1. Background

CLEAN UP NEPAL

CLEAN UP NEPAL, established in 2014, is a non-governmental organization (NGO) with a mission to clean spaces, clean air, clean water and knowledgeable communities that have responsible lifestyles and good health. The organization’s focus is to ensure that communities have access to effective solid waste management and water, sanitation, and hygiene systems along with the necessary knowledge and resources for maintaining a healthy and disease-free lifestyle. CLEAN UP NEPAL strives to create an inclusive and supportive environment by fostering connections, providing education, and empowering local communities and other stakeholders through a solution-oriented people-centered approach.

River+ Project

Reduce and Intercept, Value add through the Establishment of a Recycling plant for low-grade plastics and used beverage cartons (UBC) in Nepal (RIVER+) Project is funded by the World Bank through the PLEASE Project, which is implemented by the South Asia Co-operative Environment Programme with support from UNOPS. RIVER+ is led by Biocomp Nepal in partnership with People in Need and CLEAN UP NEPAL.

The project focuses on UBCs, low-grade plastics, and MLPs (Multi-Layer Plastics) because, unlike other types of plastics, they are not currently being collected and recycled in-country, and as such end up being dumped in rivers, riverbanks, poorly managed dump sites and streets or burned. So, the project aims to mitigate plastic pollution in the Kathmandu Valley's Bagmati, Bishnumati, and Manohara rivers by establishing a formal gender-aware value chain in Nepal for the recycling of low-grade plastics and used beverage cartoons closely working with vulnerable communities and providing decent work especially women and youth sanitation workers.

In addition, the project intends to create awareness among targeted 500 Sanitation Workers (dignified term for informal waste worker-IWW) in Kathmandu and Lalitpur. The Sanitation Workers will be capacitated through various training as HER Safety package, protection and GEDSI sensitizing training and training on safe collection and fair market price sale of UBC plastics.

2. Scope of Work

CLEAN UP NEPAL under River+ project seeks an eligible, competent and qualified service provider including 4 facilitators to conduct training sessions targeting most vulnerable sanitation workers in Kathmandu and Lalitpur. Sanitation workers are individuals who gather and recycle waste materials without formal employment or legal recognition, and they often work in hazardous conditions. Despite their vital role in waste management and environmental sustainability, they lack access in government social protection, fair wages and a safe working environment.

3. Geographical coverage

Regarding geographical scope, there will be a total of 20 training sessions (each session two days) for the targeted sanitation workers in two local levels in Bagmati Province i.e., Kathmandu Metropolitan City and Lalitpur Metropolitan City.

4. Methodology

The consultant will develop contextualized and interactive protection and GEDSI training Presentation slides, the content of the training is given to the link below.

The selected team will revise and finalize the training presentation. Upon selection, the selected consultant will received River+ Training Manual based on which consultant will develop the training materials further to deliver the training sessions to the targeted audience.

5. Expected Outcomes

  1. Roll out training sessions for 20 training sessions (2 days for each cluster) on the basis of manual to the targeted sanitation workers 
  2. Submit a report after completion of all training sessions

6. Duration of Assignment

The assignment must be completed by the end of February 2025. Simultaneous training sessions will be conducted at different locations.

7. Budget:

The applicant must provide the cost of training session facilitation per day cost (this includes resources, travel, operation, human resources, activities cost).

*The service provider/consultant is subjected to pay all applicable tax as per the rule of Government of Nepal.

8. Selection procedure

The selection criteria for the consultants will include

  1. Proposed Budget- 15%
  2. Quality of presentation slides and demo presentation- 35%
  3. Relevant Years of Experience- 20%
  4. Number of similar trainings/workshops conducted - 25%
  5. Affirmative action- 10%

9. Qualifications and Expertise:

  • Potential consultant/service provider should have 7 years of experiences on the relevant field preferably a master's degree in Gender Studies, Counselling Psychology, Social Work, Environment or Social Science. 
  • The consultant should have experience in similar manual development in the field of protection and GEDSI, and prior experience in developing training materials and delivering training is mandatory.
  • Experience in gender and development and/or disability, preferably with specific experience in mainstreaming GEDSI into development or environment programmes.
  • Knowledge of informal waste management practices and challenges, circular economy or solid waste management especially in the context of developing countries is considered an advantage.

10. Submission of proposal

Interested and qualified service providers are invited to submit their financial proposals and a presentation slide on the topics attached to the document, with the following information/documents:

  • Recent CV of the lead consultant including four facilitators with experience in similar assignments. Consultant/ service provider submitting fewer than four CVs will be disqualified from the selection process.
  • Financial proposal showing clear budgeted cost for the work to be conducted by the consultant/service provider under the scope of work above.
  • Company/firms registration certificate (if represented by company/organization)
  • Copy of PAN/VAT registration certificate
  • Renewal document
  • Tax clearance of recent FY (organization/company)
