TITLE OF ACTION: To hire an agency for organizing Leadership, Management and Governance training event for government authorities
1. Context
Physical Rehabilitation Activity (PRA) program is a USAID funded project implemented by HI in partnership with local organizations. PRA program is supporting the establishment of a sustainable, integrated, public-private rehabilitation system to improve the mobility and functional independence of conflict-affected civilians, women, men, girls and boys in need of rehabilitation services in Nepal. PRA has defined three objectives to meet the set goal:
- The quality of the rehabilitation services is strengthened.
- Access to rehabilitation service is increased; and
- The sustainability of PRCs (Physical Rehabilitation centres) is strengthened.
To achieve the PRA goal and objectives, HI is supporting in the establishment of a sustainable rehabilitation services system through a health system strengthening approach targeting six core areas that is leadership and governance, health and rehabilitation, human resource, rehabilitation information system development, medical and product technologies, including assistive products, finance, and service delivery.
To achieve the PRA goal and objectives, HI proposes to contribute to the establishment of a sustainable rehabilitation services system through a health system strengthening approach targeting six core areas mentioned above. PRA works in close coordination with all three tire-government authorities particularly in system strengthening approach. Strong health systems begin with inspired leadership, sound management; and accountable, transparent, and participatory governance. Government Health workers and managers need resources to support their work, and service users must hold health systems accountable for their performance. Health system leaders and managers need skills to engage stakeholders, motivate staff, improve quality, and implement interventions.
In this regard, under Leadership and Governance thematic area PRA is organizing a training on Leadership, Management and Governance (LM&G), based on modules developed by Management Science for Health (MSH). MSH is an USA based INGO which has developed and tested a specific package to strength the capacities of Health system managers and leaders in leadership, governance and management for increasing the quality of rehabilitation services with the support of USAID.
The Leadership, Management and Governance (LM&G) training package
Management Science for Health (MSH) developed the Leadership, Management & Governance (LMG) modules to equip managers with the skills to address the key challenges in the field of rehabilitation.
Through improved leadership, management, and teamwork, managers in public, private, and nongovernmental organizations can face these challenges with more confidence and lead their teams to effect significant changes in health . Leadership, management, and governance are interdependent and closely linked . They reinforce each other and interact to achieve the desired result.
“To improve abilities to lead, as well as manage for results, one need to, empower self and others to face challenges, link leading and managing to positive outcomes, strengthen your leading and managing practices, and become skilled in using the leading and managing practices and integrating them into your daily work.”
LMG training will be organized based as part of activities planned in PRA on modules developed by MSH. Existing MSH training module on Governance & Leadership has been adapted to the Nepal context. So, the same module will be used for the training
2. Objective of the assignment
Following are the activities under OBJECTIVE 3: THE SUSTAINABILITY of Physical Rehabilitation Center (PRCs) IS STRENGTHENED
- The selected agency will organise make the logistic support for conducting three day Leadership, Management and Governance trainings for government health authorities.
Target Audience
Federal and Province level Government health officials
To enhance government health authorities’ skills and knowledge on leadership, management and governance.
Anticipated results
Participants will develop skill on:
- Strong leadership, management, and governance practices that leads to stronger systems that are better able to design and scale local innovations, deliver responsive quality care, meet ambitious health goals, and sustain health system improvements.
- Strengthens institutional and individual leadership, builds management skills, and improves a team’s performance as it implements locally designed solutions that deliver measurable results in resource optimization, access to services, quality of care, and health outcomes.
3. Key responsibilities of the agency: (All the activities will be conducted in coordination with EDCD/ LCDMS)
- Organise the Leadership, Management and Governance training event
- Coordinate with (EDCD) Epidemiology and Disease Control Division, National Health Training Centre and HI-PRA and agree the training date, venue and participants for the training
- Arrange the logistic arrangement for the training accommodation, travel, stationery and venue etc.
- Support the expert recommended by MSH and HI to conduct three days leadership, management and governance training
4. Profile of the potential agency:
- Have a proven experience in conducting Leadership, management and governance training based on Management Health Science (MSH) package on rehabilitation related agendas
- Experience of working with INGOs working in Health sector
- Demonstrate strong Laison capacity with EDCD/LCDMS
- Have strong experience in arranging logistic support for organising such training with high level authorities in Nepal.
- Strong have strong network and coordinating mechanism in all seven provinces
- Good understanding and experience in disability inclusive health and rehabilitation
- Good in Nepali and English, both written and typing
- Proficiency in Microsoft and required soft applications.
5. Service duration and location:
- Service duration- 7 days to conduct the training and submit report.

7. Budget
The agency should propose required budget for this assignment. TDS 15% which will be deducted as per the Government tax policy.
8. Payment terms and conditions
The agency should mention the terms and conditions of payment in the financial proposal.
HI will release the payment to the agency after submission of each deliverable to LCDMS (40% payment after sec deliverable and 60% after final deliverable submission).
