Village Development and Save the Environment Forum (VDSEF) Nepal is a non-profit organization working in Kalikot district for more than 31 years in the fields of child rights, health and nutrition, climate change, poverty reduction, and protecting and promoting the economic, social, and Cultural rights of marginalized and disadvantaged communities. VDSEF Nepal aims has aim to promote peace, stability, and sustainable development in Kalikot district. VDSEF Nepal has previous working experience collaborating with different civil society organizations (CSOs) and government authorities to improve child rights, MNH, health and nutrition, climate change, livelihoods, and human rights in marginalized and vulnerable communities, such as women, including single mothers, youths, children, friendly and elderly persons, Dalits, and ethnic minorities. 'Adolescent Maternal and Newborn Health Project' is been implementing Tilagupha municipality and Subhakalika rural municipality in partnership of Save the Children Adolescent Maternal and Newborn Health, the project envisions securing rural vulnerable children’s rights to education, protection, resilience, and sexual and reproductive health, leaving no child behind's Nepal is actively engaged in programs focusing on adolescent maternal and neonatal health in Kalikot district. VDSEF Nepal is currently inviting applications from qualified Nepali citizens committed to delivering results for the following positions:

We are seeking qualified and committed Nepali citizens for the following position:

1. Position: Program Coordinator (Adolescent MNH)-1 (One)

  • Duty station: Project Office, Tilagupha Municipality, Kalikot District
  • Report to: Program Manager/Save the children
  • Salary and Benefits: As per the organization's norms commensurate with the project agreement

Summary:

The Program Coordinator is responsible to lead and support adolescent MNH project and staffs at District/Palika level and provide overall backstopping to effectively ensure quality program delivery. 

Key role includes:

  • Liaise with health-related government counter parts/actors like Municipalities Health Section, HFs, HFOMC, Schools and with CSOs/NGOs to ensure good and functional coordination & collaboration with other stakeholders.
  • Lead co-creation event to facilitate elevation of the needs and appropriate strategies to address those needs for target beneficiaries.
  • Conduct technical monitoring and provide technical guidance/coaching and backstopping and provide timely feedback to field level SRHR related project team.
  • Coordinate closely with SAHAYATRA-III and other SC Projects and with other actors beyond project working on improving MNH situation and develop collaboration with them to create synergies and deliver better results.
  • Lead and engage in local level advocacy to leverage resources in the sector of Adolescent MNH. 
  • Ensure documentation of high-quality progress reports, best practices, learning/challenges of the project.

Qualifications:

  • Master’s degree in public health with 2 years (1 years for GEDSI group) of experience in maternal and neonatal health sector or bachelor’s degree in public health with 4 years (2 years for GEDSI) of experience in managing maternal and neonatal/adolescent health project.

2. Position: Technical Coordinator (Adolescent MNH)-1 (One)

  • Duty station: Project Office, Tilagupha Municipality, Kalikot District
  • Report to: Program Coordinator
  • Salary and Benefits: As per the organization's norms commensurate with the project agreement

Summary:

Under the direct supervision of Program Coordinator, the Technical Coordinator is responsible to provide technical leadership and support to adolescent MNH project at District/ Palika level and provide overall technical backstopping with a specific focus on leading the quality-of-care component of the project including capacity transfer to the project team and government counterparts.

Key role includes:

  • Responsible to coordinate with relevant government stakeholders at local level and other partners primarily working in the field of adolescent MNH to enhance collaborative implementation responsive to the needs of Pregnant and Parenting Adolescents.
  • Conduct technical monitoring and provide technical guidance/coaching and backstopping and provide timely feedback to field level Adolescent MNH related project team.
  • Lead the implementation of Minimum Service Standard (MSS) to identify key gaps and facilitate to develop and implementation of action plan.
  • Lead the implementation of onsite coaching and mentoring for health service providers including facilitating institutionalization of simulation-based mentoring at Palika level.
  • Lead the training need assessment and support Palikas in developing training plans to enhance readiness to deliver MNH services.
  • Ensure documentation of high-quality progress reports, best practices, learning/challenges of the project.

Qualifications:

  • Master’s in nursing, midwifery, and medicine with 2 years (1 years for GEDSI group) of experience in maternal and neonatal health sector or bachelor’s in nursing, midwifery, and medicine with 4 years (2 years for GEDSI) of experience in implementation of onsite coaching and mentoring is highly preferred.

3. Position: MEAL and Documentation Officer (Adolescent MNH)-1 (One)

  • Duty station: Project Office, Tilagupha Municipality, Kalikot District
  • Report to: Program Coordinator
  • Salary and Benefits: As per the organization's norms commensurate with the project agreement

Summary:

Under the direct supervision of Program Coordinator, the position holder is responsible to lead the MEAL and documentation component in the Adolescent MNH project at District/Palika level. The MEAL and Documentation Officer will be responsible to ensure relevant SC’s MEAL framework including knowledge management systems are operating in adolescent MNH project. The post holder will also be responsible to manage information/data and update regularly including development and implementation of MEAL plan, documents project progress and quality reports.

