Background

Islamic Relief Worldwide began its operations in Nepal in April 2015 in response to a devastating earthquake that claimed 9,000 lives and left 2.8 million people in need of humanitarian assistance. Since then, Islamic Relief has focused on enhancing community resilience through protection and disaster risk reduction programmes, ensuring access to safe water and sanitation, and supporting food security and livelihood initiatives.

Formally established as a legal entity, Islamic Relief Nepal signed its first General Agreement with the Social Welfare Council on October 13, 2017, followed by its initial project agreement on December 13, 2018. Currently, IR Nepal is actively implementing six projects in six districts—Bara, Rautahat, Sarlahi, Mahottari, Kapilvastu, and Rupandehi in two provinces (Madesh and Lumbini)—through collaboration with six local implementing partners (Bagmati Welfare Society (BWSN), Sarlahi Nepal, Lumbini Integrated Development Organization (LIDO), Kapilvastu Nepal, Jan Jagaran Youth Club (JJYC), Bara Nepal, Dalit Society Welfare Community Nepal (DSWCN), Mahottari Nepal and Rural Development Centre (RDC), Rautahat District Nepal) and SOSEC Nepal (Jajarkot).

About Project

The Building Resilient Communities (BRC) in Madhesh Province of Nepal project aims at building community resilience by addressing food and livelihood insecurity, WASH, DRR/CCA, Protection in Mahottari and Sarlahi districts in Madhesh Province of Nepal. The objectives will be reached by three proposed result areas:

  1. Targeted households adopt resilient livelihood practices, and their food and household economic security is enhanced
  2. Community resilience reinforced through social cohesion, protection services and access to government assistance.
  3. Children and their families continue to use basic or improved latrines, sanitation practices and use reliable and safe drinking water sources.

The proposal builds upon lessons learned and best practices from past completed projects and will build synergies with existing projects funded by other development partners in the area. The project will benefit 33,000 people (50% women) in the intervention areas, representing 50% of the poor population, 39% Muslim & Dalit and 65% of food insecure people. The Project will contribute to achieving SDGs 1,2,5,8, 10 and 13.

Islamic Relief Nepal considers baseline, midterm, and final evaluation as an integral part of implementing interventions on the ground. This project will undergo three key MEAL interventions Baseline study; Midline study; End-line Evaluation. We are at the end of the project; thus, this TOR sets out the responsibilities of the consultant to design and carry out project endline study and end of project evaluation in different communities where project activities are implemented in the Sarlahi and Mahottari districts. The endline and external evaluation will establish the final values against the project target and the project evaluation against DAC criteria.

Application Procedure

Interested candidates, firms, and agencies are mandatory to submit the following documents by 24 January 2025 with the subject REF: Building Resilient Project to info.nepal@islamic-relief.org.np

i) Technical Proposal (7 pages max.) indicating

  • The consultants’ suitability for the assignment and match previous work experience, qualifications etc.
  • How the team will be composed and the division of work between team members.
  • Discussion of the work methodology.
  • Draft work plan and suggested timetable.
  • Economic offer and budget breakdown.

ii) Professional profile of the study team/ company (CV of least lead consultant/team leader of consultancy team)

iii) A copy of the previous baseline Endline/ evaluation report in a similar thematic area (Food security and livelihoods, Climate change and DRR).

For firms/agencies the following additional documents must be submitted:

  • Valid certificate of company registration
  • Valid copy of tax registration certificate (VAT)
  • Tax clearance certificate
