Developing Inclusive Labor Audit Tool Including Satisfaction Survey and Use

1. Introduction of Organization

KOSHISH is an organization established in 2008 by persons with firsthand experience of mental health issues and a pioneer organization of persons with psychosocial disability which has a vision to strive to achieve mental health and psychosocial wellbeing for all in Nepal. In the spirit of “NOTHING ABOUT US WITHOUT US”, KOSHISH advocates towards bringing mental health and psychosocial disabilities into the mainstream of health and disability, by breaking the silence surrounding these issues. KOSHISH aspires to develop a replicable model to promote psychosocial well-being within communities through the adoption of person-centric right-based approach.

2. Activity Background

The USAID Inclusive Livelihoods-West Activity is being implemented in partnership with CBM, Disabled Empowerment and Communication Nepal (DEC-Nepal), and KOSHISH, focusing on economic empowerment for persons with disabilities in four municipal areas across Banke (Nepalgunj Sub-Metropolitan, Khajura Rural Municipality) and Dang (Tulsipur Sub-Metropolitan, Dangisharan Rural Municipality) districts of Lumbini Province, Nepal. This initiative aims to foster inclusive, sustainable, and resilient livelihoods for persons with disabilities, particularly in the wake of the COVID-19 pandemic.

The goal of the Activity is to integrate persons with disabilities into economic activities by promoting enterprise and employment opportunities through accessible and inclusive employers, financial institutions, and local markets. To achieve this, the Activity focuses on the following objectives:

  • Strengthening Organizations of Persons with Disabilities (OPDs) and Self-Help Groups (SHGs) to ensure they are organized and functional, thereby empowering individuals with disabilities.
  • Enhancing skills and facilitating access to sustainable economic opportunities for persons with disabilities to help them achieve economic self-reliance.
  • Promoting accessible and inclusive markets and employment opportunities that accommodate the needs of persons with disabilities.

Rather than establishing separate, disability-specific initiatives, the project utilizes existing mainstream economic empowerment opportunities. It aims to empower persons with disabilities by advocating for inclusive practices among businesses, Technical and Vocational Education and Training (TVET) service providers, financial institutions, and local governments. The Activity emphasizes equipping persons with disabilities with the necessary skills and confidence to secure decent employment and sustainable livelihoods.

Furthermore, the Activity is committed to enhancing the inclusion of persons with disabilities in the labor market and broader economic activities. While labor audits are mandatory for organizations in Nepal, existing tools do not adequately address the needs of persons with disabilities. This Activity seeks to develop inclusive labor audit tools and satisfaction surveys to ensure fair and accessible labor practices for all individuals, particularly those with disabilities.

3. Purpose of Consultancy

The purpose of this consultancy service is to develop and implement inclusive labor audit tools and satisfaction surveys for organizations within the selected districts of Banke and Dang in Lumbini Province, Nepal. This consultancy aims to ensure that labor practices are fair and accessible, particularly for individuals with disabilities.

The consultant will design a comprehensive labor audit framework that addresses the unique needs of persons with disabilities, ensuring compliance with national labor regulations while promoting inclusivity. Additionally, the consultant will create and administer satisfaction surveys to gather feedback from employees, with a focus on those with disabilities, to assess their experiences and identify areas for improvement.

Through these efforts, the consultancy will contribute to fostering an inclusive labor environment that values diversity and promotes equitable opportunities for all. This initiative is a crucial step towards enhancing the employment conditions and economic participation of persons with disabilities, thereby advancing social equity and sustainable development in the region. 

4. The Objectives of Assignment

The primary objectives of developing labor audit and satisfaction survey tools are as follows:

  • To develop disability-inclusive labor audit and satisfaction survey tools.
  • To conduct consultations with relevant stakeholders.
  • To conduct a satisfaction survey based on the developed tools.
  • To finalize and report the findings.

Documents to be Submitted

The consultant/firm shall submit an application with the following documents;

A. Technical Proposal (Maximum 5 Pages)

  • The technical proposal shall focus on the schedule development, training methodology, training facilitator, effective method/approach to develop training resource materials, training delivery and reporting with higher quality and in time.
  • The proposal shall be clear and precise. The sample training schedule will be counted as an annex.
  • One section or paragraph is required to show how the training facilitator/s or their team is appropriate for training material development, training facilitation and report writing.

B. Financial proposal

  • The Proposed budget for facilitation cost should be in Nepali rupees and only facilitation cost will be charged.

C. Detail of the consultant/organization/firm/individual

The organization/Firm should submit;

  • CVs of proposed person
  • Organization profile with relevant experiences
  • A copy of latest renewed company/firm registration
  • A copy of latest Tax clearance certificate
  • VAT registration
  • Audit report (latest year)
  • Any other relevant documents

The Individual consultant should submit;

  • CV of candidate,
  • Relevant work experience and higher academic certificate,
  • Citizenship card and PAN Card of consultant,
  • VAT Registration Certificates
  • A copy of latest Tax clearance certificate

Note:

The technical proposal can be verified through the interview if necessary. The reference check and verification of the evidence is also part of the assessment. Similarly, negotiation with the competent consulting company/firm/individual are also carried out if deemed necessary.
