Background

Deutsche Welthungerhilfe e.V. is one of the largest Non-Governmental Organizations in Germany operating in the field of Humanitarian Assistance and Development. It was established in 1962 as the German section of the “Freedom from Hunger Campaign”, one of the world’s first initiatives aimed at the eradication of hunger. Welthungerhilfe’s work is still dedicated to the following vision: all people have the right to a self-determined life in dignity and justice, free from hunger and poverty.

Welthungerhilfe (WHH) has been operational in Nepal since 2012, and it is currently managing different projects in twelve districts under four thematic areas (sectors): food and nutrition security, WASH, Disaster Risk Reduction (DRR), and right to food and empowerment. WHH works partnership with civil society in Nepal to empower socially marginalized and economically poor citizens, to strengthen their resilience and to ensure their right to adequate food and nutrition through a systems thinking approach.

Purpose and scope of this assignment

The objective of this assignment is to seek an appropriate Security Company that will provide 24 Hour security services to Welthungerhilfe Nepal Country Office at Sanepa, Lalitpur. The term of the service contract shall be valid for 2 years, and renewable up to additional of next two years upon the satisfactory service.

Key actions of the assignment include (but are not limited to)

• Provide 24 Hour Service of a Security Guard (1 Security Guard at a time)
• Provide a safe and secure work environment for all Welthungerhilfe Nepal staff and its contractors/service providers.
• Patrol and monitor the premises as mandated by the Welthungerhilfe Nepal. Guard all office access points, verification for staff and visitors, and access control to the office. Put in place controlling measures to avoid unauthorized access.
• Ensure that all visitors sign in the visitors’ logbook, and all visitors visibly wear visitor identification card at all times. Ensure that all personnel and packages are searched as required.
• Able to communicate in both Nepali and working English to communicate with international guests.
• Investigate any theft, burglary, loss of property, breaking or unusual act.
• Perform other security duties as required.

Budget requirement

Consultant/organization/consulting firm are requested to propose the required budget in a given financial proposal template below.

Payment of fees and associated costs

The contractor will be paid on a monthly basis. The contractor has to submit original VAT invoices and a request letter for each payment. Applicable tax as per Nepal tax rule will be deducted in each payment.

Insurance of persons involved in the assignment

Insurance and other related costs of the personnel associated to this assignment will be solely the responsibility of the contractor.

Deadline for application and details of what is required

The interested and qualified Security Company must submit a Sealed Quotation by 17:00 hours (COB) dated 19 December 2024 to Welthungerhilfe (WHH) office at Sanepa, Kalika Mandir Marg, Ph No: 5452060.

The Application should include:

• A Financial Offer
• Company profile
• Valid registration documents along with VAT registration and latest tax clearance certificate for 2080/81
• Duly filled up and signed supplier declaration form
