Having seen the havoc brought by the disaster, a group of local development professionals joined hands to informally set up “Save the Environment and Rural Development Institute (SERDI)”, which later became CDM-Nepal during official registration in 2000. Background

 

CDM-Nepal is a national non-governmental development and humanitarian organization having Head Quarter in Butwal, Lumbini Province, Nepal. Established in 2000 in Rupandehi, CDM-Nepal has worked in disaster risk reduction, climate action, water sanitation and hygiene promotion, livelihoods and gender equity and social inclusion including gender-based violence. CDM’s target beneficiaries include marginalized women, children, youth and vulnerable communities. CDM worked in RupandehiNawalparasiKapilvastuArghakhachiGulmiPalpaOkhaldhungaDotiDadeldhuraBaitadi, Kathmandu and Achham Districts.

CDM-Nepal was registered with the District Administration Office of Rupandehi in 16 May 2000 with registration number 466-057/058. It is affiliated with the Social Welfare Council of Nepal Government in 2000 with registration number 11639/057. Since its establishment, it has become a member of NGO Federation Nepal, National Disaster Preparedness Network (DPNet) Nepal since 2008 and a founding member of National Network of Community Disaster and Climate Risk Management Committee (NCDMC). District Disaster Management Committee (DDMC) of Rupandehi district has selected CDM-Nepal as the current District Lead Support Agency (DLSA) of Rupandehi district. Since 2017, CDM-Nepal has been providing technical and other support to Lumbini Provincial Government as Province Lead Support Agency (PLSA).

 

Introduction about the Consultancy:

Climate Change Adaptation, and Promotion of Green Economy are the integral part of capacity enhancement of CDM/KZE/MISEREOR’s Community Resilience Programme. It intends to coordinate and collaborate with local governments and other community actors such as CBOs, Users Committee, school teachers, youth center, child club (environment management subcommittee) who can play a pivotal role on environment friendly initiatives at local government and community levels. 

To develop them as climate champions to drive climate agenda through public awareness and capacity development is the need of the era when climate change has huge effects on lives, and livelihoods of people impacted by climate change (PICC) and gender-based discrimination. 

Nepal is one of the world’s forty-eight least developed countries and such poor socio-economic conditions make the country extremely vulnerable to the effects of climate change. According to a study conducted by the Department of Hydrology and Meteorology (DHM) on climate trend analysis (2017), the annual maximum temperature trend is increasing by 0.056°C/year and Nepal’s annual average precipitation has declined by 1.3 mm per year over the observed period (i.e., 1971-2014). As per the German Watch Report, Nepal ranked 12th in the Global Climate Risk Index in 2019, and 10th in the period 2000-2019. A rapidly changing climate in Nepal, including in the proposed districts (Rupandehi and Nawalparasi) has led to a range of adverse impacts on the socio-economic, natural, and physical environment. The climate crisis has a devastating impact on women, youth and children’s learning, safety, and wellbeing, destroys livelihood options, education services and household food security and income, forcing youth to migrate other countries and children to drop out of school to support their family with domestic duties or work. 

In this connection, this consultancy is therefore, support municipalities to develop locally-ledadaptation and water use master plan (LLA-WUMP) for three local levels of RupandehiDistrict. The number of plans could be increased based on number of Palikas agree to work with CDM in coming months. 

This consultancy mainly focuses on mapping and analysis of water resources/bodies, their utilization, and developing master plan of municipalities.

 

Objective of LLA-WUMP: 

The purpose of a Locally-led Adaptation and Water Use Master Plan (LLA-WUMP) is to achieve an effective and efficient use of water resources managed by local governments and/or community-based organizations in a sustainable way. The specific objectives of LLA-WUMP are to-

• Provide people with access to water sources for ensuring economic security; 
• Increase green jobs and agricultural opportunities ensuring promotion of youth employment;
• Protect the environment and conserve the biodiversity of natural habitat; and 
• Prevent and mitigate water-induced disasters 

Role or scope of consultant: 

The target locations of this assignment are three local governments  SammarimaiMarchawari and Suddhodhan Rural Municipalities of Rupandehi District. Major consulting assignment includes:

The Consultant will conduct collect data related to water resources, and open spaces and analysis of primary and secondary data (municipal profile and other related documents), field survey/assessment mobilizing local volunteers/enumerators, and organize meetings with Palika representatives, key Palika/technical officials, community leaders and concerned specialists of selected wards of the municipalities. If any other municipality shows interest, the contract can be extended based on the performance of the consultant/s. 

