1. INTRODUCTION 

Shree Ujyalo Multipurpose Cooperative Ltd is registered with Nepal Government Cooperative division in 2063 BS. Its head office is located in Tikapur Municipality ward-6; Sattibazar Kailali district and works in various financial and livelihood sectors in Kailali and Bardiya districts. The Cooperative is implementing Index Based Flood Insurance (IBFI) initiative in Kailali and Bardiya districts in partnership with Practical Action and other partners- Stone Step, Shikhar Insurance and Global Parametric. Index Based Flood Insurance (IBFI) initiative is co-funded by Insuresilience Solution fund (ISF) and Z- Zurich Foundation (through Zurich Flood Resilience Alliance -ZFRA). 

Parametric flood insurance provides compensation when flood hazards reach pre-defined parameters/ indices. Insurance payments are based on the intensity of an event that is near to actual loss rather than assessing actual loss after a disaster event, and when compared to traditional indemnity-based insurance, parametric insurance products offer a scientific, efficient and more transparent payment process. 

IBFI initiative has developed and rolled out IBFI product based on a proxy measurement to pay for economic losses, particularly, damage on property and agriculture production. 

Unlike traditional insurance policies, customers often don’t receive a payout until a loss adjustor assesses the damage to the property and its contents. A parametric insurance policy uses a pre-agreed pay-out based on the defined threshold. Therefore, there is no haggling or other bureaucratic process when a claim is made. This makes the claims process quicker, and more transparent in comparison to other traditional types of the insurance claim.

Since IBFI is a new concept – for practitioners, local cooperatives, and communities, it is important to create a clear and common understanding of the IBFI process and working modality. This assignment focuses on the Development of a Nepali flipchart for Index Based Flood Insurance (IBFI)

OBJECTIVES 

The main objective of this assignment is to develop a flipchart with quality illustrations and text content. The flipchart will be used by social mobilizers and local cooperative representatives to explain the community members residing in the project area. The illustrations should be: 

• Simple 
• aesthetically pleasing
• to the point
• easy to comprehend (prioritizing local language of keywords),
• reflecting social and cultural norms and practices of Kailali and Bardiya areas and 
• relevant to the content.

EVALUATION OF PROPOSAL

All received proposals shall be reviewed following criteria based on a sound understanding of the assignment, competence, experience of the illustrator, and proposed budget. All rights of the approval of the proposal remain with Ujjyalo Cooperative with Practical Action and their decision will be considered final.

INVITATION OF PROPOSAL

Ujjyalo Cooperative requests interested firms/companies/agencies (registered in VAT) to submit (i) a letter of interest with a quote of amount (1 page), (ii) a CV of an illustrator to be involved in the assignment, and (iii) copies of previous illustration work/ portfolio to the following address on or before December 15, 2022, within 17:00 hrs in a separate envelope properly marked with the proposal type sealed or email request to ujyalomulti2063@gmail.com. The outer envelope should be marked as “Development of Nepali flipchart for Index Based Flood Insurance (IBFI)”.
