Local curriculum development -3 Local Government of Rautahat and Bara

1.     Background

Jan Jagaran Youth Club (JJYC) is a non-government organization established in Bara on 24th Paush 2054. Since its establishment JJYC Bara has been working on Education, Children & women's Development, Economic growth & Empowerment, Health, Water, Sanitation & Hygiene, Governance and Social justice, and Humanitarian Aid and Resilience community. JJYC Bara is implementing the funded Active Citizens Through Inclusive Volunteering and Empowerment (ACTIVE) project in the Bara and Rautahat district of Madhesh Province in Nepal under the leadership of VSO Nepal. The main aim of this project is to support inclusive quality education for marginalized girls & children with disability through resilient, gender-responsive education governance. 

2.     Rational 

The constitution of Nepal 2015 has made the provision that Nepalese citizens shall have the right to get an education in their mother tongue and different research and studies have shown that the learning outcome especially reading comprehension is not satisfactory level. The major reason having this is children lack adequate learning resources in their mother tongue and children are not taught in their languages. To address the issues JJYC would provide support to 3 palikas to develop local curriculum in a participatory approach ensuring the meaningful participation of the local stakeholders.

3.     Consultancy Purpose:

The purpose of the assignment is to develop local-level curriculum and curriculum implementation guidelines for grades 1-5 of the ACTIVE Project funded by VSO and implemented by JJYC Bara of Garuda and Madhavnarayan Municipalities of Rautahat and Mahagadhimai Municipality of Bara.

4.     Qualifications and experience of the consultant/firm:

S/he should have at least five years of experience in the education sector. It is required of the consultant to review the existing documents such as National Education Policy, 2019(2076 BS), School Education Sector Plan (SESP), Integrated Curriculum for grades 1-3, Local Curriculum Development Guideline, SDG

4. The ideal requirement of the consultant would be:

  • The consultant should have a minimum of a master’s degree in education or a relevant subject. 
  • Extensive experience and knowledge in local-level curriculum development. Priority will be given to the consultants having experience in Province 2.
  • Extensive experience in developing curricula at national and local levels
  • Language skills: Proven proficiency in Nepali and English. Working experiences with the government of Nepal (MoEST, CDC, CEHRD, ERO) will be given high priority. 

5.     Required Documents to submit:

The consultant is expected to provide information that indicates experience, capacity, and capability to undertake the assignment outlined herein, within the specified timelines. 

  1. An updated CV
  2. Letter of interest with total cost 
  3. Technical Proposal along with workshop contents
  4. A copy of the Curriculum, which was developed by the interested applicants. 
  5. Copy of PAN/VAT Certificate (in case of the firm registration and tax clearance certificate is required)
  6. A copy of the Citizen certificate of the consultant

6.     Methodology: 

  1. Review of draft curriculum worked out by local level stakeholders during curriculum development workshop.
  2. Consultation with local government representatives to identify the key gaps in developing local-level curriculum.
  3. Prepare the final draft of the local curriculum and implementation guidelines. 
  4. Share with Palika-level stakeholders to take feedback and incorporate the feedback after having a consultation with respective stakeholders. 
  5. Submit the final local curriculum of 3 municipalities.

7.     Expected Deliverables: 

Three Local curricula of Garuda and Madhavnarayan Municipalities of Rautahat and Mahagadhimai Municipality of Bara
