Details / requirements:
Oxford Policy Management (OPM) is looking for talented professionals to join the Samartha Component 1 Technical Assistance federal team. This is a unique opportunity to contribute to significant program outcomes by shaping and managing key workstreams across federal, provincial, and local levels.
Important Details:
Start Date: October 2024 (subject to successful programme award)
Duration: Ideally 60 months, with a minimum 2-year commitment

Available Roles:
1. Team Leader
Responsibilities:
- Has overall accountability for programme performance, including quality assurance, to FCDO and OPM Corporate Management.
- Acts as the primary point of contact for FCDO, ensuring that the OPM consortium is strategically aligned with the SAMARTHA objectives.
- Also serves as advisor to FCDO as needed, as well as lead on partnership action.
Qualification
- Advance degree or equivalent in public health, economics, social sciences, development studies, or a related field
- Minimum 15 years in international development with relevant technical experience in human development, governance, or social protection
- Experience leading multi-functional, cross-sectoral teams in delivering large donor-funded development programs
2. Governance Lead
Responsibilities:
- Provide strategic leadership and develop governance strengthening strategies.
- Support policy development and resource allocation.
- Enhance public financial management and accountability.
- Build capacity and foster collaboration among government officials and stakeholders.
Qualifications:
- Advanced degree in Economics, Public Health, or a related field.
- Minimum 10 years of experience in governance reforms and system strengthening in Nepal’s social sectors.
- Expertise in policy analysis, financial management, and capacity building.
- Fluent in English and Nepali.
3. PFM Advisor
Responsibilities:
- Lead and implement PFM strategies.
- Strengthen public procurement, financial reporting, and risk management.
- Enhance coordination and capacity building across government levels.
Qualifications:
- Advanced degree in Finance, Economics, or Public Administration.
- Minimum 10 years of experience in public sector PFM.
- Strong analytical skills and experience in PFM reforms.
- Fluent in English and Nepali.
4. IEL/MEL/MERL Lead
Responsibilities:
- Develop and lead IEL strategies and systems.
- Oversee data collection, analysis, and reporting.
- Innovate and adapt program activities based on evidence and learning.
Qualifications:
- Advanced degree in Research Methods, Statistics, or a related field.
- Minimum 10 years of experience in monitoring, evaluation, and learning.
- Proficiency in data analysis software.
- Fluent in English and Nepali.
5. Inclusive Service Quality Lead
Responsibilities:
- Enhance capacity for delivering quality social services.
- Integrate gender, equity, and social inclusion into service delivery.
- Improve service quality and access.
Qualifications:
- Master’s degree in public health, Social Policy, or a related field.
- Minimum 10 years of experience in social service delivery programs.
- Proven experience in mainstreaming GESI principles.
- Fluent in English and Nepali.
6. Inclusive Service Quality Lead-Health
Responsibilities:
- Enhance capacity for delivering quality health services.
- Integrate gender, equity, and social inclusion into service delivery.
- Improve service quality and access.
Qualifications:
- Master’s degree in public health, medicine, nursing, or a related field.
- Minimum 7 years of experience in social service delivery programs.
- Proven experience in mainstreaming GESI principles.
- Fluent in English and Nepali.
7. Inclusive Service Quality Lead-Education
Responsibilities:
- Enhance capacity for delivering quality education services.
- Integrate gender, equity, and social inclusion into service delivery.
- Improve service quality and access.
Qualifications:
- Master’s degree in education, social sciences or a related field.
- Minimum 7 years of experience in social service delivery programs.
- Proven experience in mainstreaming GESI principles.
- Fluent in English and Nepali.
8. Provincial Lead
Responsibilities:
- Manage provincial advisor team operations and act as point of contact.
- Foster relationships with provincial government teams and partners.
- Facilitate coordination and alignment of social sector activities.
Qualifications:
- Master’s degree in public administration, Public Health, Education, Social Sciences, or related field.
- Minimum 7 years’ experience in provincial-level project management and coordination.
- Strong understanding of Nepalese governance and intergovernmental relations.
9. Governance Advisor
Responsibilities:
- Support government teams in evidence generation, planning, budgeting, and PFM.
- Mentor palika-based team members and provide technical support.
- Report to the core team governance lead on progress.
Qualifications:
- Advanced degree in Economics, Health Economics, Public Policy, Finance, Public Administration, or related field.
- Minimum 7 years’ experience in system strengthening in health, education, or social sectors.
- Expertise in evidence-based policymaking, budgeting, planning, and financial reporting.
10. Health Advisor
Responsibilities:
- Support government teams in evidence generation and service quality assurance.
- Ensure GEDSI considerations in provincial programme implementation.
- Mentor palika-based team members and provide technical support.
Qualifications:
- Advanced degree in Public Health, Health Administration, Medicine, Nursing, or related field.
- Minimum 7 years’ experience in health systems strengthening and quality of care improvement.
- Experience in integrating GEDSI principles in health programmes.
11. Education Advisor
Responsibilities:
- Support government teams in evidence generation and service quality assurance.
- Ensure GEDSI considerations in provincial programme implementation.
- Mentor palika-based team members and provide technical support.
Qualifications:
- Advanced degree in Education, Public Policy, Social Sciences, or related field.
- Minimum 7-10 years’ experience in education sector development.
- Experience in integrating GEDSI principles in education programmes.
12. Social Resilience Advisor
Responsibilities:
- Support government teams in risk assessments and response planning.
- Mentor palika-based team members and provide technical support.
- Report to the core team social resilience member on progress.
Qualifications:
- Master’s degree in Disaster Management, Public Health, Social Sciences, or related field.
- Minimum 5 years’ experience in disaster risk reduction and community resilience.
- Strong understanding of Nepalese local governance structures.
13. Project Operations Assistant
Responsibilities:
- Provide operational support to SAMARTHA team members and counterparts.
- Maintain project information system and manage logistical aspects.
- Track project expenditures and set up meetings.
Qualifications:
- Advanced/bachelor’s degree in administration, Business, or related field.
- Minimum 5 years’ experience in administrative and operational support roles.
- Familiarity with project management tools and software.
14. Finance Officer
Responsibilities:
- Maintain FMIS for the project and prepare monthly financial reports.
- Manage project audits and track financial accounts.
- Ensure robust financial management practices.
Qualifications:
- Bachelor’s degree in Accounting, Finance, or related field.
- Minimum 5 years’ experience in financial management, including budgeting and reporting.
- Familiarity with project management tools and software.
