for

“Education plan of Naraha Rural Municipality”

1. ABOUT THE PROJECT

Project Name: UDAAN V 

Project specific objectives: Adolescent girls have increased opportunities for education and livelihoods development in Siraha district in Madhesh province, Nepal.

2. ORGANIZATIONAL BACKGROUND

Samagra Jan-Utthan Kendra (SAMAGRA) was established by intellectual and conscious youth group of Lahan municipality to address human rights protection and promotion, conflict transformation and peace building in society. Similarly, injustice, unbalance, unethical concept and behavior, harmful social practices of society in Lahan on May 21st 2002 AD.  SAMAGRA has been working actively in the field of  social awareness, women empowerment, public awareness sector  to minimize and eliminate harmful social practices like, dowry system, child marriage, domestic violence, gender discrimination, caste discrimination, religious discrimination  by conducting various programs, training, skills development programs, meetings, events in collaboration with local government and different I/NGOs to transform the lives of children, youth, women, marginalized community and other target groups.

SAMAGRA has already collaborated with local government, municipalities of different district of Madhesh Province, VDC, DCC, Save the Children (US), UNOPS, UNFPA, VSO, UK Aid, DFID, Safer World, US Institute of Peace (USIP) etc. in the past. SAMAGRA is now working in different districts of Madhesh Province in partnership with CARE Nepal, GIZ-CPS, UNDP, International Alert, LACC and NCE Nepal.

3. PROJECT BACKGROUND

Udaan V Education and Livelihood Opportunities for Marginalized Girls in Nepal is Land Vorarlberg supported initiative to be implemented in Siraha district of Madhesh province. The project will be implemented in Naraha, Dhangadhimai, Bhagwanpur and Sakhuwanankarkatti R/Ms of Siraha district with the aim to increase opportunities for education and livelihood development for adolescent girls. As the enrollment and retention rate of adolescent girls in school is low due to deep-rooted patriarchal social norms, over burdening with household chores and lack of an enabling environment in formal schools. Many girls work to contribute to their family's income or are forced into marriage. SAMAGRA always prioritizes to collaborate with local government, schools and communities for creating conducive learning environment for girls to create conducive environment and simultaneously project will engage with parents through transformational discussion to create favorable environment for girls, increase gender equality and valuing girls' education. Besides, the project has plans to support 50 adolescent entrepreneurs with skills and business explanation support.

In addition to this project will also engage local government to develop an increase in education plan and polices in palikas including to teachers and follow support to UDAAN graduated girls form previous cohorts.

4. PURPOSE OF THE SERVICE CONTRACT: 

To develop education plan of Naraha Rural municipality in close coordination with Samagra Jana-Utthan Kendra and Narha RM through community score card process, gap analysis etc. incorporating feedback and suggestions form Naraha RM and other education agencies and stakeholders.

Specific Tasks

a) Pre workshop with Naraha Rural Municipality and concern stakeholders including field visit and analysis of collected data at Naraha Rural municipality to develop education plan.

b) Facilitation and reporting: 

  1. Participate in the different community consultation carried out by Samagra Janautthan Kendra to identify the gaps of education in schools 
  2. Participate in the interface meeting of education stakeholders to prioritize the plan of local government. 
  3. Prioritize the actions set during interface meeting and gather the concrete plan to overcome the gaps identified by different communities (SMCs, parents, head teachers and ward chairpersons & LG) 
  4. Facilitate two days consultation meeting with education stakeholders to identity gaps with action plan development through CSC process. 
  5. Facilitate writing workshop for formulation of equitable education policy of Narah Rural municipality which includes background, situation analysis, detail plan and strategies of local government 
  6. Compilation of information and prepare draft version of education plan 
  7. Share the draft version to the RM level education plan formulation team and advisory team members 
  8. Incorporate feedbacks of team members and prepare draft version to be shared with municipality executives 
  9. Prepare final draft after incorporating feedbacks from municipality executives.
  10. Endorsement and dissemination of education plan through municipality executives.

5. COMPETENCIES AND SKILLS

  • At least Master degree or equivalent preferably in Education, 
  • 5 years and above experience in education intervention especially on pedagogy, education management, quality learning environment, advocacy and plan formulation process
  • Excellent communication and facilitation skills
  • Creative thinking, drive for results, and strong commitment
  • Knowledge in Maithili Language will be an advantage
  • Respective to gender, caste and ethnicity.

Request to submit a financial proposal in Nepali rupees in MS Excel format, including detail breakdown with timeline and a narrative explanation for each.

Note: As data to develop education plan has been already collected by Naraha RM, consultant is supposed to develop the education plan incorporating collected data having meeting with Naraha RM and concern stakeholders. So, education plan (final draft) should be submitted by 12 January 2025.
