FHI 360 has been working in Nepal since 1993. Together with the Government of Nepal (GoN), civil society, and the private sector, FHI 360 works collaboratively in the areas of HIV, family planning (FP)/reproductive health (RH), health security and one health, nutrition, COVID-19 response, procurement, and supply chain management, local capacity strengthening, civil society and media strengthening, governance reform and the environment and climate change. 

We request applications from qualified Nepali citizens for the positions mentioned below. 

(These positions are required for anticipated Foreign, Commonwealth and Development office (FCDO) Samartha and are subject to funding approval and availability.)

1.     Team Leader 

The Team Leader will provide overall leadership, management oversight, and technical direction for the project, ensuring that project deliverables are met on time and deliver desired impact. The Team Leader will manage the full-time team dedicated to this programme, and the drawdown of additional short-term technical assistance and other external expertise as needed. The Team Leader will also have primary responsibility for ensuring successful integration of consortium partners in a one-team approach. 

The Team Leader will be the primary liaison with the funder, GoN counterparts, and other key stakeholders and implementing partners. They will achieve synergy with relevant other national and sub-national level programme’s and donor-funded projects operating within Nepal. 

The candidate must have experience of working in Nepal, with technical, supervisory, and management experience in governance and social system strengthening programmes of similar scope and scale. 

Key Responsibilities

  • Serve as the project’s principal liaison with FCDO and the Government (national and provincial) and other key stakeholders including civil society, the private sector, universities, regulatory bodies, and health associations and build and maintain effective relationships with all key stakeholders. 
  • Work in synergy with other health system strengthening efforts to ensure comprehensive support to the health sector. 
  • In addition to leading the team, the Team Leader will be expected to operationalize the key elements of the programme to ensure delivery against the expected results, including building on the gains of previous governance and system strengthening activities. 
  • Oversee financial and administrative management of the programme, ensuring budget discipline and compliance with FHI 360 policies and procedures and FCDO rules and regulations. 
  • Supervise the development and submission of programme deliverables and provide accurate and timely reporting to FCDO and key stakeholders on all programme areas. 
  • Oversee the establishment of effective and accurate programme reporting, monitoring and evaluation, financial management, and personnel and procurement systems. 
  • Ensure the achievement of high-quality results as committed in the work plans and M&E plan. 
  • Provide onsite support and supervision to programme teams and partners on a regular basis to ensure quality implementation of activities. 
  • Conduct performance assessments of direct supervisees, identifying and recommending areas for improvement and opportunities for professional development. 
  • Mentor and manage staff in a respectful and transparent manner, working with staff to build their technical and administrative capacity. 
  • Serve as a member of the FHI 360 Nepal Senior Leadership Team and provide input and assistance to the management of the country programme 
  • Create, promote and maintain a safe and equitable work environment for all personnel, including a harassment-and violence-free work culture, and systems for safeguarding project participants. 
  • Represent FHI 360 in external forums as needed at the federal or provincial level  
  • Perform other duties as assigned by FHI 360 Nepal Office Country Director. 

Requirements

  • Master's degree in behavioral and social sciences, or a related field with five to seven of experience and management experience in governance and social system strengthening programmes of similar scope and scale or a bachelor's degree with over seven years of experience as mentioned above.  
  • Experience in managing development partner funded governance, system strengthening and capacity building, and/or social accountability projects; experience of leading FCDO projects preferred. 
  • Demonstrated experience with implementing devolved and subnational governance and systems strengthening programmes – technical background in governance, health, education, public financial management. 
  • Demonstrated ability to develop and foster relationships with national and subnational government counterparts, local organisations, and donors. 
  • Excellent communication (both oral and written), analytical, organisational, interpersonal, and cross-cultural skills. 
  • Familiarity and experience working on devolved sub-national governance or health and/or education systems strengthening in Nepal. 
  • Strong existing relationships with key stakeholders in Nepal. 
  • Proactive in managing multiple tasks, managing and working in the virtual work environment, and flexible, adaptive and open to managing time as needed for and demanded by the project and for working with different teams in different time zones as needed.    
  • Excellent interpersonal, organizational, communication, coordination and collaboration, team building and management, and problem-solving skills.

