Rural Development Centre (RDC) Nepal is a non-political and non-profitable organization established in June 2002 with its head office in Rautahat District of Nepal. Since then, RDC is heavily engaged in humanitarian assistance, community development, conservation of natural resources, and environmental protection mainly in the Terai region of Nepal through the dozens of humanitarian and long-term development projects reaching out to the children, adolescent, youth, women, landless, urban poor, and people living with disabilities, HIV & AIDS, conflict and disaster survivors from the poor families of historically marginalized Dalits, Muslims, Madheshi and Indigenous communities and other underprivileged groups.

Terms of Reference (Tor) for Self-Defense Training Program

1.     Overview

Rural Development Centre (RDC) Nepal is a non-governmental, non-political, and non-profit making organization established in May 2002 with its headquarters in Rautahat District of Nepal. Since then, RDC has been heavily engaged in humanitarian assistance, community development, conservation of natural resources, and environmental protection mainly in the Terai region of Nepal through the dozens of humanitarian and long-term development projects reaching out to the children, adolescent boys, and girls, youth, women, land poor, urban poor,  and people living with disabilities, HIV & AIDS, conflict and disaster survivors from most poor, historically marginalized communities such as Dalits and Muslims, Indigenous communities and other underprivileged groups. 

2.     Background:

The project aims to reduce GBV and improve the well-being of 34,155 Women, men, girls and boys in the Rajpur and Chandrapur Municipalities of Rautahat district. This will be achieved through improving the economic empowerment of 1000 GBV survivors or at-risk women and girls, building the capacity of service providers and local government (judicial committee, police office OCMC), increasing awareness on GBV prevention and available services among 34,155 people through the engagement of 3750 individual including women girls, faith leaders, champion of changes and youth. The project will increase access to education for vulnerable children, GBV services and sanitation facilities for survivors or at-risk women and girls. The project will also contribute to Sustainable Development Goal (SDG) 5.2 (eliminating all forms of violence against women and girls in public and private spheres), SDG 16.1 (significantly reducing all forms of violence), and SDG 1.1 (eradicating extreme poverty).

3.     Introduction:

The purpose of this Terms of Reference (ToR) document is to define the objectives, scope, and responsibilities for the self-defense training. This training is designed to equip participants with the skills and knowledge needed to protect themselves in potentially risky situations.

4.     Objectives – 

The primary objectives of the self-defense training program are:

  • To increase awareness of personal safety. 
  • To teach practical self-defense techniques. 
  • To build confidence and reduce fear in potentially threatening situations. 
  • To enhance physical fitness and reflexes.

5.     Scope of Work:

The scope of the self-defense training program includes: 

  • Conducting 2 days of training (2 events) 
  • Covering various aspects of self-defense, including but not limited to situational awareness, de-escalation techniques, and physical defense maneuvers. 
  • Providing both theoretical and practical knowledge through classroom sessions and hands-on practice. 
  • Evaluating participants' progress and providing feedback.

6.     Target rightsholders:

The training is intended for members of the child club, students, CLPCs and community members, with a focus on individuals who are at an increased risk of encountering potentially dangerous situations.

7.    Methodology 

The training program will employ a variety of methodologies, including: 

  • Lectures and presentations.
  • Demonstrations of self-defense techniques.
  • Hands-on practice sessions. 
  • Group discussions and scenario-based exercises.
  • Role-playing to simulate real-life situations.

8.     Trainers/Facilitators:

The training will be conducted by experienced self-defense instructors who have: 

  • Relevant certifications in self-defense and martial arts.
  • 3-year experience in teaching self-defense to various groups.
  • Strong communication and instructional skills.

9.     Responsibilities

Training Provider:

  • Develop and deliver the training program.
  • Provide necessary training materials and equipment.
  • Ensure the safety of participants during training sessions.

Participants:

  • Attend all training sessions punctually.
  • Actively participate in all activities.
  • Follow safety instructions and guidelines.

10. Final deliveries: 

a.    Two events of 2 days of Training will complete and a report submitted including post-training evaluation and impact assessment.

b.    This assignment is for consultants based in Madhesh province and is for a period of 6 working days between December 2024.

11.    DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS 

While submitting the Technical Proposal, the Applicant shall ensure to attach the following: 

i.    Profile of the consultant (max 1 page) explaining why they are the most suitable for the work.

ii.    Relevant Experience 

iii.    Methodology and conceptual framework with expected deliverables and timelines

iv.    Recent CV 

v.    FINANCIAL PROPOSAL Lump sum contracts: The financial proposal shall specify a total lump sum amount (including a breakdown of costs for fee, travel, and number of working days). Payments will be made after completion of the assignment. The consultant should provide a detailed report along with pre-post test result. The report should be in English.  

12.    Logistics 

Venue: Chandrapur and Rajpur 

Duration: 2-day long training 

Materials: comfortable cloths should be brought by the participants

13.    Monitoring and Evaluation 

  • The effectiveness of the training program will be assessed through :
  • Pre- and post-training surveys to measure changes in knowledge and confidence.
  • Observation and feedback during practical sessions.
  • A final evaluation to determine overall satisfaction and areas for improvement.

15.     Submission of documents

The only shortlisted applying individuals will be contacted for further discussion and will be required to present their proposed methodology and previous similar experience.
