Practical Action invites applications for the following full-time positions for the anticipated USAID-funded Round 04 - Nepal Early Recovery, Risk Reduction, and Resilience (ER4) Activity. This activity is focused on enhancing the disaster management capacity of the Government of Nepal (GoN) and the highly vulnerable, disaster-prone communities, empowering them to reduce risks and improve their ability to mitigate, withstand, respond to, and recover from disasters.

About the roles:

1. Chief of Party: 

The role involves leading the project with vision, technical guidance, and strong management to achieve project goals and ensure alignment with the work plan. Key responsibilities include managing key staff, promoting a positive and inclusive team environment, and building partnerships with USAID/BHA team, Nepal government agencies, and other stakeholders. This role emphasizes safeguarding by assessing risks, fostering a respectful and dignified work environment, upholding organizational values through integration of protective measures, and establishing accountability mechanisms. It includes managing operational, financial, people and administrative priorities, adapting processes to USAID and Practical Action standards. The position also focuses on annual project planning, sharing insights, and providing leadership in monitoring and evaluation to ensure quality reporting.

2. Monitoring & Evaluation Lead

The M&E Lead is responsible for designing and implementing a comprehensive M&E framework, including a database for storing and aggregating data ensuring alignment with project goals to track outcomes and inform project leaders. This role provides technical expertise and leadership to ensure high-quality evidence and data are generated and analysed through effective monitoring, assessments, and evaluations. The role supports mid-term and final evaluations with a focus on safeguarding and inclusive, gender-sensitive data.

3. Emergency Preparedness and Response Manager (EPRM)

The EPR Manager will lead strategic decision-making to leverage resources from USG and non-USG programmes in Nepal, enhancing local preparedness and resilience to recurrent disasters. In the event of a disaster, they will guide technical, multi-sectoral analysis and response design. The role will represent humanitarian coordination groups and advise Nepal’s National Disaster Risk Reduction and Management Authority to ensure coordinated and effective responses in targeted provinces.

About you:

1. Chief of Party: You have strong leadership experience managing similarly scaled projects in developing countries, with a background in humanitarian and disaster risk reduction (DRR) activities, including multi-partner management and staff development. You have experience in South Asia, specifically Nepal, with knowledge of its DRR governance, cultural, and political landscape, and proven ability to build relationships with various stakeholders. You are committed to diversity, equity, inclusion, and adaptive management. You have a master’s degree (or equivalent experience) and at least seven years of international project management, including five years in field-based roles.

2. Monitoring & Evaluation Lead: You have experience in humanitarian response, early recovery, and DRR programmes, with a strong background in monitoring systems, quantitative and qualitative analysis, and promoting evidence-based management. You hold a master’s degree in statistics, economics, or a related field with quantitative methods coursework with at least five years in M&E roles within humanitarian or DRR programmes.

3. Emergency Preparedness and Response Manager (EPRM): You have a solid understanding of national disaster risk governance and global humanitarian systems, with experience influencing disaster management actors for coordinated action. You hold a master’s degree related to disaster risk management or humanitarian assistance with at least five years of multi-sectoral emergency preparedness and response management experience in the humanitarian sector.
