VACANCY ANNOUNCEMENT
Established in 2008, the Freed Kamaiya Women Development Forum (FKWDF) is a registered non-governmental organization with the District Administration Office, Kailali, and affiliated with the Social Welfare Council. As an autonomous, not-for-profit, and politically independent entity, FKWDF is dedicated to advocating for the just rehabilitation of ex-bonded laborers (Kamaiyas and Kamlaries), safeguarding the socio-economic and cultural rights of marginalized communities, empowering women, and combating gender-based violence.
FKWDF has been implementing the SAHAKARYA project, which partners to promote the social and economic rights of ex-bonded laborers in Kailali and Kanchanpur districts, as well as a Women's Entrepreneurship Development Project in non-traditional sectors within these districts, in partnership with FCA-Nepal/Women Bank. To ensure the successful implementation of these projects, FKWDF invites applications from qualified candidates for the following positions:
A. Position: Finance and Admin Officer
Location: Dhangadhi Office
Required Number: 1
Key Responsibilities:
- Prepare payment and journal vouchers for all transactions, ensuring that they are supported by adequate and proper supporting documentation.
- Maintain accurate financial records and books of accounts using the accounting software “FAMAS” ensuring compliance with project requirements.
- Verify all bills and invoices against approved activities prior to submitting them for payment approval.
- Monitor project expenditures to ensure compliance with account codes, project budget lines, and approved budgets. Ensure timely fund releases to user committees, contractors, and vendors.
- Acknowledge receipt of funds from funding agencies.
- Collect bank statements and prepare monthly bank reconciliation statements.
- Ensure timely payment of office rent, utilities, and other operational expenses.
- Deposit TDS in accordance with the Income Tax Act 2058 of the Government of Nepal and maintain E-TDS filings.
- Maintain a systematic filing system for all administrative and financial documents.
- Safeguard payment vouchers and supporting documents.
- Prepare staff payroll and ensure timely salary transfers.
- Deposit gratuities, social security funds, and Employment Provident Fund (EPF) contributions monthly.
- Ensure accurate tax deductions for vendor and consultant payments accordance with Nepal’s prevailing tax regulations.
- Prepare and submit monthly financial reports to funding agencies in a timely manner.
- Ensure compliance with procurement policy manuals throughout the procurement process of goods, works and services.
- Monitor field office staff travel and advances, reviewing settlements as per organizational policy.
- Facilitate and provide support during audits, donor visits, and monitoring visits.
- Provide monthly budget breakdowns to funding agency based on signed project agreements.
- Prepare budget forecasts, cash flow, and fund transfer requests as needed.
- Visit project sites to monitor expenses and support user committees in maintaining daily registers.
- Carry out other tasks as assigned by the Finance and Admin of the funding agency.
- Provide scanned copies of bills and supporting documents to the funding agencies, audits, upon request.
- Organize monthly budget versus expenditure meetings to review and discuss financial progress.
- Maintain external backups of financial data and FAMAS data regularly.
- Ensure timely settlement of advances, liabilities, receivables, and other dues.
- Develop and maintain audit follow-up action plans based on funding agency’s recommendations.
- Keep contracts files, vendor agreements, and vendor listings up to date Manage petty cash and ensure timely reimbursements.
- Oversee logistics management for project needs, including vehicle hire, venue booking, and procurement of materials.
- Comply with the Freed Kamaiya Women Development policies and guidelines provided by FCA- Nepal.
- Support the Project Coordinator and team in preparing procurement plans for respective projects.
- Liaise with vendors, banks, and government institutions.
- Maintain and update the project office filing system including human resource and administration
- Address various administrative matters, including maintaining office equipment and inventory.
- Ensure timely vehicle maintenance and compliance with tax, insurance, and servicing requirements.
- Maintain updated personnel files and records of staff attendance, timesheets, work plans, and leave.
- Safeguard office assets and ensure compliance with safeguarding, conflict of interest, and fraud policies.
- Contribute to strengthening organizational accountability.
- Serve as the safety, security, and safeguarding focal person.

Qualifications and Experience:
- Bachelor’s Degree in Finance, Accountancy, or Management with a minimum of 5 years of experience in development projects and age limit below 45 years.
- Proficiency in FAMAS accounting software, Microsoft Word, Excel, and PowerPoint.
- Strong communication skills.
- Ability and willingness to work collaboratively and under pressure.

B. Position: Entrepreneurship Development Facilitator
Location: Godawari Municipality
Required Number: 1
Key Responsibilities:
- Provide business counseling to prospective entrepreneurs visiting the Women's Entrepreneur Center in Godawari Municipality or at the community level.
- Support the organization of networking and capacity development events in the project area, including data collection, analysis, and reporting.
- Conduct market research to align enterprise production with market demands.
- Coach, mentor, and train entrepreneurs (individual women and women’s groups/cooperatives) in developing bankable business plans while assisting them in the loan application and disbursement processes and firm registration.
- Facilitate the formation of productive alliances for entrepreneurs with other stakeholders in the value chain to support market integration.
- Act as the focal person at the Women’s Entrepreneur Center, maintaining close coordination with Godawari Municipality and collaborating with the Municipal Level Federation of Nepalese Chambers of Commerce.
- Regularly share data and information required by the Freed Kamaiya Women Development Forum and Godawari Municipality.
- Demonstrate proficiency in MS Office, MS Outlook, MS PowerPoint, and Google Workspace.
Required Qualifications, Skills, and Competencies:
- Higher Secondary degree (+2) in Management or a three-year course in enterprise development, with at least two years of experience in enterprise development. Private sector engagement experience is an added advantage and age limit below 45 years.
- Experience in capacity development related to cooperatives or micro-entrepreneurs.
- Understanding of the Human Rights-Based Approach and the “Do No Harm” framework.
- Familiarity with cross-cutting issues such as Gender Equality and Social Inclusion (GESI), Climate Action, and conflict sensitivity.
- Excellent interpersonal, facilitation, and communication skills with a strong team-working attitude.
- Proficient communication skills in both English and Nepali.
- Strong proficiency in Microsoft Word, Excel, PowerPoint, graphic presentations, and other relevant applications.
C. Position: Cooperative Development Facilitator/Social Mobilizer
Location: Kailari Rural Municipality and Godawari Municipality
Required Number: 1
Key Responsibilities:
- Monitor and facilitate daily operations of cooperatives in coordination with respective management.
- Implement field-level project activities in close collaboration with the program coordinator, MEAL, and admin and finance officers.
- Organize group meetings and community empowerment events.
- Liaise with local government departments and other agencies in project areas.
- Prepare field-level activity completion reports and collect beneficiary data while advocating for resource allocation for ex-bonded laborers.
- Facilitate to motivate the right-holders to follow entrepreneurship, support to register their enterprise and facilitate for market linkages.
Qualification & Required Skills:
- Minimum educational qualification of Intermediate level (10+2) in Enterprise Development or as a Junior Agriculture Technician (JTA), with more than 3 years of working experience and an age limit of below 45 years.
- Good computer knowledge in office packages and email.
- Good communication skill in local languages.
- Facilitation skills and event report writing.
