Background

Panchakoshi Jwala Yuwa Pratishthan (PJYA) is a non-political, non-profit organization established in 2076 BS by the youths of  Dailekh district. The organization was founded with the mission of promoting the overall development of marginalized communities, including women, Dalit children, minorities, and youth, while advocating for social justice and holding relevant agencies accountable. PJYA aims to address social, economic, and cultural challenges in the district, working toward youth empowerment, social transformation, climate justice, and good governance. Committed to these causes, PJYA has been actively working on initiatives related to governance, climate justice, gender equality, and the inclusion of disadvantaged communities through volunteer efforts without external financial support.

Overview:

Panchakoshi Jwala Yuwa Pratishthan (PJYA) is being implemented under the project “Strengthening Media Professionalism, Safety, and Accountability,” implemented under the Strengthening Democracy Voice, Citizen Engagement, and Accountability Project with the support of European Union/ International Alert. Under this Project, we are organizing "3 Days Investigative Journalism Training" on Falgun16-18, 2081 (Feb 28 & March 1-2, 2025) in Birendranagar, Surkhet, the capital of Karnali Province. PJYA is seeking an experienced and qualified consulting firm/company or professional to lead the facilitation of investigative journalism training.

Objective

The primary objective of this training is to strengthen journalists' knowledge and practical skills in investigative reporting, covering research methods, data analysis, source verification, ethical journalism, and storytelling techniques for impactful reporting.

Scope of Work

The trainer will be responsible for designing and delivering an interactive training program that covers key aspects of investigative journalism. Specific tasks include:

  • Developing a detailed training Manual, modules, and materials.
  • Conducting training sessions with practical exercises, case studies, and group discussions.
  • Providing guidance on tools and techniques for investigative journalism tools and technology. 
  • Facilitating hands-on exercises in investigative reporting, including fieldwork simulations.
  • Offering mentorship and feedback to participants on their investigative projects.
  • Assessing participants’ progress and submitting a final report with key observations and recommendations for further capacity building.
  • Prepare an interactive/engaging training module with all the major contents included. 
  • Conduct the training after discussion with PJYA team on the materials, duration and timing.
  • Prepare a follow up report on what stories/cases the trained journalists have discovered or reported on after the training.

Deliverables

The trainer is expected to deliver the following:

  • Training manual and materials, including presentations and case studies.
  • Interactive training sessions over the agreed period.
  • Practical assignments and exercises for participants.
  • Final training evaluation report with key observations and recommendations.

Duration and Location

A three-days Investigative Journalism Training will be conducted in Birendranagar, Surkhet, Karnali Province, from Falgun 16-18, 2081 (February 28 – March 2, 2025).

Supervision Arrangements

The Consultant will report to the President/ Project Assistant of Panchakoshi Jwala Yuwa Pratishthan (PJYA)

General assumptions and dependencies

The consultant will abide by all the Panchakoshi Jwala Yuwa Pratishthan (PJYA) safeguarding policies. PJYA, Dailekh will orient them during the contract sign. Entire presentations, fact findings, reports will be asset of Project under Panchakoshi Jwala Yuwa Pratishthan (PJYA).

Budget and payment information

  • The payment will be made after the completion of all the deliverable and submission of final reports.
  • The Tax on remuneration, allowances, transportation or if any heading will be deducted from Resource Person/ facilitator Pay/ remuneration before final settlement as per the prevailing Nepal Government taxation rate and rule.

Other important information

The sub-contracting from the consultant for the services is not acceptable.

Filled out Consultancy Form (enclosed with this ToR)

  • A complete proposal stating the methodology of implementation, procedure, timeline, content of this activity.
  • CV(s) of the proposed consultant(s) with full date of birth in dd/mm/yyyy format. 
  • For firms: Copies of- Firm registration certificate, VAT registration certificate, and latest Tax clearance certificate. For firms that are tax exempted by the government, a copy of tax exemption certificate should be submitted.
  • For Individuals (Nepali): Copies of citizenship certificate and VAT registration certificate. 
  • An application letter including remuneration requirements (daily rate) and total cost charged by Individual or firm for the stated task and contact information for three work-related referees
  • List three relevant examples of gender norms work. Include link to website when possible.
  • Applications not including all of the above information will not be reviewed.
