Legal Aid and Consultancy Center (LACC) is a women-led non-governmental organization in Nepal, established in 1987 and registered under the Organization Registration Act 2034. Its primary mission is to foster an equitable and just society, focusing on promotion and protection of human rights, and eradication of violence against women and girls. LACC is dedicated to upholding the rights and dignity, especially of women, children, and marginalized groups including individuals with diverse gender identities.

LACC provides free legal and paralegal support to indigent women and individuals from marginalized communities, reinforcing its commitment to promoting justice and equality in Nepal. Since its inception, LACC has provided free legal aid to over 55,000 women and girls who are survivors or victims of gender-based violence and discrimination. Its services span more than 60 districts and have directly benefited over a million individuals. 

To promote equality, equity, and rule of law, LACC engages in legal and human rights awareness, policy advocacy, capacity building of duty bearers and service seekers, and collaborates with like-minded organizations and stakeholders. LACC is officially certified by the Mediation Council of Nepal to offer mediation training. Additionally, LACC offers clinical legal education, mentoring, and internships to fresh lawyers to enhance their lawyering skills. The organization focuses on empowering women in politics by strengthening their leadership abilities and encouraging policy dialogues. 

As part of its ongoing initiatives to achieve its mission, LACC is recruiting employees in various positions under upcoming USAID Community Justice project. USAID Community Justice is an activity supported by the American people to enhance access to equitable justice at the community level for the people of Nepal, particularly women, youth, and marginalized groups in selected municipalities of four districts each in Madhesh and Lumbini Provinces. The project primarily focuses on strengthening the justice system and services, including establishing and improving effective policy frameworks at local and district levels, in coordination with federal and provincial governments. 

This five-year project aims to achieve two key goals: (i) strengthening local institutional capacity and enhancing justice sector coordination and oversight to improve access to justice and legal services for women, youth, and marginalized groups; and (ii) building the capacity of civil society to improve community legal literacy, increase accountability within the local justice system, and expand access to legal aid for these groups.

The appointment in the advertised positions is contingent upon availability of the fund. Approval of USAID is also required for the appointment in the key positions. 

1.         Position Code: 001_Vacancy02_UCJLACC 

Position: Program Director / GESI Expert (1)

Duty Station: Kathmandu with frequent field visits

Responsibilities:

  • Take lead in developing and executing program plans in consultation with the Team Leader to achieve targeted outcomes, ensuring alignment with strategic objectives and project goals.
  • Oversee the delivery of program results according to the agreed framework, ensuring quality reporting and documentation of progress and outcomes.
  • Manage program team members, assign responsibilities, and appraise the performance of team members and report to the Team Leader.
  • Engage with stakeholders, including beneficiaries and partners to enhance coordination and cooperation to make the project a success.
  • Lead the mainstreaming of Gender Equality and Social Inclusion (GESI) into all aspects of the project, providing technical inputs and strategic direction to ensure that project intervention and the recruitments are gender-responsive and socially inclusive.
  • Oversee the monitoring and evaluation of GESI-related outcomes, ensuring that impact is measured and lessons learned are incorporated into program planning and implementation.
  • Ensure effective use of resources and budget management related to project implementation.

Qualifications:

  • Master's degree in law, management, gender studies, or relevant field.
  • Minimum 5 years of experience in program or project management, with a strong understanding of gender equality and social inclusion.
  • Excellent interpersonal and communication skills with written and spoken English and Nepali. 

2.         Position Code: 002_Vacancy02_UCJLACC 

Position: Monitoring, Evaluation, Research and Learning (MERL) Manager (1)

Duty Station: Kathmandu with frequent field visits

Responsibilities:

  • Develop monitoring indicators in consultation and coordination with the program team, Team Leader and USAID.
  • Ensure timely and effective monitoring and evaluation of the program implementation, ensuring the accuracy and reliability of data and suggest data-driven decisions to enhance the impact of the program activities.
  • Conduct outcome mapping and outcome harvesting, and suggest program team on learning outcomes.
  • Compile and ensure the quality of case stories and progress reports in coordination with the Program Director for donor reporting and documentation, coordinating with strategic partners and report the progress to the Team Leader.
  • Lead research activities and ensure the quality of the researches, facilitate learning sessions and reflection meetings with project teams, partners and stakeholders to ensure continuous improvement of program interventions based on evidence. 
  • Conduct and facilitate relevant researches and analyses, lead the dissemination of knowledge products, policy briefs, and lessons learned to inform decision-making and advocacy efforts.
  • Ensure that all MERL activities comply with USAID’s guidelines and ethical standards, particularly in relation to data collection and confidentiality.
  • Implement innovative tools and technologies (e.g., mobile data collection, data visualization platforms) to enhance MERL systems and processes.
  • Coordinate with partners, other program colleagues as required and line manage MERL and Communication Coordinator, being directly responsible to the Team Leader.
  • Ensure project outcomes are in line with LACC’s objectives and monitoring framework together with the agreed indicators.

