Name of Project: ENHANCING THE ACCESS OF PERSONS WITH DISABILITIES AND VULNERABLE PEOPLE TO HEALTH-REHABILITATION AND SOCIO-ECONOMIC SERVICES (EA PROJECT)

Title of Action: CONSULTANCY FOR SUPPORTING THE PUBLIC HOSPITALS TO DEVELOP MASS CASUALTY MANAGEMENT (MCM) PLAN/HOSPITAL DISASTER AND PREPAREDNESS RESPONSE PLAN(HDPRP) IN MELAMCHI HOSPITAL-SINDHUPALCHOWK, JAJARKOT AND NALGAD HOSPITALS OF JAJARKOT AND BAJURA HOSPITAL-BAJURA

1. CONTEXT

Handicap International Federation (HI) i.e. Humanity & Inclusion (HI) is an independent and impartial aid organization, created in 1982 in France and currently working across 63 countries. HI works alongside the vulnerable populations, whatever the context, taking action to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

In Nepal, the HI is working since year 2000 after the General Agreement (GA) with government of Nepal/SWC. The latest renewal of the GA signed with Social Welfare Council (SWC), which is valid until 5 January 2025. The HI Nepal works through a network of implementing local partner organizations i.e. NGOs and organizations of people with disabilities (OPDs) to improve the living conditions of persons with disabilities and most vulnerable populations in Nepal.

The current SA Stratop (Program Strategy 2024-2026) of HI Nepal focuses on the following key thematic intervention area:

  1. Physical and Functional Rehabilitations
  2. Inclusive Education
  3. Economic Inclusion
  4. Disaster Risk Reduction /Climate Change Adaptation (DRR/CCA)
  5. Inclusive Health

Currently, HI Nepal along with the local partners implementing the project entitled on “enhancing the access of persons with disabilities and vulnerable people to health-rehabilitation and socio-economic services (EA project)” with financial support from Luxemburg government in 3 district of Nepal – Sindhupalchok, Jajarkot and Bajura.

Two days Mass Casualty Management (MCM)/Hospital Disaster Preparedness and Response plan (HDPRP) planning workshop in Melamchi Hospital, Jajarkot hospital, Nalgad Hospital and Bajura Hospital is the proposed action of AC6-EA project that fall under result 2 and activity 4. For the organization and delivery of planning workshop, external consultants with expertise in preparing and facilitating MCM/HDPRP planning workshop is required.

The purpose of this Terms of Reference (ToR) is to facilitate the hospital to develop their MCM/HDPRP plan, which will outline their standard operating procedures after a disaster.

2. DESCRIPTION OF THE REQUIRED SERVICE PROVISION -DELIVERABLE

  • Take responsibility for preparation and delivery of assigned sessions for 8 days MCM/HDPRP planning workshop of Melamchi Hospital, Jajarkot hospital, Nalgad Hospital and Bajura Hospital.
  • Finalize relevant presentation content to facilitate workshop consulting another consultant, HI, and its implementing partners as a team approach.
  • Facilitate to develop MCM/HDPRP plan for hospital.
  • Share final presentation materials to HI for reference.
  • Participate in pre-workshop preparation meeting and review/reflection meeting related with workshop before and after the event and.
  • Prepare time plan of MCM/HDPRP planning workshop and execute on the field.

SCOPE OF WORK

The consultant is expected to design Workshop program with developing training methodology, tools and session plan focusing on Hospital Disaster Preparedness and Response Plan (HDPRP)

The Workshop will be for 2-days event for selected staff in each of 4 hospitals - Bajura hospital, Nalgad municipal hospital and Jajarkot hospital, and Melamchi municipal hospital and face to face basis. There will be about 100 persons i.e. 25 participants in each of Workshop events.

EXPECTED METHODOLOGY OF WORKSHOP DELIVERY

  • Use of varying participatory and interactive methods to maximize participant involvement and learning.
  • Simulations and role plays, case studies will be critical to equip participants with practical skills.
  • Use of Pre-test and post-test to compare the effects/output of the Workshop.
  • The consultant shall apply local/national and practical evidence-based examples related to program theme/ sector to balance the interests of the participants.
  • Use of varieties of other training tools to make training more participatory, interactive, contextual and relevance.

DELIVERABLES

  • Inception report: outlining expected results and details/ process of how the workshop to be conducted (2-3 pages)
  • The Workshop schedules and session plan with clear learner centered objectives, workshop methodology and tools, pre-test and post-test questionnaire.
  • PowerPoint presentations for key training sessions before actual start of the workshop in consultation with HI technical staff and project Manager.
  • Deliver the 4 events (2 days each) of workshop for the selected participants.
  • Final compiled Workshop completion report with pre-test and post test results of participants. (Not more than 10 pages excluding annexes).
  • Finalization of 4 MCM plan/hospital disaster preparedness and response plan (HDPRP) with incorporating feedback/inputs received during the workshop.

Qualification(s):

MBBS from recognized university with valid registration in Nepal Medical Council

Master’s degree preferred.

Experience (type and length of experience):

Certified trainer/ coordinator for Hospital Preparedness for Emergency (HOPE) course and Hospital Disaster Preparedness and Response Plan (HDPRP) course with at least 2 years of experience in facilitating such training course/Workshop


Competencies (knowledge, skills required for the job)

Should be able to:

  • Develop presentation content MCM/HDPRP Workshop
  • Coordinate with another trainer to complete the assignment.
  • Facilitate the participants to link their knowledge and skill in local health system context for effective response

3. SERVICE DURATION AND LOCATION

The time frame allocated for this consultancy/assignment is 9 working days of 2 Trainers for facilitating MCM/HDPRP Workshop, spread over forty-seven days from 8-Nov,2024 to 25-Dec 2024.

5. REPORT

The consultant will report to Project Manager for HSSP-AC6 but work with Technical Officer- Health Sector Emergency and Functional Rehabilitation for the assignment.

6. RESOURCE PERSON

Within the framework of the service provision, the consultant will be asked to collaborate with Handicap International’s teams and with Mr. Prajwal Giri, Technical Officer-Health Sector Emergency and Functional Rehabilitation who will be the point of contact.

7. BUDGET

The consultant will propose expected budget in technical proposal and will be finalized during contractual process. HI will cover the logistic cost of trainers/facilitators during the field movement while conducting workshop, cost of participants such as travel during the workshop events.

8. Payment schedule

The consultant should submit the total budget in the proposal with detail breakdown including applicable taxes. The final payment will be done after accomplishing all the task with satisfactory output. The final product will be reviewed by Handicap International Nepal.
