Consultant to facilitate vocational training in waste management

CLEAN UP NEPAL, established in 2014, is a non-governmental organization (NGO) with a mission to clean spaces, clean air, clean water, and knowledgeable communities with responsible lifestyles and good health. The organization’s focus is to ensure that communities have access to effective solid waste management, water, sanitation, and hygiene systems, along with the necessary knowledge and resources for maintaining a healthy and disease-free lifestyle. CLEAN UP NEPAL strives to create an inclusive and supportive environment by fostering connections, providing education, and empowering local communities and other stakeholders through a solution-oriented people-centered approach.

1) Background:

Green Empowering through Vocational Training for Solid Waste Management in Lalitpur (GEMS-L) Project is a pilot project focused on the Lalitpur Metropolitan City (LMC), the third largest city in Nepal. The project is funding support of BGZ (Berliner Gesellschaft für internationale Zusammenarbeit mbH). The project will be implemented in four wards, 2, 7, 9, 11 of Lalitpur Metropolitan City. GEMS-L aims to address the gap that arises due to the enormous accumulation of waste in the city and the high youth unemployment problem in the city. These gaps will be addressed by implementing a vocational training program focused on the field of SWM for young people in Nepal. The project will focus on youth of the age group i.e., between the ages of 18 and 40 (National Population and Housing Census, 2021, a city has a population of 294,098, of which 46% are youths.

Waste is a growing problem in cities and rural areas in Nepal. The high youth unemployment rate is another major socio-economic challenge that Nepal encounters. Particularly, most youths in urban areas have limited and unstable future perspectives. Based on the latest ILO report, the quality aspect of youth employment is low regarding productivity, earnings, and work conditions (ILO, 2023). The field of waste management will open good opportunities for youths, such as recycling and upscaling of waste resources. Solid waste management as an interactive theme in the green jobs field offers a sustainable solution by promoting environmentally friendly practices while creating employment opportunities. Youths can be trained in the waste management sector.

2) Job Title: Facilitators (lead, Co-lead)

3) Objectives

  • To provide intensive training for five days based on the Vocational Training Module.
  • To engage participants in the training sessions providing them with the real scenarios of solid waste management.
  • To capacitate 100 participants with entrepreneurship skills on solid waste management.

4) Scope of work

The facilitator is expected to cover following aspects as well:

  • Understand the Vocational Training Module prepared by the organization and plan the activities based on the module.
  • Understand the specific requirements of the youth and the local waste management sector in Lalitpur, the reference will be taken from the planning workshop and situational analysis result.
  • Develop training materials covering waste characterization, segregation techniques, recycling methods, composting, health and safety protocols, and environmental regulations, extracting value from low-grade plastic/multi-layer plastic, and so on.
  • Integrate entrepreneurial skills training to promote self-employment possibilities and business development in the green economy.
  • Develop interactive discussions, share case studies, and hands-on activities in relation to the principles and practices of waste management that will allow participants to apply theoretical knowledge to real world scenarios.
  • Include VET 4.0 concepts such as automation, globalized internetworking and so on.

5) Expected Deliverables:

a. Facilitator team

  • Each training session will require two team members (Lead, co-lead), with a total of five training sessions planned.

b. Training workshop agenda and schedule

  • The selected facilitators will develop an agenda and the schedule as per the Vocational Training Module to CLEAN UP NEPAL prior to the date of the Tech Workshop.

c. Session Modules

  • Facilitators must develop sessions that must include interactive discussions, case studies, and hands-on activities for participants to understand the principles and practices of waste management. This includes practical demonstrations that will allow participants to apply theoretical knowledge in real-world scenarios, such as conducting waste audits, implementing segregation, and recycling. 

d. Meeting with CLEAN UP NEPAL

  • A brief meeting with CLEAN UP NEPAL will be held prior to the training sessions to ensure they meet the desired quality and align with the training goals.

6) Training facilitation technique/ methodology:

The facilitators will propose the detailed timeline for the Tech Workshop as per the Vocational Training Module.

The proposed duration of the consultancy is expected to start from 17 September 2024 and needs to be accomplished by 31 October 2024. The detailed breakdown of the task is presented below:

7) Who can apply:

A company or an individual who has:

  • Master's degree in environmental science, Waste Management, Urban Planning, or a related field.
  • Knowledge of facilitating vocational training programs, particularly in the context of the waste management sector.
  • Knowledge of waste disposal methods, regulatory frameworks, and sustainable waste management practices. 
  • Experience in workforce development, including training needs assessment and program implementation aimed at creating green jobs.
  • Understanding of policy enforcement mechanisms and ability to assess their effectiveness.
  • Strong communication skills to work effectively with local communities, stakeholders, and government officials.
  • Strong facilitation skill Nepali language.

9) Submission of Proposal and financial proposed budget

a) Technical Proposal

The technical proposal should be prepared in the following format:

  • Introduction
  • Understanding of ToR
  • Training facilitation technique/ methodology
  • Workplan
  • Proposed team members along with their CVs
  • Previous sample work/ Work experience (evidence from organization/ experience letter/ contract letter)
  • Financial proposal (Note: Calculate the cost including taxes.)

10) Submission of proposal

Consultant or company interested in applying should send their Proposal and Financial proposed budget under the specified headings.
