nutrition, WASH, Protection and Education.

Duty Station: Aranama Rural Municipality, Siraha with 100% visit in Program areas

Contract type: Annual with possibility of extension

Working Area: Allocated two or more wards of above-mentioned Local Government. Priority will be given to local candidate of respective place.

Responsible to: Directly to Project Coordinator of SaBaSS and SC Project (May change later)

Key Responsibilities of the Position

Under the guidance of Project Coordinator (PC)/ Project Officer (PO), the incumbent will take full responsibilities of implementation and monitoring of field level project interventions.

Other duties

  • Work as field supervisor for SaBaSS and SC Project in the assigned project location. 
  • Day to day planning of field activity and their implementation of field level project activities.
  • Mobilize community volunteers, working groups and FCHVs as per project need and planned activities of the project.
  • In close coordination with PC and PO, organize meetings, workshop and training at project areas to meet the project target and objectives.
  • Assist PC, PO, GESI and MERL Officer for implementation and project information management of allocated location or as per need of the project. 
  • As per need, work as mentor for children participants during residential training, workshop and visits.
  • Assist collaborating CBOs to conduct project orientation and participation of girls, boys, SC families, women and men in project location.
  • Take program advance from the project and make its settlement it on timely manner.
  • Maintain field level data of project activities including compile, analysis of these data and maintain in online data portal as per planed by PC, PO, GESI and MERL Officer.
  • Attend project level meetings and workshops as necessary.
  • Other duties as assigned by the organization, PC/PO.
  • Major responsibilities are support plan sponsorships program at DKKYC, Siraha allocated Area
  • Send schedule dues, to do list each week of each month to community volunteer. Provide SC master list, Family list and other requested data to CV's need  
  • Ensure quality data authenticity and dialogue worthiness of Communication documents before forwarding to office.
  • Monitor the timeliness of the welcome greeting Communication (WGC) and sponsored child Communication (SCC)as per business rulers and keep record on monthly basis and share among the community volunteers in forums for improvement 
  • Intensify the promotion of the importance of sponsorship for generating resource in carrying out the programs in their Communities it is very urgent so to raise understanding of plan's sponsorship business.
  • Acknowledge of SPC/SGC/WGC/SCL/SCU FORM JSDP officer to concern location vice versa
  • Use SC ID card to track individual SC children benefits from programed when they participate in the programs 
  • Monitor absent SC's, families and submit the report to supervisor 
  • Sponsorship communication production during the time of program activities such as children.

Knowledge, Skills and Experience

Education and Experience:
