Safer Migration (SaMi) Programme Phase IV
The Safer Migration (SaMi) Programme Phase IV (2024-2028) is a bilateral initiative of the governments of Nepal and Switzerland designed to support the consolidation of the 12 years of partnership in safer migration, the institutionalization of safer migration related services as well as the strengthening of the capacities of the three levels of government to effectively take over the complete management, financing and quality assurance of all the programme components. Helvetas Nepal provides technical assistance to the programme on behalf of the Swiss Agency for Development and Cooperation (SDC). Helvetas Nepal invites applications from competent and committee Nepali citizens for the following positions:
1. Position: Psychosocial Specialist
Job Purpose: The Psychosocial Specialist is responsible for leading the psychosocial component of the SaMi Programme. The position holder will provide technical support in building institutional and technical capacity at the federal, provincial, and local levels to provide quality psychological services for the migrant workers and families in distress, creating ownership by provincial governments and local health units for this programme component. She/he will be responsible for working closely with the Ministry of Health and Population (MoHP) and National Health Training Center to empower and equip the Provincial Ministries responsible for health, Provincial Health Directorates, and Local Governments to formulate or update psychosocial counseling/mental health policy and programme, allocate budget, to build the capacity of the psychosocial service providers, and to include the psychosocial services related information in the integrated information management system.
Required Education, Experience, and Social Competence: Master’s degree in psychology or public health. At least 7 years of work experience in public health system in similar roles. Commitment towards gender equality, social inclusion, and poverty reduction is a requirement.
Duty Station: Program Support Unit, Safer Migration (SaMi) Programme, HELVETAS Swiss Intercooperation Nepal, Lalitpur, with around 50% of field visits.

2. Position: Provincial Program Manager
Job Purpose: This position is responsible for the expansion, consolidation, and institutionalization of the SaMi Programme, as well as ensuring a smooth exit from technical assistance in the assigned province. The role will focus on successfully institutionalizing migration services while maintaining quality assurance of the program activities. The incumbent will ensure effective coordination and communication with the concerned stakeholders at both province and local levels to facilitate smooth program implementation.
Additionally, the position will manage the provincial team and oversee financial and administrative operations within the province. To a possible extent, the position holder will coordinate and collaborate closely with the Reintegration of Returnee Migrant Workers (ReMi) Project, and other like-minded projects to ensure coherence and synergies, particularly for the institutionalization of best practices and cross-referrals of key services.
Required Education, Experience, and Social Competence: Master’s degree in social science, public administration, or related field. Minimum 7 years of work experience in the field of development with at least 2 years of dedicated experience in managing project(s), human resources, finance, administration, and partners. Experience of working in migration, employment, and governance will be an advantage. Commitment towards gender equality, social inclusion, and poverty reduction is a requirement.
Duty Station: Province Headquater of Karnali Province with frequent visits to program areas.

3. Position: Program Officer
Job Purpose: This position is responsible for providing technical assistance to the respective local governments to implement the Safer Migration (SaMi) Programme as required by the program document. The position will be responsible for capacity building of the concerned stakeholders, including local governments, and contributing to the institutionalization and sustainability of the safer migration program. The position holder should maintain excellent coordination and communication among all concerned stakeholders at the local level for the effective execution of the program activities.
Additionally, the position holder will closely coordinate and collaborate with the Reintegration of Returnee Migrant Workers (ReMi) Project, and other like-minded projects, to ensure coherence and synergies between the projects, particularly for institutionalization of best practices and cross-referrals of key services.
Required Education, Experience, and Social Competence: At least a bachelor’s degree in social science or relevant field. Minimum 3 years of work experience in project/program implementation in the field of migration. Commitment towards gender equality, social inclusion, and poverty reduction is a requirement.
Duty Station: Dadheldhura with frequent visits to other responsible districts of Sudurpashchim Province.
Project Duration: 3.5 years
