For Consultancy Services on 

“Climate Smart and Adaptive Agriculture Training to Farmers”

1. Background:

Rural Development Centre (RDC) Nepal is a non-governmental, non-political and non-profit making organization established in May 2002 with its headquarter in Rautahat District of Nepal. Since then, RDC Nepal is heavily engaged in humanitarian assistance, community development, conservation of natural resources, and environmental protection mainly in the Terai and hilly region of Nepal through the dozens of humanitarian and long-term development projects.

RDC Nepal has been working in the Climate Change Adaptation and Disaster Risk Reduction areas since more than 2 decades. In connection to this, RDC Nepal has been implementing “Climate Change Adaptation & Advocacy Project (C-CAAP) in Nepal” in Chandrapur Municipality with technical and financial support from Oxfam. 

The overall objective of the project is to Farmer Groups, Community Forest User Groups, Community based Organization, municipality and other relevant stakeholders working on the sector of climate change and disaster management., The project supports and promotes the climate vulnerable people and communities to adapt with the changing climate through the series of interventions contributing to adaptation and mitigation initiatives. The initiatives include but is not limited to increasing income & diversifying livelihood through adoptions of Climate Smart Agriculture practices, methods & technologies, promoting green enterprises, sensitization and awareness raising at community to municipal level, formulation of policies regarding Climate Change & Disaster Risk Reductions etc. 

Climate change poses significant challenges to agriculture, affecting food security and livelihoods. Climate Smart and Adaptive Agriculture (CSAA) offers sustainable solutions by integrating climate-resilient practices. Hence, in alignment with the project plan and spirit, a capacity enhancement training for the local farmers has been planned. The training is focused to enhance capacity in this area; therefore, a three-day training program is planned for stakeholders involved in agriculture and climate resilience.

Objective of the assignment:

The primary objective of this consultancy is to design and deliver a comprehensive three-day training program on Climate Smart and Adaptive Agriculture. The training aims to equip participants with knowledge and practical skills to implement CSAA practices effectively. The specific objectives for this assignment are as follows;

  • To enhance participants' knowledge and understanding of basic concept of Climate change and its impacts on agriculture, Climate Smart and Adaptive Agriculture, including its principles, strategies, and benefits
  • To provide hands-on training and practical demonstrations that will enable participants to implement Climate Smart and Adaptive Agriculture practices effectively (i.e. soil management, water conservation, crop diversification, agroforestry, and the use of climate-resilient crop varieties etc.)
  • To promote participants engagement and collaboration by encouraging to share their experiences, challenges, and best practices in Climate Smart and Adaptive Agriculture.

2. Scope of work (Consultant/Consultancy firm):

The consultant/consultancy firm will undertake the following tasks:

  • Develop a training curriculum in coordination and collaboration with project team members.
  • Design a three-day training program including objectives, schedule, session plans, and materials. 
  • Revise/amend the training materials as per the recommendations/suggestions made Oxfam
  • Develop training materials (presentations, handouts, case studies, practical exercises etc.) in close coordination with RDC Nepal team.
  • Prepare a training manual that participants can use as a reference post-training.
  • Facilitate the three-day training event, ensuring interactive and participatory approaches adhering with the safeguarding compliances.
  • Use a mix of teaching methods, including lectures, group discussions, case studies, and hands-on exercises etc.
  • Ensure pre- and post-training evaluation to assess the effectiveness of the training.
  • Submit a comprehensive report detailing the training process, outcomes, and feedback from participants

3. Methodology 

The consultant/consultancy firm will employ a comprehensive and participatory methodology to design and deliver the three-day training on Climate Smart and Adaptive Agriculture. The methodology will include but not limited to the following key components:

  • Review relevant documents (national policies, guidelines, plans etc.), reports, and previous training materials related to Climate Smart and Adaptive Agriculture to ensure that the training program builds on existing knowledge and resources.
  • Design comprehensive training modules that cover the core principles, strategies, and practices of Climate Smart and Adaptive Agriculture. Each module will include theoretical background, practical examples, and case studies.
  • Create engaging and interactive training materials such as presentations, handouts, case studies, and practical exercises. These materials will be designed to facilitate active learning and participation.
  • Develop a detailed training manual that participants can use as a reference during and after the training. The manual will include step-by-step guides, best practices, and resources for further learning.
  • Use a mix of facilitation techniques to ensure an interactive and participatory training experience. Techniques will include lectures, group discussions, role-plays, case studies, and hands-on exercises.
  • Incorporate practical demonstrations and field visits (if feasible) to allow participants to see Climate Smart and Adaptive Agriculture practices in action.

