Terms of Reference (ToR): Support PROYEL Project to Conduct Final Evaluation

PROYEL (Promotion of Youth Engagement in Local Governance Process) Project is supported by the Delegation of the European Union to Nepal to promote the engagement of youth in the democratic and governance process and the protection, promotion, and fulfillment of human rights. The project is being implemented in eight selected municipalities of Madhesh and Karnali province with the help of implementing partners. Helvetas Nepal invites evaluators/consultants who are committed, experienced and dynamic for the following: 

1. Terms of Reference (ToR): Final Evaluation

Final Evaluation Location: Madhesh Province and Karnali Province (Project Implementation Sites)

Final Evaluation Duration: 17th April 2025 to 6th April 2025

Final Evaluation Purpose: The final evaluation will provide an independent assessment of the PROYEL Project’s overall performance, relevance, efficiency, effectiveness, sustainability, and impact. The evaluation will offer strategic insights and recommendations to Helvetas Nepal and the partners for future and potential scaling of youth and local governance initiatives.

Required Education, Experience and Social Competence: Advanced research knowledge along with university degree in the field of development Studies, political science, development management, monitoring, and evaluation and or another relevant field. At least five to ten years of experience as an evaluator with demonstrated qualitative as well as quantitative data collection and analysis skills with proven experience of conducting evaluative studies of similar nature. Comprehensive understanding of Nepal's local governance and youth engagement dynamics. Previous experience in working with youth and governance related studies, assessments, and interventions will be an asset. Excellent analytical, communication and writing skills with demonstrated experience in evaluating similar multistakeholder projects.

Remuneration and Benefits: The total budget of the assignment is up to NPR 7,00,000 (In words: Seven Lakhs Only)
