1. Background descriptions
Habitat for Humanity Nepal (Habitat Nepal) is an international non-governmental organization that is driven by the vision that everyone deserves a decent place to live. In Nepal, it addresses housing needs of low-income families through our partnership with homeowners, duty bearers, civil society, financial institutions, academia and relevant stakeholders. The organization serves people, families and communities that are at the bottom of the pyramid, by promoting greener, affordable and disaster resilient solutions and technologies for safe housing construction, advocating for land tenure security and joint land titles, and empowering communities at the risk of climate related disasters to apply local knowledge and practices for nature-based solutions. Through decent and adequate housing, it supports families to build strength, stability, and self-reliance.
Based on our analysis of the context in Nepal, we pay particular attention to gender equity and social inclusion in all our work. Responding to the root causes of inequity in the housing ecosystem, Habitat Nepal aims to support people – especially women - to thrive through housing by applying a people-centered approach (i.e., putting people and their capabilities, vulnerabilities, voices and influence) at the center of its work. Habitat Nepal partners with people, the public and private sectors to reduce inequities in the housing ecosystem by building the capacity and agencies of vulnerable people, particularly women, facilitating the public and private sectors and leading evidence generation, awareness raising, and advocacy to ensure more people live in safe, adequate, affordable, and sustainable housing leading to thriving people and communities living with dignity, security and resilience within a stronger and more equitable housing ecosystem.
Globally ‘Build and Influence’ represents the evolution of Habitat’s strategic intent: to respond to the immediate challenges faced by billions of people across the globe in accessing adequate and affordable housing, while working to change the systems that allow the housing deficit to persist and grow. This is therefore merely not just measured through the number of homes we are able to build annually, but rather on transforming and expanding our work through effective collaboration and partnerships with homeowners, local NGO partners, public actors, and civil society. Our impacts are drawn through the changes we can realize across the broader spectrum of community social, economic and cultural well-being; women agency and leadership; better health and education; decent jobs and overall community resilience. Habitat Nepal is committed to support Municipalities to develop and implement land and housing strategies that will facilitate holistic understanding on housing deficit and strategic ways to effectively address the communities housing needs. This TOR has been developed to solicit interest from qualified consultants/firms who will facilitate the development of land housing strategies.
2. Objective of assignment
The main objective of the assignment is to facilitate the development of housing strategies for local government to address the constitutional right of their citizens for land and housing.
The specific objectives are as below.
- Develop an efficient and effective framework to develop land and housing strategy plan
- Identify available green construction materials, design, technologies, and energy efficient/green building practices for building safe, adequate and affordable housing and market actors who are providing these products and services.
- Identify various resources available for the local government to facilitate new and incremental housing
- Develop eligible and inclusive criteria for communities to receive either subsidy-based housing support and/or market-based housing support to improve housing conditions.

Application Requirements
- Habitat Nepal invites interested firm and team to submit the following documents:
- Expression of Interest (EOI) outlining how the consultancy team meets the qualifications required for the housing strategies development and their understanding of the TOR
- A description of the analysis framework, scope of work, and proposed methodology to be used
- Names and contacts (email, physical address, and telephone) of three professional referees for whom similar work was conducted
- Two samples of relevant work completed
- Names and CVs of team members proposed, highlighting their experience relevant to this consultancy and their roles in the achievement of the assignment
- Financial proposal with details of all relevant costs including but not limited to fees, travel, transport, and accommodation
- As required by Habitat Nepal’s Safeguarding Standards, all contractors/ companies/ firms and individual consultants need to submit criminal background check (Police Report) to be eligible for assignments.
