VACANCY NOTICE

Madhesh Human Rights (MAHURI-Home) is a non-governmental organization committed to promoting Human rights, sustainable development, and good governance in Nepal. Currently, MAHURI Home is implementing the USAID Civil Society and Media (CSM) Program, led by The Asia Foundation as the main implementer. We are seeking qualified and interested Nepali citizens for our project titled "Governance for Improvement in the Health Sector" in Kapilvastu. The project aims to establish and strengthen citizen accountability mechanisms for the improvement of the health sector, enhancing the delivery of quality health services to the community.

 1.            Job Title: Program Coordinator – No of Position 1

         Duty Station: Central Office, Kapilvastu, and field

         Reports to: Executive Director

 Key Responsibilities:

A.            Project Planning and Implementation:

      Assist in developing detailed project plans, including timelines, milestones, and resource allocation.

      Coordinate the implementation of project activities in alignment with the project objectives, goals, and donor requirements.

      Ensure all project activities are executed as per the approved work plan, budget, and in compliance with organizational policies.

B.            Stakeholder Engagement:

      Maintain effective communication and relationships with government officials, health sector stakeholders, local communities, and partner organizations.

      Facilitate meetings, workshops, and training sessions with relevant stakeholders to promote good governance practices in the health sector.

      Represent the project in external forums, meetings, and networking events as needed.

C.            Monitoring and Evaluation:

      Develop and maintain project monitoring tools to track progress against targets and objectives.

      Collect, analyze, and report data on project performance, including progress reports and impact assessments.

      Identify challenges, risks, and opportunities in project implementation and provide recommendations for corrective actions.

D.           Financial Management:

      Assist in preparing project budgets and managing expenditures in line with financial policies and procedures.

      Ensure timely financial reporting, including expense tracking, invoicing, and reconciliations.

      Coordinate with the finance to monitor project spending and ensure financial compliance.

E.            Documentation and Reporting:

      Prepare regular project reports, including monthly, quarterly, and annual progress reports, for internal and external stakeholders.

      Document best practices, lessons learned, and case studies to support future project development and advocacy efforts.

F.            Team Coordination:

      Support the recruitment, onboarding, and management of project staff and consultants.

      Provide leadership and direction to the project team, fostering a positive and collaborative working environment.

      Facilitate regular team meetings to review progress, share updates, and resolve any issues.

G.            Compliance and Risk Management:

      Ensure project activities adhere to organizational policies, donor regulations, and relevant laws and guidelines.

      Identify potential risks and develop mitigation strategies to ensure project sustainability and compliance.

      Maintain accurate records of all project-related documents, contracts, and agreements.

Qualifications and Experience:

      Bachelor’s degree in Social Sciences, Development Studies, or a related field; a Master's degree is preferred.

      At least 3-5 years of experience in project coordination or management, preferably in the health sector or governance-related projects.

      Proven experience in working with government bodies, health institutions, Human rights sectors, and local communities.

      Excellent organizational, communication, and interpersonal skills.

      Proficiency in project management tools, Microsoft Office, Excel, and data analysis.

      Fluency in English, Nepali, and local languages (as applicable).

 2.      Job Title: Admin and Finance Officer – No of Position 1

Duty Station: Central Office, Kapilvastu, and field

Reports to: Project Coordinator

 Key Responsibilities:

A.           Financial Management:

      Oversee the financial management of the project, ensuring compliance with organizational policies, donor requirements, and relevant laws and regulations.

      Prepare, manage, and monitor the project budget, ensuring all expenditures are within approved limits.

      Maintain accurate financial records, including preparing monthly, quarterly, and annual financial reports for internal and external stakeholders.

      Manage accounts payable and receivable, ensuring timely payment processing, invoicing, and reconciliations.

      Assist in the preparation and submission of financial statements, audits, and other compliance-related documentation.

B.            Accounting and Bookkeeping:

      Maintain up-to-date and accurate accounting records, including ledgers, journals, and bank statements.

      Perform regular bank reconciliations and manage cash flow to ensure sufficient funds for project activities.

      Ensure proper coding of financial transactions according to project budget lines and chart of accounts.

C.            Procurement and Inventory Management:

      Coordinate and manage procurement processes, ensuring transparency, competitiveness, and compliance with procurement policies.

