Community Mobilization Training to Partner NGOs
Background:
Islamic Relief Worldwide (IRW) is an independent international humanitarian organization that provides development programs and humanitarian relief around the globe, regardless of race, political affiliation, gender or beliefs. (http://www.islamic-relief.org/). IRW has been serving humanity for more than 35 years. With an active presence in over 40 countries across the globe, IRW strives to make the world a better fairer place for the population still living in poverty. In Nepal, IRW is affiliated with Social Welfare Council as International Non-Governmental Organization.
Islamic Relief Worldwide- Nepal moved forward to its geographical extension with coverage of new districts including the Bara, Mohottari, and Sarlahi districts in Madhesh province and Kapilvastu and Rupandehi in Lumbini province. The new local implementing partners for IR Nepal were appointed through a formal due diligence process. So, Jan Jagaran Youth Club (JJYC), Bagmati Sewa Samaj and Dalit Welfare Society Nepal are newly selected implementing partners from Madhesh province for IRW Nepal, and they have been focusing on implementing interventions through Strengthening Community Resilience (SCR) in Bara district of Nepal funded by IR Canada and Building Resilient Communities (BRC) in Sarlahi and Mohottari districts of Nepal funded by IR USA.
Similarly, from Lumbini province, Lumbini Integrated Development Organization (LIDO) Nepal from Kapilvastu and Centre for Development and Disaster Management (CDM) Nepal from Rupandehi are newly appointed local implementing partners for IRW and they are jointly implementing- Promoting Resilience of Poor and Vulnerable Communities in Lumbini Province (PRVC) project in the mentioned districts.
Rational
The training needs assessment reveals that the project staff needs to acquire skills to understand the principles, approaches and tools of community mobilization to engage the community in project intervention, and identify the core community priorities, resources, needs and solutions in such a way as to promote access to resources to all marginalized communities and sustaining the project interventions at the community level.
Objective of the training:
The major aim of the community mobilization training is to enhance knowledge and skills of the participants on facets of community mobilization, so that they can contribute better to build resilience capacity and enhance economic status of the vulnerable communities, ultra poor families by organizing them in self-help groups, networks community structure and achieving projects intended results.
The specific objectives are:
- To make the participants better understand various community mobilization tools, techniques and elements
- To make the participants know about participatory approaches, their rationale and how it contributes to achieving community needs.
- To enhance the skill of the participants for them to better facilitate and mobilize the community, facilitate the community meeting to identify their issues, and plan for and work together to achieve the common goal.
Role or scope of consultant:
The consultant will provide 2 trainings sessions in close cooperation with the project lead of IR Nepal. This training will be conducted separately in Sarlahi or Sauraha and Butwal. The number of participants will be around 25 for each event. Each training will last maximum 3 days so total days of the trainings will be 6 days for two training event.
The role of the Consultant includes the following:
- Plan and deliver training on community mobilization to partner NGOs staffs of IRN. Through the training, the participants will have increased level of knowledge and skills in, but not limited to, the following areas:
- Community mobilization: Concept approaches and tools.
- Concept of transformation from ‘I’ to ‘We’ for social change.
- Community structure, transformation and importance of social, religious, political and cultural analysis to enhance ownership & sustainability through community mobilization.
- Poverty cycle and social view on poverty and development.
- Role of community mobilizers and their contribution to influence and bring positive change in the society.
- Analyze capacity of the staffs; facilitate the training and support to get the desired outcome.
- Prepare or collect and compile relevant training material and handouts (in Nepali) to share with participants.
- Submission of final training report.
Approach and methodologies:
The consultant needs to understand the project and together with the project lead come up with practical and project-related content to design a very practical training. A participatory approach should be applied throughout the course to ensure the active participation of everyone.
In addition, the following methodologies should be applied,
- Methodologies preferred- Interactive lectures, presentations, brainstorming, discussions, practical exercises, case studies, games, demonstration sessions and group activities.
- Pre and Post training evaluation – At the beginning and end of the training to compare and evaluate the progress and the level of knowledge acquired.
Prior to the training, the consultant should prepare a training evaluation form.
Deliverables:
- Provide a proper training plan, pre and post-test questionnaire and its comparison where the participants will show an increased level of skills.
- Training materials and handouts in the Nepali language.
- Training report in English with a compilation of related documents.
Report to:
Project Lead from Islamic Relief Worldwide- Nepal.
Targeted participants:
Partner NGOs projects staff.
Timeline and Budget:
This consultancy will start as soon as possible starting from the development of the training content. A total of 9 working days is proposed for this assignment including content preparation (3 days).
The actual training shall take place in Sarlahi or Sauraha on 7-9 February 2023 and in Butwal end of February 2023. The consultant will prepare a detailed work plan that will form part of the contract. The budget will cover the expert fee for the consultant to develop and implement the training. Additional expenditures like travel and accommodation for the assigned consultant will be covered by the IRW Nepal directly.
Qualifications/requirements of consultant:
- Extensive relevant experience in designing and providing practical training in the NGO sector
- Knowledge of the project implementation regional context
- Good understanding of community development work, poverty graduation, hygiene and sanitation issues
- experience knowledge of lower-level project implementation
- Master’s degree in social science, rural development or any related qualification
Payment schedule
- The payment will be done as follows:
- 30% upon both parties’ agreement
- 70 % after completion of training and submission of final report

Consultant will be evaluated based on 70/30% ratio.
