1. Background
Dalit Society Welfare Committee Nepal (DSWCN), Mahottari RM-4, Mahottari is a development and humanitarian organization established on October 19, 2001, and registered with the District Administrative Office (DAO) in Mahottari. The organization is dedicated to protecting the rights of disadvantaged groups, particularly Dalits, women, and children, ensuring they can enjoy their rights without discrimination.
In partnership with Islamic Relief Nepal, DSWCN is implementing the "Building Resilient Communities of Madhesh Province of Nepal" project in Mahottari district. The project focuses on key sectors such as livelihoods, WASH (Water, Sanitation, and Hygiene), protection, disaster risk reduction (DRR), and climate change adaptation (CCA). The project's primary objective is to enhance poor and vulnerable households' livelihood and economic opportunities. It is being implemented in Wards 1 and 3 of Balawa Municipality.
This Terms of Reference (ToR) outlines the need for consultancy support from qualified individuals or organizations to develop the Local Disaster and Climate Resilience Plan (LDCRP) for Balawa Municipality in Mahottari district.
2. Objective of the Assignment
The primary objective of this assignment is to assess climate and disaster risks and develop the Local Disaster and Climate Resilience Plan (LDCRP) for Balwa Municipality, in alignment with the Nepal Government's LDCRP Guidelines (2017).
3. Scope of Work
The scope of the assignment includes, but is not limited to, the following:
- Organize brief meetings with project partners and municipal authorities.
- Perform community/ ward-level risk assessments with the community and interview key stakeholders in different wards of municipalities.
- Carry out detailed municipal-level participatory Vulnerability Capacity Assessments (VCA) at the municipality with representatives and other concerned stakeholders.
- Prepare the LDCRP by reviewing VCA findings, risk profiling, data analysis, and secondary information.
- Hold a validation workshop in the municipality and share the draft LDCRP for feedback and review.
- Incorporate feedback received on the draft LDCRP and submit the final version of LDCRP.
- Coordinate with municipal representatives and officials and organize a final LDCRP sharing event.

Interested private firms, NGOs, and Individuals, who meet the above requirements should apply by submitting their Expression of Interest (EoI) with the proposal that clearly outlines the details to accomplish the assignment to submit by 5th December 2024 at office time to dswcn2019@gmail.com.The only short-listed applying individual/s, firms will be contacted for further discussion and will be required to present their proposed methodology and previous similar experience.
