Rural Education and Environment Development Center (REED Nepal) is a national non-governmental organization based in Kathmandu and currently it’s working across 26 districts of Nepal. REED is collaborating with various organizations such as Department of Foreign Affairs and Trade (DFAT), Australian Himalayan Foundation (AHF), Himalayan Trust UK (HTUK), Karuna Trust UK, Karuna Deutschland Ev. and BMZ German, Japan Fund for Global Environment (JFGE), Nepal Australian Friendship Association (NAFA), USAID’s Early Grade Learning Programme, Woord en Daad and Western Sydney University Australia’s to provide education and support to the local community, fostering a sustainable and inclusive environment at community schools.

REED Nepal invites applications from the eligible candidates for the below positions based in Solukhumbu district:

1. Position: Education Program Manager (EPM)

Required number: 1 (One)

Reporting: Program Director 

Education Qualification: Master’s degree in English education, science, international development, or social science 

Work Experience: 5 Years in similar roles in development sector especially in education related field/program/project management in I/NGOs.

Duty Station: Field office in Salleri, Solukhumbu and invitation in central office as per the requirement

The role of the EPM is to ensure the following expected outcomes within the project years as mentioned in the Teacher Training and Quality Inclusive Education (TTQIE), Solukhumbu:

  • Increased teaching proficiency of teachers in all 100 TTQIE schools
  • Strengthened governance and service delivery in all TTQIE schools in 7 municipalities. 
  • Increased engagement of parents in the education of their children in all 100 schools under the TTQIE project in 7 RMs 
  • Child-friendly and safe learning environment provided in 100 TTQIE schools in 7 RMs
  • Inclusive education improved in all 100 TTQIE schools in 7 RMs by 2025
  • Continuity of children's education during emergencies, including COVID-19 lockdowns, assured

Key Roles and Responsibilities

  • To lead the TTQIE program following the Project Design Document (PDD), M & E Matrix, Detail Implementation Plan (DIP), and Budget Plan through innovative, adaptive and participatory approaches.
  • Lead to update the annual DIP and budget review and revision on time, and update about potential variation with proper justification for pre-approval. 
  • Ensure timely implementation of DIP and budget in the field. 
  • To supervise, coach and lead the field level project team members as per the individual staff’s  DIP, and to deliver programmatic results as per the annual plan (carrying out regular review workshops, brainstorming and interactions with field staff and stakeholders including REED Central Office and AHF for this purpose). 
  • To carry out capacity assessments of the programmatic team and advise their professional development to deliver on results. 
  • To coordinate, communicate, and network with local HTs, teachers, school management committees, disability networks/disability people organization, NGOs/CBOs, Local Government, Education Training Center (ETC), and other stakeholders in Solukhumbu and beyond as and when required.
  • To motivate school management committees, HTs, teachers and local  Government for their active participation in the project planning, implementation and monitoring and evaluation, as and when required.
  • Regularly monitor and ensure practice of child friendly teaching and learning, gender and disability inclusion, child protection and environmental responsibility across the TTQIE program and desired outcomes of the project.
  • To liaise with all government line agencies at local government, provincial government and federal government to achieve the wider objectives of the project.
  • To ensure all activities are implemented as per REED policy and guidelines and project activities are timely completed as defined in DIP.
  • Receive community proposals, scrutinize, check, verify and develop and submit them to concerned authorities for necessary actions. 
  • Verify properly financial status and approve field level payment timely in field office; and liaison with Central Office and Admin/Finance Manager. 
  • To lead different intervention in coordination with Education Development Coordinator (EDC) of TTQIE Project on ECED, Integrated Curriculum, STEM, GESI, Remedial Teaching, Contingency plan and Education plan of local government, and school going initiatives for basic school in coordination with Local Education Unit, Rural Municipality/Municipalities, District Education Coordination committee and schools.
  • To ensure that appropriate monitoring and data collection are ongoing, and operation of KoBo Tool; and ensure the MEAL Associate reports timely to MEAL Manager
  • To response to the major donor partner AHF and its representatives as per their requirements.
  • To report the progress/issues of the project regularly and on time to the line Manager  
  • Carry out other relevant tasks requested by line Manager.
  • To represent the organization in various local level platforms or as assigned by organization.
  • To support the updating of the risk matrix and safeguarding issues in coordination with MEAL Manager and Safeguarding Officer.
  • To disseminate the Dos and Don’t and relevant information received funding partners or center office to team members and communities. 
  • To prepare the procurement plan of the project and submit it to the operation department.
  • To verify administrative documents and provide approval accordingly.

