TERMS OF REFERENCE

Name of Project: USAID’s Physical Rehabilitation Activity (PRA)

Title of Action: Consultancy service for the endline study to “Assess the Satisfaction and Perceived Improvement Status of Service Users Utilizing Rehabilitation Services in Physical Rehabilitation Centers and Physiotherapy Units in Nepal”.

1. CONTEXT

1.1 Organization Background

Handicap International Federation (HI) aka Humanity and Inclusion (HI) as an independent and impartial aid organization, works alongside people with disabilities and vulnerable populations, whatever the context, taking action to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

In Nepal, the HI is working since year 2000 after the General Agreement (GA) with government of Nepal/SWC (Social Welfare Council).  The HI Nepal works through a network of implementing local partner organizations i.e. NGOs and organizations of people with disabilities (OPDs) to improve the living conditions of persons with disabilities and most vulnerable populations in Nepal including physical and functional rehabilitation support. Inclusion-at the heart of our activities.

The current South Asia Program Operation Strategy 2024-2026 of HI focuses on the following key thematic intervention areas:

  1. Physical and Functional Rehabilitation
  2. Inclusive Education
  3. Economic Inclusion
  4. Disaster Risk Reduction and /Climate Change Adaptation (DRR/CCA)
  5. Inclusive Health

1.2 Activity Background

The Physical Rehabilitation Activity (PRA) is a six-year Activity, funded by USAID and implemented by Humanity & Inclusion (Handicap International), aims at strengthening quality, access to and sustainability of the rehabilitation system in Nepal. During June 2019 - June 2025, the Activity will support to establish a sustainable rehabilitation service, aligning to the WHO Rehabilitation 2030 agenda and health system strengthening approach targeting six core areas: (i) governance and leadership; (ii) health and rehabilitation human resources; (iii) rehabilitation information system development; (iv) assistive technology; (v) finance; and (vi) service delivery.

The Activity supports the Ministry of Health and Population (MoHP) to establish sustainable, integrated, public – private rehabilitation system to improve the mobility and functional independence of victims of conflict, adults and children in need of rehabilitation services in Nepal. It works in close collaboration with the Epidemiology and Disease Control Division (EDCD)/Leprosy Control and Disability Management Section (LCDMS) for strengthening the disability inclusive health and rehabilitation sector in the health system.