The consulting team should develop appropriate participatory methodologies to fulfill the scope and objectives of this assignment. 

The specific activities/deliverables of this assignment are:

• To assess the impact of climate change on water resources (e.g., surface water, ground water, potential water bodies/wetland)
• To identify water resources and related infrastructures/facilities, such as river /stream network, public deep artisans (Boring), public pond, lakes, wetland, conservationstructures and their current status (fully degraded, partially degraded or good condition and fully utilized, partially utilized and not utilized by local institutions/ward/municipality) with location points, GPS coordinates
• To prepare and submit actionable LLA-WUMP with a detailed analysis of conservation and utilization plan (suggest water conservation and climate friendly technologies/activities, potential place for conservation (for animal, birds, indigenous varieties, eco-tourism)) of all water bodies and public land; with budget plan in coordination with respective wards/municipalities
• To recommend activities that makes balance between economic growth and environment conservation
• To identify open spaces/public land such as riverbank, football ground, open spaces, with land areas and possible utilization plan in coordination with respective ward committee/members. 
• To share quality findings including its analysis with Palika and CDM team.
• To submit LLA-WUMP in Nepali and the assignment completion report in English on time in a standard format agreeable with municipality and CDM team.

Methodology

The consultant should use both qualitative and quantitative methods for study and collect data using structured checklist/ questionnaire and key informant interview (KII) as well as Focus Group Discussion (FGD), using mobile software.

The consultant will 

• Select and train enumerators in consultation with CDM team 
• Conduct field assessment using both qualitative and quantitative methods
• Support local expert/enumerators /engineers for carrying out field survey (ensuring that they receive orientation, guidance and checklist of questionnaires)
• Carry out field data analysis and present them nicely in the LLA-WUMP 
• Prepare an analytical and actionable long-term locally-led adaptation and water use master plan including financial requirements in Nepali
• Submit the assignment completion report. 
• All findings related to field work/survey and workshop should be annexed and summary/analysis / recommendations shall be included in the main plan. 
• The consultant should use the standard template suggested by the government of Nepal for the LLA-WUMP.

Note: Financial proposal should be presented in a way that identifies cost per municipality so that CDM can submit proposal and/or report to the concerned municipality, if needed.

The consultant should submit the plan and report and provide regular update to ProgrammeManager, CDM Nepal Bhairahawa maintaining minimum standards/requirements. The LLA_WUMP shall be reviewed and accepted by CDM technical team including Technical Advisors.

Disbursement plan: 40% of the agreed amount will be disbursed after receiving inception report and upon the approval by CDM team whereas remaining 60% of the agreed amount will be released after receiving final report, LLA_WUMPs approved by CDM ProgrammeManager and Technical team/Advisor.

 

Profile of the firms and/or consultants 

This consultancy will be carried out by an experienced and qualified firm. The firm will be selected through a competitive and transparent process. A suggested consultant shall include one lead consultant. S/he can proposal a short- term oversight or support from expert. Required expertise, experiences, academic qualifications, and competencies of the firms and team members should include: 

• Masters in civil engineering, water resources, agriculture, livelihoods, statistics, environment, climate science or social sciences.
• Previous experience of conducting similar study.
• Minimum of 5 years experiences on research and study on relevant field and work experience of I/NGOs.

Proposal review/scoring criteria 

The total score is 100 points that include 70 points on technical expertise, organizational profile, understanding of the assignment, study design and methodology, and 30 points on budget plan.

Response

The Consulting VAT Registered Firm should submit the technical and financial proposal to CDM Nepal, Bhairahawa by 2nd December 2024 before 5 pm (Nepali time) via e-mail to info@cdmnepal.org clearly mentioning the title of assignment in the subject line “Support municipalities to develop locally-led adaptation and water use master plan (LLA-WUMP).”

Ethical considerations 

The Consultant will be required to take all the necessary actions to handle the collected data responsibility to ensure data privacy, anonymity, and confidentiality.

Confidentiality/Non-disclosure 

All material issued in connection with this ToR shall remain the property of CDM and shall be used only for the purpose of this procurement exercise. 

The consultant will be required to sign a non-disclosure/confidentiality agreement as part of their undertaking of this work.
