Title of Action: Video Consultancy for Localizing Universal Design for Learning (UDL) Practices in Nepal

Background 

Autism Care Chitwan Society (ACCS) is a non-governmental, non-profit organization established in 2018 by dedicated parents of children with autism. ACCS actively works to raise awareness, promote rights, and build the capacity of children/persons with autism. The organization operates in Chitwan District, Nepal.

AND

Handicap International (HI), is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. It works alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, to improve their living conditions and to promote respect for their dignity and fundamental rights. 

ACCS, with support from HI, is implementing the "Disability Inclusive Development (DID): Strengthening Inclusive Education Systems and Services in Nepal" project in Kalika Municipality and Bharatpur Metropolitan City, Chitwan District. The program aims to ensure access to quality inclusive education for children with disabilities (aged 4 to 17 years).

Project Description 

Inclusive education is a fundamental right as per the Universal Declaration of Human Rights (Article 26). Despite this, children with disabilities remain one of the most marginalized groups in terms of access, participation, and learning outcomes. This program focuses on ensuring access to quality education for children with disabilities through interventions grounded in Universal Design for Learning (UDL) principles. The program is implemented across 145 community schools in Kalika Municipality and Bharatpur Metropolitan City.

DESCRIPTION OF THE REQUIRED SERVICE PROVISION

The consultant will collaborate with the project team to develop a storyboard and create a video that documents how UDL practices are being localized and implemented in the project area. The video should highlight practices in the following contexts:

  • Schools:
    • Teachers, headteachers, students, and School Management Committees (SMC/PTA).
  • Home-Based Education:
    • Parents and children with disabilities receiving home-based support.
  • Local Education Units:
    • Engagement with government stakeholders, including the District Coordination Committee (DCC), Special Education Training Center (SATC), and OPDs at municipal and ward levels.

The objective of the video is to:

  1. Showcase how UDL is being practiced in Nepal to support diverse learners in schools and home-based education.
  2. Communicate the project’s impact to stakeholders, donors, and the wider public.

DELIVERABLES

Deliverable 1: Segmented Videos

  • Short clips (3-5 minutes each) featuring specific stakeholders (e.g., teachers, parents, children, OPDs)
  • Each segment should include interviews, B-roll footage, and key messages illustrating UDL practices.

Deliverable 2: Combined Video

  • A 15-minute documentary synthesizing the segments into a cohesive narrative for donors and stakeholders

Deliverable 3: Technical Requirementsb

  • All videos must be in HD format with subtitles and sign language interpretation.
  • Content should be culturally and contextually sensitive, showcasing authentic practices.

Vendor/Agency Experience and Qualifications

The ideal consultant should possess:

  • At least three years of experience in video production, demonstrated through samples of published work.
  • Familiarity with inclusive education and/or working with children with disabilities.
  • Ability to travel to Kalika Municipality and Bharatpur Metropolitan City, Chitwan.

SERVICE DURATION 

The assignment is expected to commence on 25 December 2024 and will require 10 working days, with the final deliverables to be submitted by the end of January 2025. The detailed schedule will be finalized in consultation with ACCS and HI.

Cost and Payment:

Consultancy fees should include:

  • Travel (airfare, local travel).
  • Accommodation.
  • Communication costs.

Payment Terms:

  • 30% upon contract signing.
  • 70% upon submission and approval of all deliverables.

Monitoring and Supervision

The consultant will work closely with ACCS and HI teams, who will:

  • Approve the storyboard and final script.
  • Provide feedback during key milestones (e.g., draft reviews).
  • Ensure alignment with project goals and cultural sensitivity.

Selection Criteria

Applications will be evaluated based on:

  • Creative brief (40%).
  • Technical proposal (30%).
  • Financial proposal (20%).
