Society for Integrated Allied Nepal (SIAN) is a non-profit making non-government organization established in Kathmandu. It is registered in DAO Kathmandu in 2004 AD and affiliated with Social Welfare Council, Kathmandu and various provincial and national networks and alliances having similar vision. It is dedicated for the holistic and integrated development based on a harmonious balance of socio-culture, material and organization trusted on teamwork and development through community mobilization. We work for Education, Human Rights and Governance, WASH, Health, Water and Sanitation, Food Security, Livelihood, Youth Empowerment, Women Empowerment, Social Security, DRR/Resilience and Climate Change.

SIAN, Kathmandu with the partnership of iDE Nepal is going to implement “Engaging Market System for Impact in Nutrition and Food Security” project in West Nawalparasi (Susta Rural Municipality, Sarawal Rural Municipality, Pratappur Rural Municipality and Palinandan Rural Municipality). Under the project, SIAN Nepal hereby invites applications from suitable and qualified, native, dynamic and motivated Nepalese citizens for the following positions:

Details of Announcement:

1. JD of Field Coordinator

Designation: Field Coordinator

Number of Positions: 1 (One)

Location: Field Office, SIAN, Nawalparasi West 

Reporting to: Program Manager

Position to be supervised: Admin Finance Officer, Field Program Supervisors (Agriculture & Nutrition Officers, Wash), Data Management Officer

Working Areas: West Nawalparasi (Susta Rural Municipality, Sarawal Rural Municipality, Pratappur Rural Municipality and Palinandan Rural Municipality).

Key roles and responsibilities

Project Planning, Budgeting, and Implementation

  • Prepare project periodic budget, detail implementation plan in line with project goal and objectives.
  • Prepare project activity implementation guidelines and quality benchmarks in close coordination with head office and iDE to bring uniformity in implementation and to maintain quality service delivery of the project.
  • Manage day to day operation and management of project activities in line with the approved project documents and coordinate between the project team in different components. 
  • Support field staff as per the project organogram providing guidance and support to them in terms of planning, budgeting, and implementing planned activities.
  • Revise project plan, working approach and budget of the project as per need in close coordination with Program Manager (SIAN) and iDE. 
  • Provide technical support to project team to carry out the activities related with capacity building, community engagement and stakeholders' analysis & engagement.
  • Work closely with the Program Manager of the organization to ensure compliance with contractual obligations.
  • Facilitate Finance and Supply chain department to make sure that all finance and supply chain related work have been completed and meeting all requirements and set compliances.  
  • Ensure safeguarding of children, vulnerable groups (including people with disabilities) and those at-risk during planning, designing, implementation and monitoring of program activities.
  • Prepare safeguarding mitigation plan of all activities and orient the team and ensure and monitor the implementation process in those contexts.
  • Make ensure the safeguarding and child safeguarding aspects to protect the children, stakeholders, beneficiaries, and concern staffs from any form of harm in each implementation period.

Project Reporting and documentation

  • Prepare periodic project reports, case studies, and other documentation and ensure all required reporting along with finance submitted to Program Manager (SIAN) and iDE on time.
  • Conduct regular field visits with appropriate tools and checklists to learn about project effectiveness and the needs of the targeted beneficiaries. Prepare the improvement plan and implement in coordination within the project team.
  • Project innovations, best practices, learning, and case stories are well documented and shared on a regular basis.

Coordination and linkages

  • Maintain strong coordination with SIAN’s head office (Kathmandu), local government, district Administration office, district coordination committee, project advisory committee at local level as well as to province level government.
  • Maintain good coordination among organizations, other projects and programs as well as other DPs in the district.
  • Mapping of stakeholders to maintain strong relation with them and design our project implementation strategy accordingly.
  • Represent project in different internal and external forums and share project updates and learnings. 

Required skill, experience, and knowledge

  • Bachelor’s degree in public health or agriculture from a recognized University with 6 years of previous experience in a related field.
  • Experience managing and monitoring projects implemented in remote locations.
  • Demonstrated experience in managing diverse teams and maintaining strong relationships with the organization, project team, local government, and other stakeholders.
  • Outstanding communication and networking skills.
  • Competency in Microsoft applications including Word, Excel, and PowerPoint, Nepali Typing.

