To develop Child labor elimination strategy for Haripur Municipality – 2081 

Background: 

The Rural Women Upliftment Association (RWUA), Haripur Sarlahi, is a non-governmental, non-profit, and non-political organization that was founded in November 7, 1993 AD  with the intention of bringing about social reform in the Sarlahi district. It is registered with the District Administrative Office (DAO)-Sarlahi district and is affiliated with the Social Welfare Council (SWC). It's a renowned organization run by women. It has collaborated with the government and INGOs ever since it was founded. Through the social mobilization of women and underprivileged community members, integrated development Programmes are implemented, bringing these individuals into the mainstream of development. The group has worked with over 20 NGOs, INGOs, CBOs, and governmental organizations. Its highly skilled and qualified workforce can produce positive and productive outcomes for the community. 

The organization collaborates with important child rights stakeholders, such as kids, families, civil society organizations, the media, and the government, to give them more power to advance children's rights. It searches for long-term fixes that will enhance healthcare and education systems, assist communities in better preparedness for and response to emergencies, and benefit children and their communities.

Funded by the Swedish International Development Cooperation Agency (SIDA) the CSOs Capacity Strengthening Program aims to enhance the capacity of child agency & child participation through the strengthening of civic spaces and addressing existing inequality and discrimination based on gender, caste/ethnicity, religion, age, disability, geography, economic status, climate crisis and more. Its is focused on strengthening child rights governance and child protection measures addresses capacity gap of the civil society organizations for making their policies plans, programs, and infrastructures more inclusive and equitable for children. RWUA has been partnering with Save the Children since 2022 in this CSO strengthening project. The project is being implement in Ishworpur and Haripur municipality of Sarlahi districts. 

In this regard, aiming to promote child rights are fully practiced and none of the children in Ishworpur municipality are in child labor, the project is providing technical and financial assistant to Ishworpur municipality to develop ‘child labor elimination strategy – 2081’ as per requested by the municipality. The strategy will be published and shared in a wide range that promotes child labor elimination from Ishworpur municipality. 

It announces the call of Experession of Interest (EOI) from experienced and qaulified expert to prepare and develop Child labor elimination strategy for Haripur Municipality, Sarlahi – 2081

The overall purpose of TOR: 

• The overall purpose of this task is to develop child labor elimination strategy for Haripur municipality focusing on promotion and protection of children’s rights, providing education against child labor and supporting needy families/communities. 

Scope of the task/assignment: 

• To review and analyze necessary national/local document to prepare the child labor elimination strategy  for the palika
• To provide sharing content for the consultation meeting to develop strategy with stakeholders. 
• To include feedback from the consultation meetings while developing the strategy. 
• To present the outline of the strategy and, based on the given outline, prepare the draft and share  to the palika/RWUA
• To incorporate feedback received in the draft guideline.

Deliverables: 

• The consultant will deliver a child labor elimination strategy for Haripur municipality as  per attached outline and within the given time frame and quality. 

Timelines: 

• The draft child labor elimination strategy will be submitted by the consultant within 6 working days. However, the consultant will address the received feedback shortly after sharing the draft strategy.  

Methodology 

• The consultant will review the relevant policy documents related to child labor and consider the local scenario to develop the strategy. The feedback received during the consultation workshop will be included in the strategy.  

Required qualification and expertise of consultant: 

• Master's degree in social sciences 
• Experienced in making policy/strategies, guidelines, policy briefs, reports related to children 
• Good facilitation skills 

Payment method and schedule 

• The payment for this service will be made through bank Cheque as per contract. 
• 100% payment will be made upon submitting the final draft on behalf of the consultant. However, the consultant will address the feedback provided by the palika shortly received after submitting the draft.