Required skills and competencies

  • Good conceptual and practical skills to write project concept paper, design documents and report of the project.
  • Working experiences and willingness to work in remote areas.
  • Clear Understanding the issues project has to work on.

2. Position: HR and Communication Officer (Female only)

Required number: 1 (One)

Reporting: Finance and Operation Manager

Education Qualification: Bachelor’s degree in Human Resources, Business Administration, Social Science and or a related field.

Work Experience: 3 Years in similar roles in development sector especially in HR Management and Communication Compliances.

Duty Station: Head Office, with potential relocation as per organization’s needs and up to 20% field visits

CEO, Program Director, Finance and Operation Manager, MEAL Manager, Project’s Leads, Officer – Administration and Logistic Service

Position Summary:

The Human Resource (HR) and Communication Officer is responsible for implementing and coordinating HR and Communication functions in alignment with the HR Manual and Finance and Administrative Manual. The role emphasizes strengthening HR and Communication Management, enhancing service delivery for employees and stakeholders, and ensuring accountability in human resource operations.

The HR and Communication Officer will collaborate with the Senior Management Team (SMT) to support the operations of district and field offices, ensuring a responsive approach to the needs of employees at all levels. This role also facilitates a positive and productive relationship between employees and management, fostering a conducive work environment. Reporting is directed to the CEO for HR and Communication matters and consultative collaboration with SMT /Board members.

Job Purpose:

To provide high-quality HR System and Communication management support for HR operations, ensuring compliance with the HR Manual, Financial and Administrative Manual, and Nepal Labor Act. The position encompasses maintaining office premises and overseeing HR and Communication Compliances.

Key Responsibilities:

1. HR Management:

  • Strong knowledge of HR policies, procedures, and labor laws (e.g., Nepal Labor Act).
  • Experience in recruitment, onboarding, leave management, and employee records management.
  • Familiarity with performance appraisals and training coordination

2. Recruitment:

  • Recruitment Process: Manage the end-to-end recruitment process, including drafting job advertisements, conducting interviews, managing the selection process, and preparing contracts for new hires.
  • Orientation and Induction: Conduct orientation sessions for new staff and ensure smooth onboarding, including explaining organizational policies, culture, and expectations.
  • Job Descriptions: Develop and regularly review job descriptions to ensure they reflect REED Nepal’s needs and goals.

3. Performance Management:

  • Appraisals and Feedback: Facilitate annual performance appraisals and provide feedback to employees and management regarding performance, goals, and areas for improvement.
  • Employee Development: Monitor and support staff performance and development, helping to identify and address needs for the capacity development.
  • Performance Records: Keep accurate records of performance evaluations and assist in setting development plans for staff.

4. Communication Expertise:

  • Proficiency in internal and external communication, including crisis communication and stakeholder engagement.
  • Strong skills in creating communication materials for social media, newsletters, and reports.

5. Technical Knowledge and Skills:

  • Ability to maintain and analyze HR metrics.
  • Experience in preparing comprehensive HR and communication reports for management and stakeholders.
  • Strong interpersonal and communication abilities.
  • Proficiency in HR software and Microsoft Office Suite.
  • Knowledge of employment laws and HR best practices.
  • Advanced skills in MS Office Suite (Word, Excel, PowerPoint).
  • Analytical and problem-solving skills.
