Rural Reconstruction Nepal (RRN)
Rural Reconstruction Nepal (RRN) is a Nepalese non-governmental development organization working mainly in the areas of community development, livelihood, food and nutrition security, education, health and good governance. The organization equally promotes human rights and social justice, having strategic focus on protecting and promoting economic, social and cultural rights and right to development in Nepal. RRN also works extensively on Agriculture/Livelihoods, Food and Nutrition Security, Education, Health, WASH, Biodiversity Conservation, Natural Resource Management, Disaster Management and Climate Change adaptation. Its major interventions are directed towards improving the lives and livelihoods of poor, vulnerable and disadvantaged groups in rural areas and equally engaged in policy advocacy at local, provincial, federal, regional and international levels through various networks such as Children As Zone of Peace (CZOP), Alliance Against Trafficking in Women and Children in Nepal (AATWIN), Right to Food Network (RtFN), Civil Society Alliance for Nutrition Nepal (CSANN), Disaster Preparedness (DP Net), Human Right Treaty Monitoring Coordination Center (HRTMCC) for Economic Social and Cultural Rights (ESCR) at National, along with South Asia Alliance for Poverty Eradition (SAAPE) at Reginal and LDC Watch at International level.
RRN has been granted the Special Consultative Status with the Economic and Social Council (ECOSOC) of the United Nations since 1997. It is also accredited to the Global Environment Facility (GEF), the UN Framework Convention on Climate Change (UNFCCC), and the Green Climate Fund (GCF).
Currently, RRN is looking for competent candidates to fulfill the following positions based on annual fixed term contract and annual renewal based on performance evaluation and track record for the project titled "Empowered citizens are promoting food and nutrition governance in three municipalities in Kapilvastu District” funded by Welthungerhilfe /BMZ and is being implemented jointly by RRN and KIDS-Nepal in Kapilbastu, Maharajgunj and Buddhabhumi Municipalities of Kapilbastu district, Nepal. The vacancy announcement for the positions here in this notice is for RRN only.
1. Position: Programme Manager cum MEAL, Head Office-1
Main Responsibilities: Overall management and coordination of day-to-day planning, implementation and management of project activities according to the project document, project budget and project log frame and regular supervision and monitoring of the field activities and support to project coordinator. He/she is also responsible for coordination at provincial and federal level, monitoring, evaluation, accountability and learning (MEAL) at project and organisational level, provides technical inputs, supports in capacity development and quality control of the project. Similarly, He/she will regularly attend to meetings RRN (together with the Executive President/Director, Management Committee) along with the CPAC meeting and SWC evaluations related to project.
Qualification & Required Skills:
- Master Degrees in Agriculture, Rural Development, Food and Nutrition, Eeconomics, Statistics and any other relevant disciplines having at least 10 years of experiences in programme and projects management (design, planning, implementation of integrated project cycle) of agriculture, food and nutrition security, health and education, irrigation, sanitation and hygiene related projects in rural Nepal.
- Good understanding and articulating capacity of food systems and food governance with policy advocay on food and nutrition security, agriculture, nutrition and natural resource management, small-holders, farm and off farm livelihood options, farmer managed small irrigations, right-based education and empowerment of women, girls and children of marginalized sections.
- Skills on team management, staff capacity development, and project cycle management, quarterly review and annual review, monitoring, evaluation, and quality assurance of project implementation.
- Skill and ability to develop MEAL framework, data anaysis and other situation analysis, synthesize information and use the outputs to improve implementation and good coordination.
- Ability to work with diverse team and environments.
- Excellent interpersonal, networking and negotiation skills.
- Well versed in English and Nepali languages and have good knowledge of computer skills with general software such as Microsoft Office and excel.
- Knowledge and skill on policy lobby, advocacy and social campaigns on right to food and nutrition, education, violence against women and girls etc.
