Blind Youth Association Nepal (BYAN) is a non-political, non-religious, not-for-profit Non-Governmental Organization (NGO) established by blind and partially sighted (BPS) youth in Nepal. It was founded in 2011, registered with the District Administration Office in Kathmandu in 2012, and affiliated with the Social Welfare Council of Nepal. It is the only organization established by BPS youth in Nepal. Currently, BYAN has more than 500 members, organized into 10 district chapters located in Jhapa, Morang, Bara, Kathmandu, Chitwan, Kaski, Rupandehi, Banke, Surkhet, and Kailali districts. Memberships and chapter expansion are ongoing. As a rights-based organization, BYAN intends to play a proactive role in formulating, amending, and implementing legal provisions related to youths with disabilities. It also focuses on organizing and capacity-building of youths with disabilities across the country. BYAN has strong networking and cooperation with different government and non-government stakeholders working in various domains of disability. Additionally, BYAN is a member of the National Federation of the Disabled-Nepal (NFDN), which serves as the umbrella organization for organizations of persons with disabilities (OPDs) in the country.

Background

Details/requirements:
BYAN is currently implementing a project titled "Empowering adolescents and persons with disabilities on Comprehensive Sexuality Education (CSE)" with the support of Amplify Change. The project is currently being implemented in three districts- Kaski, Banke and Kailali. One of the major objectives of this project is to strengthen the organizational capacity of these three chapters to better serve its beneficiaries and promote sustainability.
BYAN has already developed an organizational development toolkit that provides guidelines for enhancing the capacities of its branches. Utilizing this toolkit, BYAN plans to conduct comprehensive organizational assessments of its three chapters. BYAN chapters will develop organizational development plans based on this assessment.
BYAN announces the call for Expression of Interest (EOI) from experienced and qualified experts to conduct organizational assessment of the three chapters. Interested and eligible individuals or organizations are invited to submit EOI in the following address: procurement@byanepal.org mentioning “Expression of Interest for organizational assessment “in the subject line.
Final Deadline for submitting the EOI is 16 July 2024.
Objective of the assignment
The objective of this EOI is to invite qualified experts or organizations to conduct organizational assessments of BYAN's chapters in Kaski, Banke, and Kailali. The assessments will aim to:
- Evaluate the current organizational strengths, weaknesses, opportunities, and threats (SWOT analysis).
- Provide recommendations to enhance the capacity of each chapter in alignment with BYAN's organizational development toolkit.
- Support the establishment of self-sustaining practices and organizational development plans within each chapter.
Scope of Work:
The selected consultant(s) will be responsible for:
- Reviewing the documents and previous reports developed by central BYAN and district chapters.
- Conducting comprehensive organizational assessments of BYAN chapters in Kaski, Banke, and Kailali.
- Conducting field visits in each of the districts and organizing a one-day workshop to assess the governance structures, program effectiveness, financial management practices, and stakeholder engagement.
- Analyzing existing capacities and identifying areas for improvement based on BYAN's organizational development toolkit.
- Developing detailed assessment reports for each chapter, including actionable recommendations for capacity-building plans.
- Developing templates for making annual plans for each chapters along with a guideline describing the methodology for formulation of organizational development plans.
Methodology:
The expert consultant will use a participatory and collaborative methodology to conduct the assessment by working closely with BYAN staff and leadership throughout the process.
Deliverables:
- An inception report detailing the methodology of the assessment, workshop, and the report preparation process.
- Three comprehensive organizational assessment reports of the district chapters including actionable recommendations for capacity-building plans.
- Templates for preparation of organizational development plans for each chapters along with a guideline for facilitating the process of formulating plans.
Eligibility criteria:
Interested individuals or organizations should demonstrate:
- Minimum bachelor’s degree in any field- management, disability, or other social sciences.
- More than 5 years of experience in conducting organizational assessments, preferably within the NGO sector and/or disability rights field.
- Strong understanding of organizational development and management, including various systems and process that impact organizational performance. Along with the knowledge of assessment methodologies and tools.
- Should have excellent communication skills both verbal and written, and the ability to engage with stakeholders at all levels of the organizations.
- Should be able to analyze data and information to identify strengths, weakness, opportunities, and threats to the organization’s capacity.
- The person should have cultural awareness and sensitivity, particularly with regards to persons with disabilities.
Service Duration and Location
The consultant will be working in close coordination with BYAN team. The consultant shall be engaged on a daily basis for a maximum of 15 working days, including the field assessment of three chapters of BYAN in Kaski, Kailali and Banke. The assignment will immediately be started and completed by August 2024.
