Introduction:
Youth for Good Governance Promoting (YGGP) is a non-profit, non-governmental organization based in Simta, Surkhet. Established in 2075 BS.YGGP has demonstrated significant expertise in various sectors, focusing primarily on youth empowerment, reproduction health, WASH, Agricultural promotion, social accountability, and the rights of women, children, and marginalized groups.
YGGP has effectively mobilized youth groups by offering vocational training in areas like agriculture, plumbing, electrical work, and entrepreneurship, while promoting income-generating activities. The organization actively advocates for women’s and children’s rights, partnering with international organizations to focus on education, organic farming, health, and child protection through training and awareness campaigns. YGGP have a strong track record in governance and social accountability, using tools like public hearings and youth parliamentary exercises to ensure citizen engagement in policy-making. YGGP also plays a role in policy development and capacity building on issues such as domestic violence and reproductive health.
Under its mission to empower marginalized communities and strengthen local governance, YGGP has been awarded the Hamro Sahar Project, focusing on two key objectives:
Strengthening the capacity of local governments for inclusive, integrated urban planning and governance in emerging towns
Enhancing community resilience through improved access to urban services and livelihood opportunities.
The project is being implemented in Harion Municipality, Sarlahi District, Madhesh Province and Simta Rural Municipality of Surkhet District of Karnali province, with technical and financial support from Helvetas Swiss Intercooperation Nepal and in collaboration with Masters in Urban Studies Program of Kathmandu University. The overall objective is to address urban development challenges while ensuring inclusive participation of marginalized and disadvantaged groups. Through this project, YGGP aims to improve urban infrastructure, build disaster resilience, and promote good governance in Simta Rural Municipality.
To guide project implementation and establish a benchmark for monitoring and evaluating outputs (expected results), outcomes (specific objectives), and impacts (overall goal), YGGP intends to carry out a baseline study in Simta Rural Municipality, the project implementation location.
Project Background
Simta Rural Municipality is experiencing rapid urbanization, with critical challenges such as inadequate infrastructure, disaster vulnerability, and socio-economic inequalities. Marginalized groups, including women, Dalits, Badi and persons with disabilities, face systemic barriers to accessing essential services and participating in governance processes. These challenges are exacerbated by the lack of inclusive policies, unplanned urban growth, and limited financial and technical capacities at the municipal level. According to the 2021 Nepal Census, Sima Rural Municipality has a population of nearly 24083 with significant disparities in access to basic services such as resilient infrastructure with proper planning, water, sanitation, education, and health care. Marginalized communities, including Dalits and persons with disabilities, experience multiple layers of discrimination, leading to their exclusion from economic and social opportunities.
The Hamro Sahar Project seeks to address these challenges through targeted interventions in urban governance, infrastructure development, and livelihood promotion. To ensure effective project planning and implementation, the baseline study will assess the existing socio-economic conditions, identify key barriers and opportunities, and establish benchmarks for monitoring progress against the project’s log frame indicators.
This baseline study is critical to ensuring the project's success, as it will provide evidence-based insights for targeted interventions and informed decision-making throughout the project duration.
