1. Chief of Party for an E-Governance Activity in Nepal
Millennium Partners seeks a Chief of Party (COP) for the anticipated USAID/Nepal E-Governance Activity. The purpose of the Activity is to support development of integrated and streamlined Government of Nepal-led e-Services for Nepali citizens and businesses. The Chief of Party will be based in Nepal.

Position Description:
The COP will act as the primary point of contact with USAID for day-to-day implementation and management matters relating to the E-Governance Activity implementation. The COP will manage ongoing working relations with government counterparts and will coordinate efforts with other donors’ activities and programs.
The COP will provide overall direction, leadership and management of the Activity to ensure that all assistance provided under the contract is technically sound and appropriate, and that the quality of deliverables and reporting, including annual work plans and quarterly reports to USAID are of the highest quality. The COP will also ensure responsiveness to USAID, and compliance with all contractual and budgetary aspects of program management, the local laws and regulations, and Millennium Partners policies and procedures.
The COP will oversee strategic work planning, performance management, strategic communications, procurements, supervision of technical and administrative staff, consultants and subcontractors.
Qualifications:
- Experience serving as a USAID Chief of Party or Deputy Chief or Party or Team Lead or Project Manager of a similarly complex donor funded democracy and governance contract in Nepal preferred. 12 plus years of management experience required.
- Citizen of Nepal, preferred
- Experience with e-Governance and digitalization preferred
- University degree (bachelor’s or higher) in law, economics, international development, governance, information technology, computer science, or a related field. Advanced degree (MA/MS/MBA/PhD) will be a plus
- Prior experience in managing international donor programs in Nepal, preferred
- Demonstrated experience with complex project management and effective budgetary/cost control, preferably related to e-governance or other IT systems
- Prior experience in the advocacy and development of legal frameworks in support of government reforms in e-governance, preferred
- Demonstrated ability to think strategically and communicate his/her vision to partners and colleagues

Position Description:
The Deputy Chief of Party (DCOP) will support the Chief of Party (COP) with the day-to-day implementation and management matters relating to the E-Governance Activity implementation.
The DCOP will provide support related to strategic work planning, performance management, strategic communications, procurements, supervision of technical and administrative staff, consultants and subcontractors. He/she will ensure that all assistance provided under the contract is technically sound and appropriate, and that the quality of deliverables and reporting, including annual work plans and quarterly reports to USAID are of the highest quality. The DCOP will also support the COP to ensure that all contractual and budgetary aspects of program management, the local laws and regulations, and Millennium Partners policies and procedures are complied with during implementation. He/she will develop outcome-oriented scopes of work, provide active supervision and management and ensure that expected performance results are met within the expected deadlines.
Qualifications:
- Prior experience as a Deputy Chief or Party, Team Lead or Deputy Project Director or Coordinator, or in a similar leadership position of a donor-funded democracy and governance contract — preferably on an e-governance contract
- Prior experience managing the development of IT programs and services and training of personnel to use those services preferred
- Citizen of Nepal preferred
- Prior experience managing USAID-funded projects is a strong advantage
- University degree (bachelor’s or higher) in one or more of the following: information technology, law, economics, international development, governance, project management, computer science, or a related field. Advanced degree (MA/MS/MBA/PhD) will be a plus

3. Technical Lead for Objective 1: Develop and Implement eService(s) integrating data across ministries and levels of government, under the USAID e-Governance activity in Nepal

Objective 1: Develop and implement eService(s) integrating data across ministries and levels of government (scope of work extract)
The Contractor must work with the e-GC, MoCIT and government entities that own data or are responsible for specific processes to design all processes related to the establishment of specific eService(s). The contractor must develop a data inventory and service mapping activities to gain a bird's-eye view of the data and services under the proposed eService. This will include exploring relationships with other data-related agencies to interlink or exchange such information. The contractor must coordinate with the World Bank and seek complementarity with this e-governance activity's user-centric service approach.
Once this phase is completed the Contractor must clearly articulate specific eServices aimed at delivering governance functions or support to users. Such services can be horizontally integrated across government units or vertically integrated across all three levels of government within a specific industry or sector within the economy, such as healthcare, finance, or education, prioritizing interoperability solutions and tailored to Nepal’s unique needs and regulatory environments.
As business processes are developed to streamline and automate eService workflows and outline responsibilities, the contractor must place utmost importance on implementing a comprehensive data and digital security framework that encompasses robust encryption, stringent access controls, secure data handling practices, and data protection measures. This framework will safeguard against breaches, unauthorized access, and data vulnerabilities within the digital infrastructure, ensuring the security and integrity of data.
Once all planning phases conclude, the contractor must pilot the eService(s). If the pilot is functional according to the parameters established by the contractor and the GoN and solves the targeted problem, then compliance, cybersecurity-related testing, beta testing, and implementation will commence. Considering the prevalence of open-source software for e-Governance systems, the contractor should consider this option. Given Nepal’s federal structure, solutions could be launched at the provincial or local level first. Accessibility features, such as offering the service in different languages, must be included to ensure the largest possible coverage in targeted locations.
Position Description:
The Objective 1 Leader will provide technical direction for successful implementation of activities under Objective 1 of the USAID e-Governance activity, which aims at developing and implementing eService(s) integrating data across ministries and levels of government.
Responsibilities:
- The Objective 1 Leader will work with the Nepali e-governance stakeholders to identify, design, and implement necessary interoperable eService(s) for citizens and businesses
- Contribute technical expertise to the development of business processes that streamline and automate eService workflows and responsibilities
- Support development and implementation of a comprehensive data and digital security framework based on best cyber security practices, data protection measures, and mechanisms for addressing violations and infringements
- Contribute to establishing interoperability standards to ensure seamless interaction between different e-governance systems
- Manage activities under the corresponding objective; maintain strong relationships with Nepali institutions, non-governmental organizations, and the private sector
- Design and ensure implementation of interventions and approaches within the objective that are technically sound, appropriate, and innovative