5. Time period of training:

The training will be non-residential covering 4 training events (1 training * 3 days) in total 16 days estimated. The trainings will be continued after accomplishment of each training events without days gaps and expected to be accomplished within timeframe. 

6. Venue and Date:

The proposed training events will be carried out in Chandrapur Municipality, Rautahat in last week of July to first week of August, 2024.

7. Expected outcomes:

  • The three-day training on Climate Smart and Adaptive Agriculture is expected to achieve the following outcomes: The training participants will have increased awareness of the impacts of climate change on agriculture and the importance of integrating climate resilience into agricultural practices.
  • Participants will acquire practical skills and techniques for implementing Climate Smart and Adaptive Agriculture practices
  • Hands-on experience through practical demonstrations and field visits (if feasible), enabling participants to apply learned techniques in their own contexts.
  • Participants will have access to a training manual that serves as a reference for implementing Climate Smart and Adaptive Agriculture practices post-training.
  • A comprehensive report detailing the training process, outcomes, and participant feedback will be produced, providing valuable insights and recommendations for future training programs and initiatives.

8. Language of training:

The training will be carried out in Nepali language and local language (preference) will be used for improved understanding of the training participants.

9. Required skills and experience/s:

  • The team leader must have at least Master’s degree on the relevant discipline (i.e. Agriculture, Environmental Science, Climate Change or related field) and solid working experience on related field. while other team members must have at least a Bachelor’s degree on Agriculture, Environmental science or in Climate change.
  • The proposed team leader must have a prior experience in designing training module on climate smart and adaptive agriculture while other team members should have prior training facilitation experience on related topics.
  • Proven expertise in Climate Smart and Adaptive Agriculture practices.
  • At least a team of two individual (trainer/ co-trainer) for organizing the training session as required. 
  • Prior work experience with different NGO/INGO is preferred 
  • Ability of understanding and analyzing the local context and contextualizing it to the training objectives.
  • Fluent local level language skills in context to Rautahat district preferred

10. Responsibilities of RDC Nepal:

The RDC Nepal will be responsible for:

  • Ensuring the training participants and coordination with relevant stakeholders, community people and farmers during the event. 
  • All training related logistic arrangement.
  • Finalizing date, time, and venue of training. 
  • Travel arrangement for the trainer.

11. Proposal Review/Scoring criteria

The assessment of the quotations will start with an assessment of the administrative criteria. That means that if these criteria aren’t met in your quotation, this quotation will be put aside, and the award criteria of this quotation will not be assessed.

The quotations that meet the administrative criteria will be assessed against the award criteria. The award criteria are assessed according to the following distribution of points.

12. Reporting Line:

The consultant will report to Project Coordinator of C-CAAP Project, RDC Nepal.

13. Mode of Payment:

100% payment will be made upon the successful completion of the assignment. A formal request is to be made by the trainer along with event completion report, legal documents, academic & experience certificates and then will perceive a payment after the completion of the assigned task.

14. Documents/Quotation for submission:

  • CV with citizenship of proposed team (Trainer & team members)
  • PAN card of all the team members participating in organizing the event. 
  • Technical and methodological proposal to conduct training and achieve the proposed objectives. 
  • Detailed work plan (schedule of the training).
  • RFQ duly signed by the consultant 
  • The total budget must detail the breakdown of costs by deliverables/day with the associated daily rate. 
  • The prices must appear in NPR with and without VAT (specify the VAT rate if applicable)
  • The total budget proposed by the Consultant must include all the associated costs.
  • Travel and accommodation will be provided by RDC Nepal.
