Multi-dimensional Action for Development (MADE Nepal) is national organization working with target groups concerned stakeholders for improving livelihood and nutrition condition of people. The main areas of interventions of organization are social mobilization of community people, Economic Empowerment of target groups, Disaster Risk Reduction (DRR), Eco-tourism and Water Sanitation and Hygiene (WASH). It has worked mainly production, value chain and market system development in agriculture sector in 35 districts of Nepal.

Multi-dimensional Action for Development (MADE) Nepal is a non-profit organization with a vision to create a Peaceful, Prosperous and Equitable Society in Nepal. Over last two decades, MADE-Nepal has been serving as a premier organization for agriculture development, natural resources management, social institution promotion and governance through building social foundation at grass root level, contributing all of its efforts for the welfare of the people of the country.

MADE NEPAL invites application for the positions mentioned below from suitable candidates to support the organization’s anticipated project in the upcoming months.

1. Team leader/Horticulturist- 1

The team leader/horticulturist will have to: 

  • Organize and implement training to the executing and implementing agencies on project implementation and capacity building;
  • Assist the Project Director and the M&E Expert in the update of the project performance management system;
  • Assist the Project Director to ensure the preparation and timely submission of project reports, including the monthly project progress reports and project completion report;
  • Assist to resolve any technical issues on fruit orchards and nurseries in collaboration with NARC and other relevant experts;
  • Provide technical support in planning the orchard establishment schedules, provisioning the input support and other relevant activities

The Team Leader requirements:

  • At least a Master’s Degree in Agriculture with specialization in Horticulture or relevant equivalent fields,
  • At least 15 years of general experience with 10 years specific experience in horticulture development and rural livelihoods,
  • Previous satisfactory experience in donor supported project implementation and management and team leadership shall have added advantage,
  • Expert level word processing skills, email and internet use, video conferencing and Communication,
  • English language competency.

2. Financial Management Specialist-1

The Financial Management Specialist will have to:

  • Assist in preparing annual budget estimates and in consolidating the annual budget estimates;
  • Conduct an analysis of the financial execution of the approved budget (budget-to actual 
  • by activity) as well as financial vs physical progress;
  • Support in ensuring that (i) separate accounts for the project are duly maintained in accordance with the applicable accounting standards, (ii)receipts and expenditures are duly segregated by financing source, (iii) separate control registers are maintained for signed contracts, approved and disbursed grants and subsidies, etc.., as outlined in the project administration manual;
  • Assist in preparing and consolidating financial and financial management information and analysis in the agreed format;
  • Assist in preparing and consolidating project financial statements annually covering the expenditures incurred by all implementing agencies and receipts from all the funding sources;
  • Support in ensuring that all financial records are orderly filed and stored physically in safe location and an electronic back up is conducted regularly;

The Financial Management Specialist requirements:

  • At least a Master’s degree in accountancy or equivalent in related fields;
  • An overall 10 years of general working experience with 8 years of experience in project/program financial management, training/ capacity building including government accounting system (CGAS);
  • Expert level word processing skills, email and internet use, video conferencing and communication;
  • English language competency;

3. Monitoring and Evaluation Specialist -1

The Monitoring and Evaluation Specialist will have to:

  • Prepare a results‐based monitoring and evaluation framework and plan of action for project interventions, including the definition of targets and identification of appropriate performance indicators at outcome and output levels;
  • Design, oversee and co‐ordinate the Project’s participatory M&E system; 
  • Assist in the establishment of database for monitoring and reporting of indicators of project design and monitoring framework and annual work plan; and report on stipulated time frame;
  • Support for the establishment of project management information system;
  • Solicit M&E information including safeguard (gender, social and environmental) compliance and provide consolidated M&E information;
  • Assist Social and GESI specialists in development of surveys and/or processes for monitoring and documenting progress of GESI, social safeguards and stakeholder engagement;

The Monitoring and Evaluation (M&E) Specialist requirements:

  • At least Master’s Degree in Agricultural Economics or equivalent related fields. 
  • At least 10 years of general experience with 7 years of relevant experience in the design and establishment of monitoring and evaluation system in the field of agriculture, food and nutrition security programs with knowledge for the design of indicators, database system and reporting.
  • Previous satisfactory experience in donor supported project shall have added advantage, Knowledge of geospatial data analysis and use of GIS software will be an added advantage.
  • Expert level word processing skills, email and internet use, video conferencing and communication. 
  • English language competency.

4. Provincial Team Leader- 5

The Provincial Team Leader will have to:

  • Assist the Provincial Project Director on project planning and implementation, work planning, scheduling and coordination of inputs, determination of priorities and management of project resources;
  • Provide overall leadership to project implementation support consultants for supervision and coordination of activities of the consultants, including jointly formulating individual work plans consistent with those of the Project;
  • Assist the provincial Project Director and the M&E Expert to update the project management system; keep the provincial Project Steering Committee informed through monthly reports, of progress in the implementation of the Project and especially of any issues or delays arising, and provide advice on appropriate remedial measures;
  • Assist the provincial project director and team leader to ensure the preparation and timely submission of project reports, including the monthly project progress reports and project completion report to the Government; 
  • Work in close coordination with team leader to ensure the effective implementation of project activities and attaining the outputs;
  • Assist to prepare fruit plantation schedules in project areas;
  • Prepare the database on availability of quality panting materials available across the project areas and provide feedback on soliciting them to project beneficiaries;
  • Assist to develop nursery standards and sapling quality control on targeted fruit species

The Provincial Team Leader requirements;