Qualifications:

  • Master's degree in management, statistics, research or relevant field.
  • Minimum 3 years of experience in monitoring and evaluation, with at least 2 years in a managerial role.
  • Excellent interpersonal and communication skills with written and spoken English and Nepali.
  • Experience in monitoring and evaluation using various project management tools and strategies. 

3.         Position Code: 003_Vacancy02_UCJLACC 

Position: MERL and Communication Coordinator (1)

Duty Station: Kathmandu with frequent field visits

Responsibilities:

  • Coordinate with partners to gather information for reporting, document progress and achievements through case stories, compile human rights violation cases for potential public interest litigation, and ensure compliance with branding and marking guidelines.
  • Assist in the development and implementation of monitoring and evaluation (M&E) frameworks and tools to measure program impact and effectiveness.
  • Create compelling content, including success stories, infographics, and blogs, to showcase program achievements and highlight the impact of interventions on beneficiaries' lives.
  • Coordinate media outreach and public relations activities, ensuring that key messages about the program's work are communicated effectively to a wide audience, including through press releases and social media.
  • Organize knowledge-sharing sessions, webinars, and workshops to promote learning and best practices among program staff and partners. Ensure that lessons learned are documented and integrated into future programming.
  • Support the development and implementation of a comprehensive communication strategy, aligning messaging with program goals, donor requirements, and branding and marking guidelines.

Qualifications:

  • Bachelor's degree in communications, social sciences, or relevant field.
  • Minimum 3 years of experience in communications or reporting.
  • Strong coordination and communication skills with sound knowledge on data visualization, content development, and infographic skills
  • Excellent interpersonal and communication skills with written and spoken English and Nepali.

4.         Position Code: 004_Vacancy02_UCJLACC 

Position: Provincial Coordinator (2)

Duty Station: Lumbini and Madhesh Provinces with frequent field visits

Responsibilities:

  • Oversee the day-to-day operations of the provincial office, ensuring smooth administrative, programmatic and financial functioning.
  • Support the development of annual plans of the project and implementing partners and ensure the quality of implementation of program activities at the provincial level. 
  • Coordinate with and support the project team in organizing provincial and local activities. 
  • Build and maintain strong relationships with local partners, provincial and local government officials, and relevant stakeholders to facilitate effective project delivery, foster collaboration, and prevent duplication of efforts.
  • Assist in the monitoring and evaluation of program activities, ensuring alignment with project objectives and reporting requirements.
  • Provide guidance and support to local partners and field staff to enhance their ability to implement program activities effectively.
  • Prepare periodic progress reports, document best practices, lessons learned, and case studies, and ensure timely submission to the central office.
  • Represent the project at provincial-level meetings, forums, and events, advocating for the project's goals and ensuring visibility and support from key stakeholders.
  • Identify and address potential challenges or risks in program implementation at the provincial level, developing strategies for mitigation.
  • Ensure that all program activities comply with organizational policies, donor requirements, and local regulations, while maintaining a focus on quality assurance.

Qualifications:

  • Master's degree in management, social sciences, or relevant field.

5.         Position Code: 005_Vacancy02_UCJLACC

Position: Grant & Procurement Officer (1)

Duty Station: Kathmandu with occasional field visits 

Responsibilities:

  • Assist in the selection process of subgrantees by conducting due diligence, drafting contracts, and ensuring adherence to organizational and donor policies.
  • Draft, review, and manage contracts and agreements with subgrantees, vendors, and suppliers, ensuring clarity on deliverables, timelines, and compliance requirements.
  • Ensure that all procurement activities are conducted transparently and in accordance with organizational and donor regulations, from vendor selection to contract execution.
  • Monitor subgrantees' financial reports and expenditures, ensuring alignment with budgets and compliance with financial reporting requirements.
  • Collect, review, and manage programmatic reports from subgrantees, ensuring that they meet quality standards and are submitted on time.
  • Build and maintain professional relationships with vendors and suppliers, negotiate terms and conditions ensuring timely delivery of goods and services for project needs.