2.     Innovation, Evidence and Learning (IEL) Lead

The IEL Lead is responsible for establishing and managing the project’s overall monitoring, evaluation, accountability and learning (MEL) system and leading MEL staff to track all data, progress, results and learning from across the programme in a way that informs decision-making and enables adaptive programming. This position will collaborate with the programme team to design operations research to support learning, evaluation, and planning, and oversee the implementation, analysis, dissemination, and use of research products. The IEL Lead shares MEAL data and improvement plan and collaborates with staff and stakeholders on strategies for programme improvements for greater programme effects. 

The IEL Lead will work closely with technical experts in PEA, GEDSI, climate, service delivery sectors (including health and education) to develop evidence and learning to support and inform programme decisions.

Key Responsibilities

  • Designs and oversees the implementation of M&E, evidence generation and learning activities of the project; leads the design, development, planning, annual revisions, and implementation of the M&E plan and project evaluation activities, including the development and dissemination of tools, materials, reports, papers, and intervention-linked research
  • Develops systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements 
  • Works closely with the technical team to co-design monitoring tools, select indicators, and determine field monitoring responsibilities
  • Ensures tool compatibility and coordination within the M&E framework, and consistency with national and donor requirements
  • Leads the development of the project learning agenda, designs and implements learning activities and research studies
  • Ensures the generation of learning and evidence products that contribute to innovative implementation
  • Contributes to learning and evidence generation where appropriate
  • Focuses on strengthening the the M&E and learning (MEL) system, building capacity of partners and staff, and improving alignment and support to host-country MEL systems
  • Undertakes periodic reviews of programme and/or country MEL systems, and participates in planning MEAL system strengthening actions
  • Provides ongoing oversight and technical assistance to consortium partners in implementing monitoring and evaluation system, ensuring data and analysis are of high quality. Coordinates knowledge sharing with the technical team 
  • Provides guidance on information systems for quality assurance, as well as best practices for documentation and reporting
  • Ensures submission of datasets and other relevant reports and data to FCDO knowledge management systems
  • Provides high quality and timely submission of all required project reports, including documentation of success stories, analysis of data for indicator calculation, summary of qualitative findings, etc
  • Oversees the publication and dissemination of information on successful and promising approaches, lessons learned, and other programme results to ministry counterparts, donors, programme partners, and other key stakeholders

Requirements

  • Master’s degree in governance, evaluation, demography, social science, economics, anthropology, or other relevant discipline
  • At least 15 years of experience related to working on governance, health, education or other social sector programmes; at least 10 years’ experience in research, monitoring, evaluating, and reporting preferred

Experience 

  • Proficiency with relevant software (e.g., Excel, ODK/Kobo, PowerBi, Stata, SAS, SPSS, Epi Info, Atlas)
  • Demonstrated expertise in rigorous quantitative and qualitative methods, research, management information systems, reporting, data quality analysis and data analysis 
  • Experience in design and implementation of MELsystems; with UK FCDO-funded projects.
  • Expertise in governance, health and/or education research and/or integrating gender equality disability and social inclusion into MEL systems
  • Experience in developing MEL systems for “adaptive” programme managment and delivery
  • Experience working with PEA, including design, scoping, conducting andor overseeing them
  • Experienced in designing MEL approaches to fill evidence gaps.
  • Experienced in designing MEL plans that support scaling and adapting interventions in response to changes in external context.
  • Ability to work effectively and collaboratively with stakeholder counterparts, partners and FHI 360 HQ counterparts
  • Solid report writing, analytical, and communication skills, including oral presentation skills; ability to articulate technical information clearly and effectively to both technical and non-technical audiences
  • Solid facilitation skills for training enumerators, counterparts and project and partner staff; additional experience building the capacity of local partners preferred
  • Ability to collaborate effectively with programme staff and supervise and develop junior staff
  • Experience in the health and education sector in Nepal strongly preferred.

3.     Senior Operation Manager

The Senior Operations Manager will lead on all programme management, compliance and finance requirements with responsibility for ensuring that programme operations are working optimally to support achievement of results. Working closely with the Team Leader as well as FHI 360’s Finance and Admin Director, they will be responsible for project operations, HR, financial management, risk management, asset management, delivery chain mapping, procurement, routine contract management, financial and progress reporting, governance and compliance.  This position will hold senior management responsibility for safeguarding compliance and implementation of safeguarding procedures and oversee the financial, grants and operational team as well as working with the Team Leader overseeing Monitoring & Evaluation inputs. . 