Key role includes:

  • Lead the development and implementation of MEAL plan of project at Distroct/Palika level.
  • Support project team in developing/ updating quality benchmarks and conduct periodic program monitoring visits against quality benchmarks and provide feedback to the program team.
  • Regularly review and update relevant adolescent maternal and neonatal health data from project area through DHIS2 to track the progress.
  • Lead to develop quality project reports, documentation and case story collection.
  • Lead to track, compile and finalize the total reach of the Adolescent MNH project.
  • Lead to produce quality project reports, case stories, lesson learns and best practices of the project. 
  • Provide regular support to project team in the areas of accountability, e.g. feedback collection, sharing and feedback reporting, and tracking mechanism.

Qualifications:

  • Bachelors in Public Health with 2 years (1 years for GEDSI group) of experience in monitoring and evaluation, research and reporting and documentation or experience in adolescent maternal and neonatal health preferably at I/NGOs. Experience in using DHIS2 is additional assets.

4. Position: Finance and Supply Chain Officer (Adolescent MNH)-1 (One)

  • Duty station: Project Office, Tilagupha Municipality, Kalikot District
  • Report to: Program Coordinator
  • Salary and Benefits: As per the organization's norms commensurate with the project agreement

Summary:

Under the direct supervision of Program Coordinator, this position holder is responsible to the overall management of financial, admin and supply chain activities and reporting of Adolescent MNH Project at District/Palika level.

Key role includes:

  • Reviewing bill/ invoice and claims received from staff and check supporting documents, generate payment voucher, cheque writing and handover to concern party timely manner.
  • Maintain safe and proper filling of voucher, monthly financial report, bank reconciliation statement, and data backup for auditing and further requirement.
  • Responsible for monthly financial report as per donor prescribed format and responsible for managing fund to run office (operation & program); process fund transfer request and submit it to SCI (using Hard copy and soft copy).
  • Responsible for overall staffs pay roll system, tax calculation and tax report to IRD office.
  • Handle FAMAS account-based computer software.
  • Ensure the financial management system is in accordance with organization policy, Donor’s guidelines, International & National Accounting Standards.
  • Prepare project operation budget and support to program in Master Budget preparation, annual budget, forecast and revision budget as per SCI timeline.
  • Ensure compliance of local laws, donor requirements and internal control mechanism.
  • Prepare Supplier's Database, manage store and inventory systems, and executing and Solicitation of Sourcing Methods and Implement Strategic Sourcing.
  • Manage supplier's relationship, framework agreement with vendor, and complete procurement on time.

Qualifications:

  • Bachelor’s in business studies, accounting, management or relevant discipline with 3 years of experience in financial and supply chain management. Experience related to financial and supply chain management in I/NGO is preferred.

5. Position: Field Officer (Adolescent MNH)-2 (Two)

  • Duty station: Tilagupha Municipality and Suvakalika Rural Municipality, Kalikot District
  • Report to: Program Coordinator
  • Salary and Benefits: As per the organization's norms commensurate with the project agreement

Summary:

Under the direct supervision of Program Coordinator, this position will be responsible for leading community level-Adolescent MNH activities in close coordination with health workers, mentors, HFOMC, Pregnant and Parenting Adolescents (PPAs) and youth groups and other community level stakeholders. The Field Officer will collaborate closely with the municipality health unit, Health Facilities, as well as SAHAYATRA-III team, and mentors/facilitators to create an enabling environment and ensure that project activities are accomplished as per the set quality standards. Additionally, the incumbent will work closely with mentors/facilitators supporting them in delivering community-based SBC activities, and local health workers, as needed.

Key role includes:

  • Represent project in different health related forums, technical committees and meetings at municipality, wards and community level and provide technical support as needed.
  • Maintain regular coordination and collaboration with like-minded organizations, working groups and networks for synergy and policy advocacy in relation to bring positive impact on the Adolescent MNH.
  • Lead to convene community level project activities as assigned under the program in project area, HF, and community i.e., community dialogue, social events, awareness campaigns, health facility assessments, technical support visits at Health facility level.
  • Support for health facility level assessment including health related training need assessment and prepare support plan for health facility/birthing centres.
  • Provide technical support to the mentors/facilitators for planning, budgeting, and implementing planned activities, reviewing the progress including preparing periodic reports, and developing case studies/ success stories.
  • Regular support to mentors for effective session conduction including ensure home visits to newlyweds couples, Pregnant and Parenting Adolescents, and in-laws etc.
  • Ensure community level Adolescents MNH activities are being carried out as per the set quality benchmarks (QBs) such as training, meeting, awareness campaigns, workshop etc.

Qualifications:

  • Bachelor’s degree in nursing/public health OR Staff Nurse/Health Assistant (HA) with 3 years of demonstrated work experience in health-related projects.
  • Previous experience in program related to Maternal and Neonatal /Adolescent Health is Preferred. Previous experience in closely working with local governments and structures.