6.     Position Code: 006_Vacancy02_UCJLACC

Position: Finance Officer (1)

Duty Station: Kathmandu with occasional field visits 

Responsibilities:

  • Process project-related financial transactions, including payments, receipts, and disbursements, while ensuring accuracy and compliance with financial policies.
  • Prepare and maintain vouchers for all financial transactions, ensuring that supporting documentation is complete and properly filed.
  • Oversee payroll processing, including salary disbursements, benefits calculations, and deductions, ensuring timely and accurate payments to staff.
  • Manage the VAT refund process, including preparing and submitting claims, tracking refunds, and ensuring compliance with tax regulations.
  • Maintain up-to-date financial records in accounting software, ensuring that all transactions are accurately recorded and categorized.
  • Assist in monitoring project budgets, ensuring that expenditures are within approved limits and that any variances are addressed promptly.
  • Prepare and submit periodic financial reports to management and donors, ensuring accuracy and timeliness.
  • Assist in preparing for financial audits by ensuring that all financial records and supporting documents are organized and readily accessible.

  • Experience of using cloud-based accounting software is desired. 

7.         Position Code: 007_Vacancy02_UCJLACC

Position: Admin & HR Officer (1)

Duty Station: Kathmandu with occasional field visits 

Responsibilities:

  • Oversee and support in the recruitment process- including job postings, candidate screening, and onboarding of project employees ensuring a fair and transparent process.
  • Maintain and update HR databases and personnel files of all employees, ensuring that records are accurate, confidential, and compliant with legal and organizational requirements. 
  • Ensure that all HR processes and activities comply with organizational policies and labor laws, including contracts, benefits, and employee rights; 
  • Track and manage employee leave, including annual leave, sick leave, and other entitlements, ensuring accurate record-keeping and adherence to policy guidelines.
  • Generate reports on staffing, turnover, leave balances, and other HR metrics, providing insights to management as needed.
  • Serve as the focal point for initiating and addressing employee grievances including the grievances related to sexual exploitation, harassment and abuse ensuring a fair and transparent resolution process based on organizational policy.

8.         Position Code: 008_Vacancy02_UCJLACC

Position: ICT Officer (1)

Duty Station: Kathmandu with occasional field visits 

Responsibilities:

  • Manage and maintain the organization's network infrastructure, internet connections and provide physical and distance support to operate and maintain IT supports to Head Office and Provincial Offices. 
  • Install, configure, and maintain computer systems, software applications, and security software and ensure all systems are up-to-date and operating efficiently.
  • Provide ICT support to head office and field offices, troubleshoot issues with hardware and software, and orientation to staff on new systems and technologies.
  • Support in the development of data protection policy, and ensure data protection of the organization, ensuring the implementation and monitoring of cybersecurity protocols to protect the organization from data breaches, malware, and other cyber threats.
  • Ensure regular backups of critical data and establish data recovery procedures in case of system failures.
  • Recommend specifications for the purchase of quality IT equipment and ensure proper maintenance, and repair of ICT equipment and services.
  • Track and manage ICT assets, including hardware, software licenses, and warranties, ensuring all resources are utilized efficiently.

Qualifications:

9.         Position Code: 009_Vacancy02_UCJLACC

Position: Logistic Associate (1)

Duty Station: Kathmandu with occasional field visits 

Responsibilities:

  • Maintain the vendor’s roster, and draft LTAs with vendors.   
  • Support in procurement processes ensuring timely and cost-effective procurement of supplies.
  • Coordinate logistics for events, including venue selection, catering arrangements, and transportation.
  • Maintain accurate and up-to-date records of inventory, vehicle logs, and procurement documentation.
  • Support program teams in organizing workshops, training sessions, and field visits, ensuring all logistical aspects are efficiently handled.

Position: Driver (2)

Duty Station: Kathmandu with frequent field visits 

Responsibilities: 

  • Drive vehicles safely and efficiently to project locations, ensuring timely arrivals and adherence to traffic laws and safety regulations.
  • Maintain accurate vehicle logs, including records of mileage, fuel consumption, and maintenance activities. Ensure that vehicles are regularly serviced and kept in good working condition.
  • Coordinate with project staff to manage travel plans and schedules, ensuring that vehicle use aligns with the project’s needs and calendar.
  • Keep detailed records of all vehicle-related documentation, including insurance, registration, renewal and inspection certificates, and report any incidents or accidents to management.
  • Respond to emergencies and unexpected issues related to vehicle operation, such as breakdowns or accidents, providing prompt solutions and support.

Qualifications: Basic literacy; experience in cleaning or hospitality preferred.
