LIFE Nepal is dedicated to empowering communities by promoting inclusive governance. To enhance transparency, accountability, and citizen participation, we seek a consultant to develop a comprehensive Citizen Engagement Policy Development, Citizen Budget, Social Protection Strategy and people with disability.

1. Citizen Engagement Policy and Citizen Budget Development Consultant – 1(Person)

Scope of Work

• Conduct stakeholder consultations and policy reviews.
• Develop a framework outlining engagement principles and strategies.
• Organize workshops with local government officials, civil society, and citizens.
• Draft implementation guidelines and monitoring mechanisms.
• Facilitate workshops to finalize the Citizen Engagement Policy and Citizen Budget with Palika-level stakeholders.

• Duration: 1-3 months

2. Consultant for Social Protection (1 Person)

Scope of Work

• Conduct consultative workshops to draft the Provincial Social Protection Strategic Action Plan with provincial line ministries, municipal representatives, and other stakeholders.
• Support the mainstreaming of social protection policy into periodic plans at the province level.
• Facilitate policy dialogues with provincial parliament committees on Social Policy, Disability, CFLG, and Women Empowerment.
• Conduct consultative workshop on existing Social Protection Schemes and practices with line provincial ministries and local governments, focusing on empowerment programs.

• Duration: 1 month

3. Facilitator for People with Disability (1 Person)

Scope of Work

• Organize advocacy workshops with province ministries and stakeholders on disability.
• Conduct local government level orientation sessions for representatives and officials on the local government disability screening app.
• Provide orientation to disability committees and key stakeholders of local government on disability rights and provisions.

Timeline

• Duration: 1-2 months

Work Location & Incentives

• The facilitator will work in Madhesh Province.
• Compensation based on experience; travel and accommodation costs covered as per LIFE Nepal policies.

Qualifications

• Master’s degree in public policy, Governance, or related field.
• 5+ years of experience in policy development and citizen engagement.
• Strong facilitation and stakeholder engagement skills.
• Proven research and analytical capabilities.
