Scope of Work

1. Context

Alternative Energy Promotion Centre (AEPC) is a Government institution established on November 3, 1996, under the Ministry of Science and Technology with the objective of developing and promoting renewable/alternative energy technologies in Nepal. Currently, it is under the Ministry of Energy, Water Resources and Irrigation. It functions independently and has an eleven members board with representatives from the government sector, industry sector and non-governmental organizations. The mission of AEPC is to make renewable energy and energy efficiency mainstream resource through the energy accessibility, knowledge and adaptability contributing towards improved living conditions of people of Nepal and combatting climate change globally.

AEPC was primarily set up to promote the use of alternative/renewable energy technologies to meet the energy needs in Nepal. Since October 2018, AEPC has been additionally mandated for the promotion of Energy Efficiency activities. Acting as an intermediary institution between the operational level NGOs/private promoters of sustainable energy and the policy decision levels in relevant ministries, AEPC's activities include renewable energy and energy efficiency policy formulation, planning and facilitating the implementation of the policies/plans.

The Nepal Renewable Energy Programme (NREP) is a Government of Nepal programme funded by the British Embassy-Kathmandu (BE-K) aiming for transformational change in distributed sustainable energy development in Nepal through increased private investment resulting in low-carbon economic growth and sustainable energy access for all.  NREP operates throughout Nepal but has physical presence in three Provinces: Madhesh, Lumbini, and Karnali.  The Programme is implemented by the AEPC with Technical Assistance from a consortium led by DAI Global UK Consortium.  

NREP seeks to increase private sector investment in the distributed renewable energy market, primarily in commercial, institutional, and industrial segments; attain universal energy access (UEA), and facilitate a policy, planning, legal and regulatory environment conducive to both enabling and sustaining progress in RE market development and universal energy access. 

NREP has also supported the design and implementation of the viability gap-based fund called the Sustainable Energy Challenge Fund (SECF) to increase private sector investment to develop distributed renewable energy markets. The SECF is embedded with Central Renewable Energy Fund (CREF) the financial mechanism of AEPC. SECF provides both financial and technical assistance to distributed sustainable energy projects to ensure their financial viability and sustainable operation. The SECF is designed to attract private sector investments into the RE sector either in the form of equity and credit. SECF will de-risk investments into near commercial viability from the projects.

2. Pre-bid Meeting

All the interested entities are requested to participate in the pre-bid meeting on 8th July 2024 at NREP Office. Please confirm your participation in the pre-bid meeting via email: procurementnrep@DAI.COM by 4th July 2024.

3. Application Instructions

Proposal Submission Guideline

The Entity should submit a Technical and Financial Proposal in separate email. The entity (including the individual members of any Joint Venture) shall submit only one Proposal package, either in its name or as part of a Joint Venture in another Proposal. If an entiy, including any Joint Venture member, submits or participates in more than one proposal, all such proposals shall be disqualified and rejected.