2. Position: Project Coordinator, Field Office-1
Main Responsibilities: The person is responsible for the coordination of the project activities jointly with the project team and with the municipal/wards in the field level. The project coordinator provides RRN Head office and WHH with timely and comprehensive reports according to the requirements. He/she monitors all employees at the field level and ensures that all the project activities are completed on schedule. The candidate needs to be a professional rural development sectors such as agriculturist or nutrition and/or public health and other relevent background. Also, he/she requires a good knowledge, skills and experience on social mobilization, policy lobby and advocacy, coordination and collaboration with local organisations, partner, CBOs, and facilitating of staffs mainly on "Linking Agriculture, Natural Resource Management for Nutrition Security (LANN+) women groups, Adolescent/Youth Groups, Good Agriculture Practice (GAP) farmers groups, economic and skills development training for women, and other project related groups and networks mobilisation at municipal and provincial levels. He/she will attend to MPAC meeting and SWC evaluations.
Qualification & Required Skills:
- Bachelor Degree in Agriculture, Rural Development, Food and Nutrition and other relevant disciplines having more than 7 years experiences work as a Project Coordinator in rural areas and districts of Nepal in the field community development sectors (master degree will be more preferable).
- Previous work experience in similar kind of project like Agriculture, Food Security, Nutrition and integrated community development sectors and social and community mobilization is highly preferred.
- Experiences in management of team, team building, and outcomes-oriented community level engagement for building the synergy outcomes and results in collaboration with concern local government and line agencies and other development actors.
- Good understanding of food systems and its governance at local and provincial level.
- Extensive knowledge and experience of social tools including participatory planning process (seven step) of local government, Community Score Card (CSC) and other MEAL related tools and policy advocacy at local and provincial level.
- Experiences in organizing training, facilitation of workshops and other capacity building activities for different level of audiences
- Well versed in English and Nepali languages and have good knowledge of computer skills with general software such as Microsoft Office and excel.
- Fluency in written and spoken English languages.
- Excellent written and verbal communication and report writing.
- Interested and keen for policy lobby and advocacy on said sectors at local, provincial levels.
- Good interpersonal and analytical skills.

3. Position: Advocacy Officer, Field Office-1
Main Responsibilities: The person will perform to provide the local technical backstopping to the policy advocacy at project level leadership development, women economic and skills development training, rights of women and adolescent, GESI aspects. He/she will be responsible for the overall monitoring, evaluation, evidence-based knowledge management and accountability (Inclusive core humanitarian standards) related tasks management. He/she support Project Coordinator in various trainings arrangment, report preparation, data analysis and closely work municipalities for food and nutrition master plan development and other related tasks with field team including partner and head office.
Qualification & Required Skills:
- Bachelor Degree in rural development, food and nutrition, social works, GESI and other relevant disciplines having more than five years experiences work as advocacy officer and relevant discipline in rural areas and districts of Nepal in the field community development sectors and its advocacy areas.
- Knowledge and skills on evidence-based advocacy strategy, data and tools and technique for promoting policy advocacy at local level.
- Good understanding food systems and its governance at local and provincial level.
- Collaborate to generate MEAL based data and analysis the situation and policy support to municipalities for food and nutrition master plans and other relevant assessments etc.
- Support team to facilitate PPP (seven steps), women, adolescent/youth and farmers groups for transformation of community and marginalized groups’ behaviour changes in food and diet diversity.
- Experiences in working with team, team building, and outcomes-oriented community level engagement for building the synergy outcomes and results in collaboration with concern local stakeholders and other development actors.
- Experiences in organizing training related to skills and economic development of women, meeting conduction, facilitation of advocacy workshops and other capacity building activities for different level of audiences.

4. Position: Human Resource (HR) Officer, Head Office-1 (50%-time involvement)
Main Responsibilities: Responsible for overall human resource and administration management of the project and compliance with BMZ/WHH regulations, compilation and review of HR and administrative-recruitment, procurement related documents from the head office with often visits to the field, internal control and preparation of the report as required.
Qualification & Required Skills:
- Minimum Bachelor’s (Masters preferred) public administration, human resource and relevant degree in finance/accounts.
- At least 5 years of work experience at officer level in I/NGOs
- Should have theoretical as well as practical knowledge and skills for recruitment/procurement and staff administration of project.
- Familiar with project financing and accounting added value.
- S/he has knowledge and skill to produce HR and administration reports, staff positioning and profiling, documentation of leave and medical insurance claims and records, contract preparation, facilitate for annual renewal of contracts, and other project releted specific admin and finance related when required.