2. JD of Field Program Supervisor (Agriculture and Nutrition)

Designation: Field Program supervisor (Agriculture and Nutrition) 

Number of Positions: 3 (Three)

Location of the Post: West Nawalparasi

Reporting to: Field Coordinator

Working Areas: West Nawalparasi (Susta Rural Municipality, Sarawal Rural Municipality, Pratappur Rural Municipality and Palinandan Rural Municipality).

Key roles and responsibilities

  • Support to Field coordinator for the implementation of planned activities based on Agriculture and Nutrition.
  • Support local community farmers to promote and preserve indigenous seeds and establish proper mechanisms for storage/establish seed banks. 
  • Facilitate farmer's training activities. Carry out indigenous crop, seed, fruit, and vegetable production activities/climate resilience sustainable agriculture.
  • Provide on-site technical support to farmers of targeted communities and other smallholder farmers.
  • Well-informed and disseminate messages on Livelihood Sector Technical Program and Priorities, Project Model Agriculture (CSA, Agri Dev.), NRM and DRR (FMNR, CBDRM), Market Development (LVCD), Alternative livelihood (TVET, SYIB, BF), Financial Inclusion.
  • Close coordination with the agriculture section of the municipalities, agricultural experts, agricultural service centers, and other relevant stakeholders for leveraging local resources, experiences, and expertise in resilient livelihood promotion in the target communities.
  • Perform activities related to post-harvest, micro-enterprise development, and marketing of agriculture products.
  • Facilitate regular farmers' meetings and identify issues, and support to access local government resources.
  • Carry out other tasks as assigned by an organization and line manager as relevant to subjective matters.
  • Prepare periodic reports including event completion reports appropriate reporting templates and submit them to the line manager periodically

Required skill, experience, and knowledge

  • At least an Intermediate degree or an equivalent certificate of JTE from CTEVT in agriculture or health with a minimum of 3 years of work experience.
  • Open and believes in teamwork.
  • Skills in coordination with community-level stakeholders.
  • Strong facilitation and good communication of the messages to be delivered.
  • Experience working with local authorities.
  • Previous experience in agriculture, marketing, community & cooperative mobilization, and integrated farming with organic farming practices will be a valuable addition.

3. JD of Field Program Supervisor (Wash)

Designation: Field Program supervisor (Wash) 

Number of Positions: 2 (Two)

Location of the Post: West Nawalparasi

Reporting to: Field Coordinator

Working Areas: West Nawalparasi (Susta Rural Municipality, Sarawal Rural Municipality, Pratappur Rural Municipality and Palinandan Rural Municipality).

Key roles and responsibilities

  • Facilitate climate-resilient water service level workshops, meetings, and training to ensure the quality delivery of the project interventions.
  • Support RMs, and communities for survey, design, and cost estimate of scheme upgrading, and climate actions-related work.
  • Conduct activity and output monitoring as per project objectives and use results to improve the effectiveness of interventions and outreach to all people.
  • Facilitate field level research and studies.
  • Conduct regular monitoring and follow-up of projects/activities and report to SIAN Nepal lineman.
  • Support Rural Municipalities on capacity building including technical support in functionality of institutional climate resilient inclusive WASH facilities,
  • Facilitate local government for WASH governance (inclusion, transparency, accountability) maintaining smooth coordination with head Office, Rural Municipalities, and other Climate and WASH sector organizations,

4. JD of Data Management Officer

Designation: Data Management Officer

Number of Position: 1 (One)

Location of the Post: West Nawalparasi

Reporting to: Field Coordinator, Finance Officer

Working Area: West Nawalparasi (Susta Rural Municipality, Sarawal Rural Municipality, Pratappur Rural Municipality and Palinandan Rural Municipality).

Key roles and responsibilities

system of organization, conduct monthly quality monitoring (70%) and capable of handling financial activities of field office and provide support to head office, must know about basic accounting knowledge, in line with quality benchmark, prepare quality monitoring report, share community sharing tools and conduct output monitoring, prepare financial entries, summarize financial activities. Similarly provide necessary data to the program team to finalize project report, prepare case studies/success stories/good practices for program/project. The position holder will ensure smooth functioning of FRM system, update action plan tracker and FRM, update MEAL system and program database.

