TERMS OF REFERENCE

NAME OF PROJECT: USAID’s Physical Rehabilitation Activity (PRA)

Title of the Assignment: Hiring consultancy service to develop video documentary to showcase the PRA outcomes and lessons learned.

1. CONTEXT

1.1 Organization Background

Handicap International Federation (HI) aka Humanity and Inclusion (HI) as an independent and impartial aid organization, works alongside people with disabilities and vulnerable populations, whatever the context, taking action to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

In Nepal, HI is working since 2000 under the General Agreement (GA) with government of Nepal/SWC (Social Welfare Council).  HI Nepal works through a network of implementing local partner organizations i.e. local authorities, NGOs and organizations of person with disabilities (OPDs) to improve the living conditions of persons with disabilities and the most vulnerable populations in Nepal. This includes people with health conditions that may benefit from physical and functional rehabilitation services. Participation and inclusion being at the heart of HI’s interventions and activities.

The current South Asia Program Operation Strategy 2024-2026 of HI focuses on the following key thematic intervention areas:

  • Physical and Functional Rehabilitation
  • Inclusive Education
  • Economic Inclusion
  • Disaster Risk Reduction and /Climate Change Adaptation (DRR/CCA)
  • Inclusive Health

1.2 Activity Background

USAID’s Physical Rehabilitation Activity (PRA) is a six-year program that works to improve access to, and quality and sustainability of the rehabilitation system in Nepal. Between June 2019-June 2025, the Activity supports  to establish a sustainable rehabilitation services system through a health system strengthening approach using the WHO Rehabilitation 2030 strategy as well as the WHO health system strengthening approach targeting six core areas: (i) governance and leadership; (ii) health and rehabilitation human resources; (iii) rehabilitation information system development; (iv) medical and product technologies, including assistive products; (v) finance; and (vi) service delivery. PRA is supported by USAID and managed by Handicap International. The program supports the establishment of a sustainable, integrated, public private rehabilitation system in order to improve the mobility and functional independence of victims of conflict, as well as adults and children in need of rehabilitation services in Nepal. The project works in close collaboration with the Epidemiology and Disease Control Division/Leprosy Control and Disability Management Section (LCDMS) for health systems strengthening for rehabilitation sector. It helps in developing, improving and executing the rehabilitation policies and practices in a country’s health system, for effective respond to its health challenges and need of the people in need of rehabilitation services. To promote the ownership, responsiveness and sustainability of project interventions at local level the project works closely with by all three triers of government viz. Local, Provincial and Federal to develop contextual capacity-building interventions.

PRA has defined three objectives to meet the set goal:

  • The quality of the rehabilitation services is improved.
  • Access to rehabilitation service is increased; and 
  • The sustainability of PRCs is strengthened.

During the five years tenure of PRA numerous significant achievements has been made. As a part of knowledge management and lesson learnt plan, PRA is producing many lessons learnt document, case study and video documentary.

In this context, PRA is planning to produce the video documentary to showcase the progress, impact, and interventions supported by the PRA program and to highlight the efforts of Handicap International, its partners and stakeholders to improve physical rehabilitation services in Nepal.

2. OBJECTIVES OF THE ASSIGNMENT

The objective of this assignment is to develop a video documentary showcasing the PRA outcomes and lessons learned.

3. METHODOLOGY

The agency should devise the best approaches for undertaking the assignment. The following methodology, among others, should be followed:

  • Desk review: The assignment will involve a desk review of existing documents, including the PRA results framework, progress reports, case highlights, fact sheets, success stories, and other resources and materials shared by the Activity team.
  • Field visits: Consult with the PRA team, sub-partners, relevant government officials, and project participants. The agency is also expected to carry out field observations to capture the results achieved by the Activity. 
  • Conduct Interviews: Conduct interviews with stakeholders of PRA.
  • Participatory techniques: Employ participatory techniques and other approaches for collecting information. 
  • Prepare a comprehensive storyboard capturing the outcomes and lessons learned. Finalize the storyboard in consultation with PRA team. 

4. SCOPE OF WORK (SoW)

The selected agency will carry out the following tasks:

Pre-Production:

  • Consult with Handicap International's PRA team to understand the key messages, objectives, and goals of the video documentary.
  • Prepare a detailed production plan, including concept and comprehensive storyboard for the video documentary, logistics and timeline.
  • Identify and finalize interviewees, including stakeholders from the five Physical Rehabilitation Centers (PRC), National Federation of Disabled Nepal (NFDN), NASPIR, service beneficiary, professional associations and government agency.