      Maintain inventory records of project assets, equipment, and supplies, ensuring proper tracking, usage, and disposal as needed.

      Ensure that all procurement activities align with organizational policies and donor regulations.

D.           Administrative Support:

      Provide administrative support to the project team, including maintaining office operations, managing correspondence, and organizing meetings and events.

      Assist in the preparation and coordination of project-related documents, contracts, and agreements.

      Ensure all project documentation is properly filed and archived for easy retrieval and reference.

E.            Human Resource Management:

      Support the recruitment, onboarding, and orientation of project staff, and consultants.

      Manage staff records, contracts, leave updates, and other HR-related documentation.

      Ensure compliance with labor laws and organizational HR policies.

F.             Compliance and Risk Management:

      Ensure all financial and administrative activities comply with organizational policies, donor requirements, and local laws.

      Identify and report any financial or administrative risks to the Project Coordinator.

      Support internal and external audits by providing required documents, explanations, and follow-up actions.

G.           Reporting and Documentation:

      Prepare regular financial reports and variance analyses to inform project management decisions.

      Document financial transactions, approvals, and justifications to maintain transparency and accountability.

Qualifications and Experience:

      Bachelor’s degree in Finance, Accounting, Business Administration, or a related field; a professional qualification is preferred.

      At least 3 years of experience in finance and administration, preferably in the health sector or governance-related projects.

      Strong knowledge of financial management, accounting principles, and donor compliance requirements.

      Experience in managing budgets, financial reporting, and audits.

      Familiarity with procurement and inventory management processes.

      Proficiency in accounting software (e.g., FAMAS, Tally).

 3.      Job Title: Social Mobilizer – No of Position 2 (1 Men & 1 Women)

Duty Station: Yasodhara Rural Municipality

Reports to: Project Coordinator

 Key Responsibilities:

A.           Community Engagement and Mobilization:

      Facilitate community meetings, focus group discussions, and other participatory activities to identify community needs, priorities, and concerns related to health governance.

      Raise awareness among community members about the project’s goals, objectives, and activities, ensuring their active participation and ownership.

      Mobilize local stakeholders, including community leaders, women’s groups, youth groups, and other community-based organizations, to engage in health governance activities.

B.            Promote Good Governance Practices:

      Facilitate the formation and strengthening of community-based health governance structures, such as Health Facility Management Committees or community health committees.

      Promote transparency, accountability, and participatory decision-making processes within community health governance bodies.

      Support community members in understanding their rights and responsibilities in relation to health services and governance.

C.            Capacity Building:

      Organize and conduct training sessions, workshops, and awareness campaigns on topics related to health governance, transparency, and accountability.

      Build the capacity of community members, health workers, and local leaders to advocate for improved health services and governance practices.

      Support community groups in developing action plans, monitoring progress, and evaluating their performance in  improving health sector governance.

D.      Monitoring and Reporting:

      Collect and document data related to community engagement, participation, and feedback on health  governance activities.

          Monitor community-level activities and report on progress, challenges, and lessons learned to the Project Coordinator.

      Provide regular updates and reports on community mobilization efforts, highlighting successes, challenges, and recommendations for improvement.

E.  Collaboration and Coordination:

    Coordinate with local health authorities, government officials, and other stakeholders to support the implementation  of the project activities.

      Serve as a liaison between the community and the project team, ensuring effective communication and collaboration.

      Assist in organizing community events, public forums, and other outreach activities.

 F.   Advocacy and Awareness:

      Advocate for improved health services and good governance practices at the community level.

      Facilitate community members’ access to information about health services, policies, and available resources.

G.  Support Project Activities:

    Assist the project team in implementing various activities as per the work plan, including field visits, data collection,          and community assessments.

      Provide logistical support for community meetings, training sessions, and other project-related activities.

      Ensure that project activities are conducted in an inclusive, culturally sensitive, and gender-responsive manner.

 Qualifications and Experience:

      10+2 or equivalent.

      At least 2-3 years of experience in community mobilization, social work, or community health programs.

      Strong understanding of community engagement principles, participatory approaches, and health governance.

      Experience in working with diverse communities, including marginalized groups, women, and youth.

      Excellent facilitation, communication, and interpersonal skills.

      Ability to work effectively with local stakeholders, government bodies, and community members.

      Fluency in local languages and familiarity with the cultural context.

      Basic computer skills, including MS Office applications.