Qualifications:

- Attorney or policy expert with e-governance legal and regulatory experience – one possible team lead
- IT developer and program manager with e-Service experience – another possible team lead

Objective 2: Skill building to all three levels of government to operate data platforms and eServices (scope of work extract)
Key institutions in charge of Nepal’s digital governance, such as ministries and agencies, require the human resources necessary to develop, maintain, and enhance digital services, manage existing digital government platforms, ensure the interoperability of digital systems, and provide high-quality digital government services through a lifecycle approach.
Given the GoN’s IT constraints, technical capabilities are limited, and most institutions struggle to develop, manage, and deliver digital government platforms and services. Additionally, Nepali government bodies responsible for overseeing digitalization lack the necessary human resources to effectively manage these systems. The Contractor must identify solutions that address the issues around the management and advancement of existing digital infrastructure and the development of eServices.
Position Description:
The Objective 2 Leader will provide technical direction for successful implementation of activities under Objective 2 of the e-Governance Activity, which aims at skill building to all three levels of the Nepal government to operate data platforms and eServices.
Responsibilities:
- The Objective 2 Leader will work with the Nepali e-governance stakeholders to identify solutions that address challenges and gaps around IT skills necessary to operate eServices, digital enablers, and higher-level data exchange platforms
- Support development of Standard Operating Procedures on management of the entire digital chain related to eServices
- Support specific ministries or levels of government in identifying the most appropriate IT training mechanisms to factor in turnover and ensure continuous professional development
- Design and implement specialized digital capacity building programs tailored to the key governmental stakeholders at all three levels
- Develop a government handover plan to institutionalize IT skill building
- Design and ensure implementation of interventions and approaches within the Objective that are technically sound, appropriate, and innovative

Objective 3: Enhance accessibility of eServices in targeted locations (scope of work extract)
In Nepal, a significant digital divide persists across various population segments, including socio-economic status, geographic location, language, gender, age, and ability. Addressing these barriers is essential to prevent the perpetuation of existing social and economic disparities, which ultimately exclude disadvantaged groups from accessing vital government services and fully participating in the digital economy. Additionally, poor quality and accessibility of online services can lead to inefficiencies in government operations and deprive citizens of essential services.
On the supply side, eServices need substantial improvements, particularly in user experience, accessibility, and service scope. For instance, Estonia's "e-Estonia" and Ukraine’s “Diia” offer valuable insights into efficiently and comprehensively delivering government services through digital platforms. The contractor must examine such successful models and best practices to suit the unique circumstances and needs of specific regions, thereby enhancing the safety, efficiency, accessibility, and citizen-centric nature of government service delivery ecosystems.
On the demand side, the Contractor must establish Common Service Centers (CSCs) at the provincial and local levels where appropriate. Currently, an active informal economy of service providers assists citizens in accessing digital government services. However, the reliability of these providers is limited by the absence of government oversight. The Contractor must incorporate this informal sector into the operation of the service centers.
Similar to the Digital Seva Kendra initiative in neighboring India, such physical locations can serve as access points for delivering a broad range of digital services. With digital literacy, device availability, and connectivity still improving in Nepal, government-certified local support centers can significantly enhance citizen awareness and use of digital services as they are rolled out by the GoN. The contractor must pilot the establishment of subnational government-operated CSCs to offer immediate services while simultaneously developing incentives for private sector providers to enter the market.
Position Description:
The Objective 3 Leader will provide technical direction and expertise for successful implementation of activities under Objective 3 of the e-Governance activity, which aim at enhancing accessibility and inclusiveness of eServices in targeted locations.
Responsibilities:
- The Objective 3 Leader will work with the Nepali e-governance stakeholders to support enhancement of the safety, efficiency, accessibility, inclusiveness, and citizen-centric nature of government service delivery ecosystems
- Support the design and piloting of government-operated Common Service Centers at the provincial and local levels, including the participation of the private sector and existing informal network of service providers
- Contribute to designing and implementing programs that enhance citizen awareness and use of digital services as they are rolled out by the Government of Nepal
- Implement accessibility standards and best practices to ensure that digital infrastructure
- supports a wide range of users, especially those with limited or no digital literacy skills
- Contribute to the development of policies and regulations for implementation of accessible and inclusive e-Services, including a private sector-led expansion of common service centers
- Manage activities under the Objective; maintain strong relationships with Nepali institutions, non-governmental organizations, and the private sector
- Design and ensure implementation of interventions and approaches within the Objective that are technically sound, appropriate, and innovative
- Ensure effective collaboration, coordination and achievement of results within Objective 3
