Background

Since its inception in 1998, SAADA Nepal has been a leading non-profit organization in the Karnali Region of Nepal. Its focus on child rights, Disaster Risk Reduction, education, climate change, governance, gender equity, rights of sexual and gender minorities,  health, advocacy, emergency response, economic development, peacebuilding, water and sanitation, employment, food security, and livelihood.

The organization has extensive experience working with people in 31 districts of Nepal, including 5 districts in the Karnali Region, 9 in the Mid/Far Western Region, and 16 in the Eastern and Central Region. This work has been done in partnership with numerous I/NGOs, local organizations, and government agencies.

SAADA Nepal is currently implementing the COLORS project in Sanni Triveni Rural Municipality and Raskot Municipality of Kalikot with financial support from Plan International. The project aims to advocate the rights of sexual and gender minorities (LGBTQIA+) in Kalikot district.   Under this project, a Child profile needs to be prepared for the Raskot Municipality based on the developed TOR.

Scope of the Consultancy Services:

The major scopes of the work are:

  1. Facilitation of the consultation meeting and workshop for developing child profile with Palika, Ward, and stakeholders. 
  2. Data analysis and tabulation for report preparation (Including data collection in the field)
  3. Prepare a Municipal Child profile aligning with the CFLG guidelines and Child Act 2075.
  4. Submission of the Completion Report of the consultancy

Methodology for Consultancy Service 

The team shall use appropriate methods to achieve the scope of the consultancy services. These could include both quantitative and qualitative tools.

The overall methodology will include (but not limited to):

  1. Preliminary Meeting with the selected consultancy firm/team of individuals to clarify the understanding of the task and deliverables.
  2. Consultants are encouraged to adopt a more interactive way of delivering content besides the one mentioned below.
    • Presentations
    • Group Discussion/Meeting
    • Field tasks 
    • Data analysis and report generation

Deliverables

Final delivery of completion of the assignment along with the below:

  1. Detailed Schedule of the consultancy along with the technical proposal.
  2. Submission of child profile report developed after rigorous consultation with local government and key stakeholders.
  3. Work completion report with relevant annexes within the prescribed timeline.
  4. Incorporate feedback from the consultation meeting with local government and stakeholders.
  5. Comply with Child Protection policy and behavior protocol.

Consultancy Team:

1. The team can be from an Individual Consultant, Consultancy Firm or Institution

Consultant Qualifications:

The expected qualifications and competencies required for the lead consultant include:

  1. The organization/individual consultant should have at least 2 years of experience in Child Protection, Child-Friendly Local Governance, and development of child profiles (please provide references to your previous works).
  2. Work experience in CFLG and the Child Protection sector at the grassroots level is advantageous.
  3. Sound knowledge of GBV, GESI, and child protection issues in Nepal.
  4. Good facilitation, analytical, and reporting skills.
  5. Brief description of each facilitation methodology along with experience in developing strategy, policy, and action plan.

  3. Methodologies and time frame 
  4. Team Involved ( Mention their role in the profile development process)

Confidentiality:

The consultant will be required to maintain confidentiality and ensure the privacy and anonymity of participants throughout the process.
