Samagra Jan Utthan Kendra (All People's Development Center, APEC) is a non-profitable social development & humanitarian organization. APEC has been working on human right protection, civil peace service, transitional justice initiatives, GBV reduction initiatives, security & justice promotion, adolescent development, resilient development, Public Service Awareness in partnership with local government and different funding partners since its establishment in Madhesh Province. The organization works to strengthen both community demand and service providers' supply to address the voices of marginalized and deprived communities, eliminate economic exclusion and social discrimination, strengthen human rights, increase access to justice, and promote civic engagement for inclusive development.
Samagra Jan Utthan Kendra is announcing vacancy for below various position from qualified, dynamic, and motivated Nepali citizen under "USAID Community Justice", project supported by the American people, is designed to enhance access to equitable justice at the community level for the people of Nepal, particularly women, youth, and marginalized (WYM) groups. The project is implementing in the Surunga municipality and Dakneshowari Municipality of Saptari district.
The project aims to strengthen the justice system and services through effective policy frameworks, enhanced coordination with federal and provincial governments, and direct engagement with local stakeholders including ensuring access to justice, addressing systemic barriers, and fostering inclusive legal frameworks.
1 Position: Project Coordinator (PC)
- Number of Vacancies: 1
- Location: Siraha & Saptari District
- Position Status: Full-time, Regular
Summary of Job Description (PC):
The District Coordinator will serve as the primary contact for project implementation within their assigned district(s), working in collaboration with the Consortium Lead. They will coordinate with stakeholders, monitor project outcomes, provide technical guidance, and ensure the effective execution of USAID Community Justice activities in alignment with USAID’s goals and values.
Key Responsibilities
1. Program Implementation
- Support the planning of project activities and ensure effective and efficient implementation of approved plans in selected communities and district(s), with a focus on integrating diversity, equity, inclusion, and accessibility.
- Monitor the implementation of project activities to ensure compliance with approved work plans, budgets, and donor requirements, and gather feedback from beneficiaries and stakeholders.
2. Stakeholder Engagement and Coordination
- Act as the primary point of contact for the Consortium Lead and other relevant stakeholders. Foster strong relationships with local government officials, provincial coordinators, and other stakeholders at the district and provincial levels to ensure smooth project implementation. Represent USAID Community Justice at district-level meetings, workshops, and forums to advocate for equitable access to justice initiatives.
- Facilitate coordination between consortium members and other stakeholders to ensure synergies and avoid duplication of efforts.
- Participate in regular review meetings to assess progress, share updates, and resolve challenges.
3. Monitoring and Reporting
- Develop and implement monitoring plans to track progress against key performance indicators (KPIs) and continuously monitor the implementation of activities to ensure quality and timely execution
- Prepare and submit periodic progress reports, financial statements, and supporting documents in a timely manner to the Consortium Lead. Collect and compile the data and documents of human rights violations observed in the communities, best practices, success stories, and lessons learnt from the intervention.
4. Capacity Development
- Assess the capacity-building needs of subordinates and recommend tailored training programs.
- Identify capacity gaps among local stakeholders and project beneficiaries.
- Facilitate training programs, workshops, and knowledge-sharing sessions to enhance the capacities of the community, subordinate employees, and institutions in delivering justice services.
- Support local authorities in implementing justice-related policies and frameworks developed by the project.
5. Financial and Resource Management
- Verify that funds are being utilized efficiently, effectively and for the intended purposes
- Ensure transparent and accountable use of project funds and resources in compliance with USAID guidelines.
6. Risk Management
- Proactively identify programmatic, operational, financial, and reputational risks that may impact project implementation and propose appropriate mitigation strategies.
- Address community grievances or conflicts related to project activities and escalate issues as needed.
- Ensure compliance with USAID’s ethical and operational standards.
7. Technical Support
- Support project’s technical team in the development and adaptation of tools, frameworks, and methodologies for effective implementation of the project.
- Support in addressing challenges related to technical execution or beneficiary engagement.
Travel Requirements
Frequent travel to project areas for project implementation and occasional travel to regional or national offices for meetings, workshop and consultation.
Qualifications and Experience
- Education: Bachelor’s degree in Law, Social Sciences, Development Studies, Public Administration, or a related field. A Master’s degree is preferred.
- Experience:
- At least 5 years of experience in program coordination, justice sector reforms, or community development.
- Demonstrated expertise in stakeholder engagement and working with marginalized communities.
- Skills:
- Strong knowledge of the Nepali justice system and related policy frameworks.
- Proficiency in Nepali and English, both written and spoken.
- Excellent project management and problem-solving skills.
- Strong facilitation and communication abilities.

2. Position: Social Mobilizer

- Position Status: Full-time, Regular
Summary of Job Summary:
Social mobilizer is responsible for implementation of the activities in the communities' level with the close coordination of local government, regularly reporting the progress/status, coordinating and networking with stakeholders at local levels, supporting the project team for organizing events, participating review and planning meetings and reporting to project status to project coordinator.
Key qualification and competencies
- At least Intermediate in any field of studies or relevant area
- At least two-years' experience on justice, social works and local governance
- Need to have good interpersonal skills on communication, committed to work with marginalized and vulnerable communities.
- Ability to work independently, collaboratively and effectively as a part of team and capacity to collaborate with line agencies including municipalities.
Roles & Responsibilities
- To work together with community / Ward / RM and CBOs stakeholders, and mobilization of these mechanism/structures
- To ensure regular empowerment and mobilization of women, youth, and marginalized (WYM) groups to increase their access.
- To facilitate in providing skill training, legal support
- To support in conducting various surveys at community level
- To maintain documentation of receipt notes, meeting minutes, letters and reports recording the relevant actions and activities in the field-level
- To support in the documentation of reports, case stories, success stories, photos and videos related to the project
- To participate in the planning/review meetings and present opportunities, challenges and lessons learned during the project
- To involve in data collection required for the project
- To prepare activity reports, individual plan/report and documentation of progress, and case stories
- To deliver the community level interventions and support to vulnerable families for empowerment activities
3. Position: Psychosocial counsellor

Summary of Job Descriptions
Conduct psychosocial discussions as needed to bring out information about the psychosocial status of women and girls affected by gender-based violence and bring them back to normal life.

Major responsibilities
- To Prepare a personal file after psychosocial discussion.
- Do it alone or in groups, regardless of age and situation, while discussing psychosocial discussions.
- To Keep records of all cases using the case description forms prepared by the organization.
- Training and orientation facilitation on Gender-based violence, primary psychological support for women and girls as needed
- To help pregnant and lactating women to distribute dignity materials according to their condition, counseling
- To provide counseling services to the people who want to get counseling services according to their needs.
- To Provide counseling services to people who cannot afford it by going to the community.
- To prepare a weekly, monthly report and report according to the need for research.
- To keep a record of success stories or other events and reporting on time
- To increase access of victim people with related stakeholder and support to make function in referral pathway and its mechanism
- To fulfill the responsibilities assigned to the organization based on its needs.
Key qualification and competencies
- Completed the higher education and proficiency certificate level from an educational institution approved by the Government of Nepal
- Completed the six months of counselling training from a recognized institution of the Government of Nepal.
- At least 3 years of experience on s gender discrimination-based violence, sexual and reproductive health, disaster management.
- Skill to write reports on a computer.
- Women, Dalits and people from backward communities of the local community are given special priority.
