TERMS OF REFERENCE
Name of Project: Handicap International USAID’s Physical Rehabilitation Activity
Title of Action: To participate in the assessment process of the service users’ perception on quality of rehabilitation services received from physiotherapy units in Government hospitals in Karnali Province.
1. CONTEXT
Organization Background
Handicap International Federation (HI) as an independent and impartial aid organization, works alongside people with disabilities and vulnerable populations, whatever the context, taking action to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
In Nepal, the HI is working since year 2000 after the General Agreement (GA) with government of Nepal/SWC (Social Welfare Council). The HI Nepal works through a network of implementing local partner organizations i.e. NGOs and organizations of people with disabilities (OPDs) to improve the living conditions of persons with disabilities and most vulnerable populations in Nepal including physical and functional rehabilitation support. Inclusion-at the heart of our activities.
The current South Asia Program Operation Strategy 2024-2026 of HI focuses on the following key thematic intervention areas:
- Physical and Functional Rehabilitation
- Inclusive Education
- Economic Inclusion
- Disaster Risk Reduction and /Climate Change Adaptation (DRR/CCA)
- Inclusive Health
2. OBJECTIVE OF THE ASSIGNMENT
The objective of this assignment is to participate in the assessment process as an Enumerator to assess the service users’ perception on the quality of rehabilitation services in the physiotherapy units of government hospitals and the factors affecting the satisfaction of the rehabilitation services in functional domains.
3. ENUMERATORS' PROFILE
HI is planning to conduct an assessment on “service users’ perception on quality of rehabilitation services received from physiotherapy units in Government hospitals in Karnali Province.” HI Nepal invites applications for the short-term consultancy for the following position:
Required Enumerators- 4 Nos.
Terms & Conditions: Short-term consultancy (8 days) during the end of Jan and beginning of Feb 2025

Roles and responsibilities of enumerators
The enumerators will be mobilized for qualitative data Collection: FGD checklist will be developed by the HI MEAL team and facilitate the qualitative assessment process.
- Participating in enumerators training
- Facilitate FGDs in local language and qualitative data collection
- Note keeping and recording all the discussions during FGD
- Transcribe, interpret and translate collected information into English
- Provide support to the assessment team
SKILLS REQUIRED
Language skills:
- Perfect command of the local language(s)/dialect(s)
Technical skills:
- Computer skills (Word and Excel)
- Proficiency in computer-assisted translation tools
Specific knowledge:
- In-depth understanding of Nepal’s culture and customs
- Familiarity with community-based research methods and the importance of community involvement
- Knowledge of local social and cultural issues
The assessment team will hire four enumerators to collect qualitative data. The expected qualifications and competencies required for Enumerators are as follows:
- Master’s in public health, or rehabilitation or a related health field, with a minimum of two years’ experience in research-related activities particularly in the field of health and rehabilitation
- Bachelor’s in public health, or rehabilitation or a related health field, with a minimum of five years’ experience in research-related activities particularly in the field of health and rehabilitation
- Proven experience in quantitative and qualitative data collection, transcription, analysis and report writing
- Have experience on facilitating wide groups of focus group discussions
- Strong communication skills with ability to coordinate with stakeholders, health/rehabilitation facilities and assessment participants
4. EVALUATION CRITERIA FOR THE ENUMERATORS
In making the final decision, HI considers the enumerator's Profile and salary expectations. Each criterion will be evaluated on a scale of 1 to 5, with higher scores reflecting stronger alignment with the required qualifications, experience, The proposal obtaining the highest overall score will be recommended for the selection criteria.

5. DURATION

6. WORK SCHEDULE
The assessment team will decide the work schedule after selection.
