Terms of Reference for the Evaluation of
West Nepal: Samriddhi Khaptadchhana (Health and Education Improvement) project, 2022-2025
REED Nepal, Action for Nepal and the Australian Himalayan Foundation (AHF) are seeking the services of a skilled evaluation consultant(s) to undertake a final, external evaluation of their three-year project, West Nepal: Samriddhi Khaptadchhana funded by the Australian Department of Foreign Affairs and Trade through the Australian NGO Cooperation Program and AHF, the project began in July 2022 and is scheduled to conclude in June 2024.
A. Project Summary
This project aimed to address fundamental challenges to families in Western Nepal being able to live a quality life. In particular, the project seeks to improve living standards in the Khaptadchhana Rural Municipality of Bajhang district in Far West Nepal by addressing major gaps in education and health services. Designed and delivered in a consortium model, the project leverages the expertise of two of AHF's strongest partners.
The project aims to strengthen the capacity of different education and health stakeholders, in line with national and local policies and plans, to improve health and education outcomes within the Khaptadchhana rural municipality. The education interventions focus on increasing education institutions’ capacity to improve education outcomes through capacity strengthening of the rural municipality, the School Management Committees (SMC), teachers, Parent Teacher Associations (PTA)s, parents and child clubs and by providing essential equipment, WASH facilities and some materials (doors, windows) to promote a conducive learning environment.
The health interventions aim to strengthen the capacity of the health system to deliver efficient health care, particularly maternal child health and sexual and reproductive health services in the wards of Khaptadchhana rural municipality (with reduced interventions in 2 out of the 7 wards due to the presence of Green Tara). The project focuses on increasing health institutions’ capacity to improve health outcomes through capacity strengthening of the rural municipality, the HFOMC members, the health personnel (SBAs, ANMs, FCHVs, health assistants, etc.) and by providing essential equipment, medicines and medical supplies.
Support to ensure GEDSI and safeguarding considerations are included in the project to ensure access to education and health to vulnerable populations and promote safeguarding of children.
The project has two main outcomes:
Outcome 1: Khaptadchhana rural municipality education system strengthened to deliver quality, inclusive education.
Outcome 2: Strengthened capacity of the rural municipality health system to deliver efficient health care, particularly maternal child health and sexual and reproductive health services.

B. Application submissions
Proposals should be written in English and should be no longer than 5 pages, including CVs and budget. In addition, an example piece of work should be attached to the application.
Interested consultants/consulting firms should submit the following documents with their expression of interest (EOI):
- Letter of expression of interest.
- Short overview of how the candidate meets the qualifications, experience, and skills requirements (no more than one page)
- Technical and financial proposals (in separate files).
- Firm's profile detailing past assignments (including at least one project evaluation report).
- CVs of all team members highlighting their areas of work and experience (thematic expertise in health and education is preferred).
- Company registration certificate.
- Latest tax clearance certificate.
- VAT registration certificate (for both firms and individual consultants).