Major Responsibility: 

  • Appraise the project activities, progress reports and streamlining the field staff work and documentation.
  • Prepare Financial related documents and coordinate with Finance officer at head office.
  • Support to design the community sharing tools (pocket/ wall calendar, hoarding boards, master flex prints and radio jingles) in close coordination with Head office and iDE MEAL team.
  • Support to update beneficiary information regularly. 
  • Orient and train the project teams and relevant staff on MEAL concepts and tools.
  • Collecting best practices, case studies, financial documents which demonstrate qualitative and quantitative changes. 
  • Assisting in conducting surveys and assessments. 
  • Data collection and management related to program activities. 
  • Ensuring proper documentation of program activities as well as skills in report writing. 
  • Establish an effective functional system for complaints/ feedback handling and response mechanisms at organization.
  • Skills in handling complaints and feedback of the community. 
  • Support to collect secondary data from various sources in working districts and municipalities. 
  • Support to facilitate the beneficiary selection process.
  • Share relevant findings with program teams and management.

Data Management:

  • Collect, store, and organize data in a secure and accessible way.
  • Ensure the accuracy and completeness of data.
  • Maintain data quality standards.
  • Clean and analyze data to identify trends and patterns.
  • Generate reports and dashboards to communicate data insights.
  • May involve using specific data management software or tools.

Required skill, experience, and knowledge

  • Bachelor’s degree in statistics, engineering or any other relevant discipline with 3 years of previous experience in a related field.
  • Provide technical assistance during emergencies.
  • Outstanding communication and networking skills.

5. JD of Admin Finance Officer

Designation: Admin Finance Officer

Number of Position: 1 (One)

Location of the Post: Kathmandu

Reporting to: Field Coordinator

Key roles and responsibilities

Overall operations of the finance and administration related systems to ensure accurate and timely operations and reporting; monitors, evaluates, and manages budgeting and financial matters for the effective and efficient utilization of resources; and directs all administrative functions of the project, including the development and maintenance of administrative systems and operational procedures as well as inventory management.

Manage the accounting system

  • Prepare the accounts payable for travel and business advances on time with the approval of supervisors.
  • Accounts payable for payments to suppliers and vendors, with ensuring all the supporting documents are on time.
  • Ensure the tax calculation and deduction on the source of payment as per the Income Tax Act of Nepal. Preparation of taxes, checks, and depositions on time.
  • Management of office petty cash disbursement regularly with proper cash balance as per the organizational policy.
  • Prepare a cash disbursement voucher as per the Financial Management Policy and enter a valid account code, cost center, donor combination, and project number on all vouchers according to the chart of accounts.

Record-keeping and reporting 

  • Ensure all vouchers are developed with reference to finance policy and procedure.
  • Real-time data entry and provide the required information to the concerned.
  • Preparation of the trial balance and bank reconciliation, develop the financial report in the prescribed format, and submit it to the concerned-on time.
  • Conduct financial monitoring of program activities as per the financial monitoring tools and risk factors.
  • Report the observation findings to the supervisor upon conducting each financial monitoring and provide recommendations for improvement.
  • Responsible for reviewing, analyzing, and submitting the financial reports with compliance are meeting.
  • Assist and orient the team in using the forms and format, maintaining consistency for finance and procurement.
  • Assist the program team in developing budgets, standard costing, and implementation plans, and help determine any necessary arrangements, including cost sharing.
  • Ensure minimum financial standards and compliance are applied as agreed between the organization and the donor.

Administration and Communication:

  • Handling, receiving, and responding to phone calls, letters, and information.
  • Manage office supply stock and place orders.
  • Assist the project team in logistical arrangements for meetings, training, workshops, and other programs as required.
  • Arrange travel, accommodations, and guest relations as necessary.

Qualification, Skills, and Knowledge:

  • Bachelor’s degree in commerce, Business Studies or Equivalent. 
  • Minimum 6 years of experience in independently handling budgeting, financial accounting, planning, and analysis in I/NGO,
  • Demonstrated experience in the use of MS Office Package (Word/Excel/PowerPoint etc.) & Internet,
  • Ability to lead the financial management of the project/program and make the linkage of this with the overall financial management of the organization,
  • Generally Accepted Accounting Principles (GAAP),
  • Good command of English & Nepali languages (written & spoken),
  • Practical knowledge of project budgeting, accounting & reporting,
  • Able to articulate and communicate ideas well verbally and in writing,
  • Knowledge of tax and compliance.
  • Demonstrated Mentoring, Orientation & Training Skills,
  • Good interpersonal, problem-solving & time management skills,
  • Willingness to work under pressure with tight deadlines and to travel across the project areas,
  • Must have a Two-wheeler driving license preferred.