Key Responsibilities

  • Responsible for day-to-day programme management, reporting, compliance and finance.  
  • Primary point of contact for FCDO on programme management matters and reporting. 
  • Manage the planning and implementation of programme activities, including operational plans and budgets. 
  • Work closely with the Team Leader and other core programme staff to manage and mitigate programme risks including fiduciary risks. 
  • Working with the Team Leader and MEL lead to implement M&E systems. 
  • Ensure suitable safeguarding procedures are in place and followed. 
  • Ensure compliance with relevant United Kingdom Government and Government of Nepal rules, regulations and policies. 
  • Manage a team of project management/administration and finance staff. 
  • Ensure efficient management and utilisation of resources in accordance with applicable FHI 360 and FCDO policies and procedures on value for money. 
  • Develop strong working relationships with partner organisations. 
  • Collaborate with FHI 360’s country, regional and headquarters staff to ensure the project is implemented according to organisation and industry best practices, programme framework, and regulations. 
  • Ensure monthly, quarterly and other reporting commitments are met, including accurate and timely financial reporting and forecasting. 
  • Oversee the project HR function including recruitment, retention and performance management of staff and consultants. 
  • May serve as the programme representative in the absence of the Team Leader. 
  • Perform other duties as assigned by FHI 360 Nepal Office Country Director. 

Requirements

  • Master's degree in operation and financial management, or a related field with five to seven of experience and relevant experience in international development at a senior programme management level and lime management experience or a bachelor's degree with over seven years of experience as mentioned above.  
  • Project management certification preferred. 
  • Experience managing FCDO-funded projects required (commercial contract experience strongly preferred).  
  • Demonstrated project management skills including project scoping, planning, adaptive management, risk management and mitigation.  
  • Financial management experience including budgeting, forecasting, tracking and reporting. 
  • Demonstrated skills and experience in consultation and negotiation, and problem-solving. 
  • Strong track record in project team line management and supervision. 
  • Ability to build positive working relationships with consortium partners, local communities, government officials, and donor representatives. 
  • Track record of working in complex environments, across different cultures, and managing diverse teams to deliver impact within agreed timelines. 
  • Ability to manage tight deadlines and deliver high volume/high quality work with minimal supervision, including reports to donors.

4.     Lumbini Provincial Team Leader

The Provincial Team Leader (Lumbini) will report to and assist the Team Leader in providing leadership, management oversight, and technical direction for the project in Lumbini, ensuring that project deliverables are met on time and deliver desired impact. The Provincial Team Leader will support the management of the full-time team dedicated to this programme in Lumbini and help ensure successful integration of consortium partners in a one-team approach. They will be expected to manage and deliver technical assistance to the provincial government and/or municipalities. 

The Provincial Leader (Lumbini) will liaise with the funder, Government counterparts, and other key stakeholders and implementing partners. They will achieve synergy with relevant other national and sub-national level programmes and donor-funded projects operating within Nepal. 

Key Responsibilities

  • Provide technical leadership to FCDO Samartha and the technical team.  
  • Coordinate closely with the Team Leader, on all technical matters; provide support to the leadership and management of the project in Lumbini province.  
  • Oversee and quality assure the work of the technical team. Hold team and partners to account for agreed performance indicators.  
  • Manage relationships on technical matters with relevant external stakeholders and partners, particularly the provincial government and municipal governments and other health/education stakeholders, providing official technical assistance as needed.  
  • Coordinate planning processes to ensure strategic and cohesive programme direction.  
  • Provide leadership to technical staff consultants and ensure clear roles and responsibilities; maintain clear lines of communication across programme components and workstreams.   
  • Conduct and/or provide technical guidance and oversight to staff and grantees.  
  • Play a role in leading and/or supporting policy and advocacy efforts with national/provincial/municipal stakeholders.  
  • Contribute to project monitoring, research, evaluation and learning activities.   
  • Collaborate with national/provincial/municipal advisors to ensure the project is implemented according to organisation and industry best practices, programme framework, and regulations.  
  • Represent FHI 360 in external forums as needed at the federal or provincial level  

Requirements

The Provincial Team Leader will support the management of the full-time team dedicated to this programme in Madhesh, and help ensure successful integration of consortium partners in a one-team approach. They will be expected to manage and deliver technical assistance to the provincial government and/or municipalities. 

The Provincial Leader (Madhesh) will liaise with the funder, Government counterparts, and other key stakeholders and implementing partners. They will achieve synergy with relevant other national and sub-national level programmes and donor-funded projects operating within Nepal. 

Key Responsibilities