- Should have good knowledge of Income tax act and rules
- Should have knowledge of programme and administration auditing and relevant Nepalese accounting and auditing standards

5. Position: Finance Officer, Head Office-1 (50%-time involvement)
Main Responsibilities: Responsible for the financial management of the project and compliance with BMZ/WHH regulations, compilation and review of financial documents from the head office with frequent visits to the field, internal control and preparation of the financial report.
Qualification & Required Skills:
- Minimum Bachelor’s (Masters preferred) Degree in finance/accounts.
- At least 5 years of work experience at officer level in I/NGOs
- Should have theoretical as well as practical knowledge of accounting/financial issues
- Familiar with project financing and accounting and their planning and regular tracking the budget utilization
- Ability to produce periodic financial reports and specific financial reports as and when required
- Should have good knowledge of Income tax act and rules
- Should have knowledge of auditing and relevant Nepalese accounting and auditing standards
- Should have clear vision on compliances and internal control issues
- Familiar with accounting software preferably FAMAS with Hands on operating knowledge
6. Position: Admin/Finance Officer, Field Office-1
Main Responsibilities: The officer ensures effective financial management and administrative functions at the field office and community level. Ensures professional accounting, timely financial reporting and auditing of project accounts. The incumbent should have good accounting, finance and administrative functions.
Qualification & Required Skills:
- Bachelor’s degree in account/finance.
- At least 3 years of work experience in accounts/finance and administration of I/NGOs.
- Should have theoretical as well as practical knowledge of administrative functions and procurement and other good and services.
- Familiar with project financing and accounting and their planning and regular tracking the budget utilization
- Ability to produce periodic financial reports and specific financial reports as and when required
- Should have good knowledge of Income tax act and rules
- Should have knowledge of auditing and relevant Nepalese accounting and auditing standards
- Should have clear vision on compliances and internal control issues
- Familiar with accounting software preferably FAMAS with Hands on operating knowledge

7. Position: Junior Technical Assistants for Agriculture (JTA), Field-3
Main Responsibilities: JTAs will facilitate the community-based mobilisation and their involvement in the project implementation agriculture, as well as provide technical support and organise agriculture and nutrition related trainings such as LANN+ GAP groups, lead farmers, nurseries, gardening, and women economic development training of farm and off farm sectors. The position requires to provide technical support and assist the field team and partenr in coordinating and linkage building with RMs/Agriculture Desk at municipal etc. This position is completely based in Municipality/Ward field level.
Qualification & Required Skills:
- Intermediate degree with at least three years of relevant experience in Agriculture and livelihood sectors promotion related activities.
- Good social mobilization and coordination skill with partner staff and muncipal agriculture/ livestock staff.
- Knowledge and skills on facilitation of training and Good Agriculture Practice (GAP) groups and LANN+ groups for promoting nutrition sensitive agricultural production, indigenous crops preservation, training to lead farmers, skills and economic development training for women etc.
- Also, knowledge on PPP (seven steps), food and nutrition behaviour through diet diversity through agriculture activities.
- Good community meeting, awareness program and training facilitation skill
- Having experience of technical support to farmers groups in producing food and nutrition sensitive crops, farming, nurseries establishing etc.
- Ability to work in diverse environment
- Skills and motivation on facilitation of women and farmers groups for and nutrition education promoted events in the community and school levels.
- Community mobilization for conduction of various training events for women, farmers and support in small irrigation (bore pumps) screening the schemes and nurseries production.
- Conduct public auditing and community score card exercise at ward level.
- Coordination with local government and wards level stakeholders.
- Driving skills with a license (preferable)
Work Stations
Programme Manager, Human Resource (HR), Finance Officer (FO) are based in Head Office, Kathmandu and frequently travel to field as required. Project Coordinator, Advocacy Officer, Admin and Finance Officer, will be based in field office (anticipated at Kapilbastu Municipality) at Kapilbastu district with frequently monitor and visit to project area/ward level of Kapilbastu, Maharajgunj and Buddha Bhumi Municipalities. JTAs will be completely based at field level in the project municipalities and travel to field office as required.