Production:

  • Film key activities, interventions, and success stories of six sub-awardee, NASPIR and professional association
  • Film key progress based on World Health Organization (WHO) six building blocks of health system strengthening approach
  • Conduct interviews with PRCs team, government counterparts, service users, and stakeholders capturing success stories, experiences, and program impact.
  • Capture B-roll footage of all the recorded videos.

Post-Production:

  • Edit and assemble the video documentary, ensuring high-quality production values (sound, visuals, subtitles and sign language).
  • Finalize video documentary in coordination with PRA team.

5. HI POLICIES AND ETHICAL STANDARDS

The video documentary will respect the HI policies and ethical standard related to privacy and confidentiality of the individual.

  • Guarantee the data security of interviewee, partners and teams
  • Ensure informed consent of every individual participating in the video documentary consultation process.

Additionally, the HI team will provide orientation on HI’s policies (on following topics) to consultants.

  • Code of conduct
  • Child Protection Policy
  • Protection from Sexual Exploitation, Abuse, and Harassment (PSEAH) Policy
  • Anti-Fraud Policy
  • Project Quality Policy
  • Disability Gender Age (DGA) policy

6. CONSULTANT AGENCY PROFILE

  • Have  expert with at least a bachelor’s degree in any discipline with expertise in filming, production, editing, and storytelling for video documentary.
  • Proven experience in producing high-quality video documentaries for international organizations, NGOs, or governmental projects.
  • Expertise in filming, production, editing, and storytelling for video documentary.
  • Experience in working with diverse groups, including person with disabilities and marginalized communities.
  • Ability to work in collaboration with a PRA team to ensure alignment with the PRA objectives.
  • Have a pool of experts who can be deployed parallelly at different locations across Nepal
  • Experience in developing video documentary in English/Nepali subtitle with sign language

7. DELIVERABLES:

The consulting Agency must submit following deliverables:

  • Longer version: 30-minute video documentary showcasing the outcomes and lessons learned of the PRA (with Nepali sub-titles and sign language) 
  • Shorter version:
    • 3 minutes video (with Nepali sub-titles and sign language)
    • 3 minutes video (with English sub-titles and sign language)
  • Raw footage
  • 100 Action Oriented Picture from field

Format: High-definition video format (MP4 or equivalent)

Quantity: 1 copy of each version (full documentary, trailer, raw footage)

8. SERVICE DURATION AND LOCATION

  • Start Date: 25 Jan 2025
  • End Date: 28 Feb 2025
  • Service Duration: 25 working days
  • Locations:
    • Kathmandu, Nepal (MoHP/EDCD/LCDMS, Management Division, NFDN, NDF, NEPTA, POS-N, NASPIR
    • Visits to the five PRCs: Prerana (Malangwa), CBRB (Biratnagar), NNSWA (Kanchanpur), NGMC (Nepalgunj), NDF and NFDN (Kathmandu).
    • Surkhet in Karnali Province

Total working days: 25

Note: Parallel Filming has to be done in a different location at the same time and also the working days have to be continuous within the timeline defined.

9. SUBMISSION DATE: 

  • Planning of the task: After consultation with HI team
  • Sharing of first draft: 25 February 2025
  • Sharing of final Documentary: 28 February 2025
  • Completion of work Final report: 28 February 2025

10. POINT OF CONTACT

The consultant will collaborate directly with the Sustainability and Governance Manager (SGM) or he/she assigned by SGM at Handicap International Nepal, who will be the primary point of contact throughout the consultancy period.

11. BUDGET

Cost of service provision:

Consultant must propose the expected budget in separate heading inclusive of all ancillary expenses and taxes.

PAYMENT TERMS AND CONDITIONS:

60 percent will be paid immediately after signing the contract followed by 40 percent after submission of final documentary and remaining task completion report.

12. SELECTION CRITERIA WEIGHTING

  • Qualifications: Have at least a bachelor’s degree in any discipline with expertise in filming, production, editing, and storytelling for video documentary. 10%
  • Relevant Experience: Proven experience in producing high-quality video documentaries for international organizations, NGOs, or governmental projects 30%
  • Relevant experience: Experience in working with diverse groups, including person with disabilities and marginalized communities. 15%
  • Years of experience in the field of photography and video documentary including scripting writing, translation (English- Nepali and vice versa) and editing in the development sector: 15%
  • Experience interviewing children, families, community members, and other stakeholders on camera is essential: 10%
  • Budget: 20%

Evaluation Process: Each criterion will be assessed on a scale of 1 to 5, with higher scores reflecting a stronger alignment with the required qualifications, experience, and approach.