  • At least a Master's Degree in Agriculture with preferable specialization in horticulture. 
  • At least 12 years general experience with 8 years relevant experience in horticulture development and rural livelihoods, 
  • Previous satisfactory experience in donor supported project implementation and management shall have added advantage.
  • Expert level word processing skills, email and internet use, video conferencing and communication 
  • English language competency

5. Provincial Environment Specialist -5

The Provincial Environment Specialist will have to:

  • Assist to comply with environmental safeguard requirements.
  • Advice on the compliance to various national and state level laws and regulations and relevant environmental safeguard requirements that are applicable in the context of the project interventions. 
  • Coordinate and facilitate all environmental safeguarding monitoring and reporting activities for the Project with the contractors and service providers.
  • Supervise implementation of environmental safeguard measures, and ensure that environmental safeguards requirements goals are met. 
  • Assist the PIU in integrating environmental safeguards into the project activities implementation and monitoring. Provide support to the Environmental Safeguards Specialist in applying the subproject selection criteria and screening checklist for proposed subprojects to be funded under orchard development and matching grant.
  • Support Environmental Safeguards Specialist to carry out consultations with beneficiaries and affected people and communities during project implementation. Keep a detailed record of the public consultation activities.

The Environmental Safeguard Specialist requirements: 

  • At least a Bachelor’s degree in environmental science or relevant fields.
  • At least 7 years of general experience with 5 years of experience in environmental safeguard management in development projects.
  • Expert level word processing skills, email and internet use, video conferencing and communication 
  • English language competency.

6. Provincial Gender and Social Specialist- 5

Provincial Gender and Social Specialist will have to: 

  • Assist in conducting in-depth GESI assessment at the onset in the project areas;
  • Assist to implement the GESI-AP of the project as described in the Project Administration Manual;
  • Assist PIU in integrating GESI Monitoring System in the Project Management Information System;
  • Assist PIU to ensure GESI for mitigating the adverse impacts during project interventions under the project;
  • Support for development of different capacity building and advocacy materials related to GESI for all levels;
  • Support PIU in ensuring inclusion of women, youth and other vulnerable segments of the rural population, in addition to strengthening the decentralized government structures to ensure effective service delivery at the local level;
  • Any other tasks assigned by the Project Director;

Provincial Gender and Social Specialist requirements:

  • At least Bachelor’s Degree in Sociology/Anthropology/Development Studies or relevant fields 
  • At least 7 years of general experience with 5 years of relevant experience in ensuring GESI issues in development projects preferably in agriculture
  • Expert level word processing skills, email and internet use, video conferencing and communication 
  • English language competency.

7. Agriculturist- 8

The Agriculturist will have to:

  • Assist to plan the provincial annual program of the project along with monthly working plans 
  • Supervise the farmer’s facilitators and social mobilizers working at local levels employed through the service provider. 
  • Assist provincial project director to undertake field screening of applications referred by the local levels and monitor the progress of grantees 
  • Assist the provincial team leader to consolidate the periodic project progress and develop the progress report as required. 
  • Support on technical knowhow relevant to project implementation and monitoring. 
  • Any other tasks assigned by the Project Director

The Agriculturist will have: 

  • At least BSc. Agriculture or equivalent relevant fields.
  • At least 5 years of general experience in agriculture sectors
  • Two-wheeler driving license will be an advantage.
  • Expert level word processing skills, email and internet use, video conferencing and communication. 
  • English language competency.

8. Procurement Specialist: 5

The Procurement Specialist will have to: 

  • Assist to undertake procurement activities as per the approved Procurement Plan,
  • Assist to prepare technical specifications for procurement of good, works and services,
  • Prepare draft bidding documents,
  • Prepare draft tender notices, and invitations for bids,
  • Assist to receive, open, and evaluate bids, and finalize contracts,
  • Assist to maintain all the records relating to procurement,
  • Assist to update the Procurement Plan to reflect the actual project implementation needs,
  • Ensure compliance with procurement policy and regulations 
  • Prepare procurement and contract implementation reports in accordance with the reporting requirement 
  • Undertake any other duties as may be assigned by the Project Director and team leader

The Procurement Expert requirements:

  • At least Master’s Degree in Business, Agriculture Economics, Engineering, Economics or equivalent disciplines
  • At least 10 years of general experience with 7 years’ experience of carrying out procurement of goods, works and services using procedures of government and multilateral donor agencies
  • Expert level word processing skills, email and internet use, video conferencing and communication 
  • English language competency

9. Rural Finance Specialist: 5

The Rural Finance will have to: 

  • Identify and engage with participating financial institutions (PFIs) in the delivery of appropriately designed financial services to project-supported farmers, enterprises and cooperatives at project locations
  • Support participating banks in the areas of ‘product design’, ‘credit risk management’ and ‘credit process simplification’ in the areas of agricultural finance to make the products and processes aligned to the needs of project beneficiaries.
  • Liaise, coordinate and monitor the lending activities of PFIs at provincial/local levels. 
  • Timely coordination with PFIs’ HO for required corrections.
  • Coordinate with participating banks in designing and pilot testing appropriate digital financial services to project beneficiaries.
  • Design the project guidelines on financial service delivery to project beneficiary farmers, cooperatives, and enterprises;
  • Develop project strategies to ensure all provincial project beneficiaries in need of credit for project-related investment activities have access to participating bank representatives. 
  • Support participating banks with the development of digital financial services and their pilots.

The rural finance specialist requirements:

  • At least a Master’s Degree in Finance, Agribusiness or related fields, 
  • At least 10 years of general experience with 7 years relevant experience in rural financing 
  • Previous engagements with microfinance or other relevant financial institutions 
  • Preferable experience working with digital finance
  • Expert level word processing skills, email and internet use, video conferencing and communication 
  • English language competency.
