Background

CLEAN UP NEPAL

CLEAN UP NEPAL, established in 2014, is a non-governmental organization (NGO) with a mission to clean spaces, clean air, clean water and knowledgeable communities that have responsible lifestyles and good health. The organization’s focus is to ensure that communities have access to effective solid waste management and water, sanitation, and hygiene systems along with the necessary knowledge and resources for maintaining a healthy and diseases-free lifestyle. CLEAN UP NEPAL strives to create an inclusive and supportive environment by fostering connections, providing education, and empowering local communities and other stakeholders through a solution-oriented people-centered approach.

River+ Project

Reduce and Intercept, Value add through the Establishment of a Recycling plant for low-grade plastics and used beverage cartons (UBC) in Nepal (RIVER+) Project is funded by the World Bank through the PLEASE Project, which is implemented by the South Asia Co-operative Environment Programme with support from UNOPS. RIVER+ is led by Biocomp Nepal in partnership with People in Need and CLEAN UP NEPAL.

The project focuses on UBCs, low-grade plastics, and MLPs (Multi-Layer Plastics) because, unlike other types of plastics, they are not currently being collected and recycled in-country, and as such end up being dumped in rivers, riverbanks, poorly managed dump sites and streets or burned. So, the project aims to mitigate plastic pollution in the Kathmandu Valley's Bagmati, Bishnumati, and Manohara rivers by establishing a formal gender-aware value chain in Nepal for the recycling of low-grade plastics and used beverage cartoons closely working with vulnerable communities and providing decent work especially women and youth sanitation workers.

In addition, the project intends to create awareness among targeted 500 Sanitation Workers (dignified term for informal waste worker-IWW) in Kathmandu and Lalitpur. The Sanitation Workers will be capacitated through various training as HER Safety package, protection and GEDSI sensitizing training and training on safe collection and fair market price sale of UBC plastics.

Scope of Work

CLEAN UP NEPAL under River+ project seeks an eligible, competent and qualified service provider including 4 facilitators to develop protection and GEDSI training manual targeting most vulnerable sanitation workers and conduct training session to targeted sanitation workers in Kathmandu and Lalitpur. Sanitation work are individual who gather and recycle waste materials without formal employment or legal recognition and they often work in hazardous condition. Despite their vital role in waste management and environmental sustainability, they lack access in government social protection, fair wages and safe working environment.

2. Terms of Reference (ToR) for Technical Consultancy Service Plastic waste management training manual development

Scope of Work

CLEAN UP NEPAL under River+ project seeks an eligible, competent and qualified service provider including 2 facilitators to develop plastic waste management training manual targeting most vulnerable sanitation workers and conduct training session to targeted sanitation workers in Kathmandu and Lalitpur and aware them mainly on plastic and its types including low grade plastic which will be used to make compressed boards. Sanitation worker are individual who gather and recycle waste materials without formal employment or legal recognition and they often work in hazardous condition. Despite their vital role in waste management and environmental sustainability, they lack access in proper knowledge on types of waste, government social protection, fair wages and safe working environment.

Application procedure

The Interested and qualified service providers are invited to submit their technical and financial proposals, with following information/documents:

  • Service providers' understanding of the assignment and context
  • Approach and methodology for performing the assignment
  • A detail of the experience of previously conducted similar assignments and capacity to undertake the assignment.
  • Recent CV of the lead consultant including four facilitators with experience in similar assignments
  • Financial proposal showing clear budgeted cost for the work to be conducted by the consultant/service provider under the scope of work above
  • Company/firms registration certificate (if represented by company/organization)
  • Copy of PAN/VAT registration certificate
  • Renewal document
  • Tax clearance of recent FY (organization/company)

Timeline

Interested individuals or companies should apply by 5:00 PM of 25 June 2024 with their proposal and financial proposed budget. The proposed duration of the consultancy is 3 months (curriculum development and facilitate ToT to selected facilitators) and is expected to start from 1st July 2024.

  • Submission of the first draft of the training manual by 7 July 2024
  • Finalize the training manual by 15 July 2024
  • Facilitate 20 workshop in Lalitpur and Kathmandu to targeted sanitation workers by September 2024

Individuals or companies interested in applying should send their Proposal and financial proposed budget under the specified headings. Additionally, include your Registration/Renewal Certificate, PAN/VAT Certificate, and Tax Clearance Certificate (for firms only), along with the resume to career@cleanupnepal.org.np with the subject line mentioning “Proposal for Consultant for Low Grade Plastic management" or “ Proposal for Consultant for GEDSI” by 5:00 PM of June 25, 2024.
