Conducting a Capacity Building Programme on Advocacy Tools for a Regional Programme on Local Food Systems

1. Background

Deutsche Welthungerhilfe e.V. (“Welthungerhilfe”) is a non-profit, politically and denominationally independent, private aid organization that is committed to zero hunger, food and nutrition security, rural development, and the conservation of natural resources. Welthungerhilfe provides aid from a single source; from disaster relief and reconstruction to very long-term development projects. It supports people who need start-up aid in order to be able to lead a self-determined life in dignity and justice. In doing so, Welthungerhilfe (WHH) works with local partner organizations wherever possible.

In April 2024, Welthungerhilfe launched the regional programme- `The Green Evolution- Pathways for Food Systems Transformation’ in India, Nepal and Bangladesh. The programme aims to support the implementation of national pathways in Bangladesh, Nepal, and India towards equitable, resilient, and sustainable food systems.  The programme goal is to strengthen local agroecological food systems in the three countries through improved policy frameworks, operational structures and multistakeholder cooperation at all levels. A high level of advocacy capacities is required both from WHH as well as local partner staff.  To achieve this, we are seeking a consultant to build capacities of these actors in India, Nepal and Bangladesh on drawing up and operationalizing their advocacy goals, strategies, tools and action plans, particularly for international advocacy.

2. Objectives

The primary objective of this consultancy is to design and implement a capacity building programme that equips participants with the necessary advocacy tools and skills to effectively undertake policy advocacy at macro, meso and micro levels to promote and support sustainable local food systems.

Expected result: Participants in the process will have increased their advocacy skills and capacities for cooperation with local, national and international partners in order to exert influence over local and national decision makers as well as international actors. The training will equip them with skills to embark on a path where they will develop a deep understanding of policy intricacies relevant to their projects or subjects, motivating them to take up active roles and spearhead impactful policy transformations.

3. Scope of Work

The consultant will be responsible for the following tasks:

1Context analysis and pre-training preparationFacilitate the development of context analysis by participants through an online workshop, followed by an assignment. This will ensure that participants come prepared for the in-person workshop with the necessary insights to advocate for sustainable food systems in Bangladesh.1

  • Conduct onsite training sessions in all three countries – place and dates to be decided
  • Utilize interactive and participatory training methods to enhance engagement and learning outcomes.
  • Provide practical exercises and case studies to reinforce the application of advocacy tools.
  • Develop specific strategies for advocacy canvas

3DocumentationPrepare a final report summarizing the outcomes, lessons learned, and recommendations for future capacity building initiatives.1

4. Deliverables

The consultant will be expected to deliver the following for each of the three countries:

  • Training curriculum and material, presentations, handouts, and case studies.
  • Interactive Training sessions: Delivery of the training programme to a minimum of 30 participants per country.
  • A concise report summarizing needs assessment, key outcomes of the workshop and recommendations for future programmes.

5. Duration of Consultancy

The consultancy is expected to be for 5 days per country excluding travel and will be spread over a period of six months starting by late December 2024.

Welthungerhilfe reserves the right to change conditions before awarding contract based on circumstances.

6. Consultant Qualifications and Experience

The consultant should possess the following qualifications and experience:

  • A minimum of a Master’s degree in a relevant field such as Agriculture, Rural Development, Public Policy, or Social Sciences.
  • Minimum of 5 years of experience in advocacy, capacity building, facilitation of group processes.
  • Proven track record of designing and delivering successful capacity building programmes.
  • Excellent facilitation, communication, and interpersonal skills.
  • Experience working in the region and familiarity with local food systems and advocacy contexts.
  • Fluency in English and any other relevant local languages.

7. Submission Requirements

Interested consultants are invited to submit the following documents:

  • Technical Proposal: Proposal outlining the approach, methodology, and work plan for the consultancy, CV of the consultant(s) highlighting relevant experience and qualifications.
  • Financial Proposal: Budget breakdown including consultancy fees, travel expenses, and any other costs.
  • Brief report of similar workshop/assignment conducted
  • References: Contact details of at least two references from previous clients or employers.
  • Valid Company Registration/VAT registration and Latest Tax clearance of 2080/81 for the consulting firm.

8. Evaluation Criteria

Proposals will be evaluated based on the following criteria out of a total point of 20:

  • Relevant experience and qualifications of the consultant. (5)
  • Quality and feasibility of the proposed approach and methodology. (7)
  • Cost-effectiveness of the financial proposal. (5)
  • Evidence of similar workshops conducted with reputed organizations (3)

9. Submission Deadline

All proposals must be submitted by 30th November 2024.

10. Application process

The interested and qualified consultant/ consulting firm must apply and submit their technical and financial proposals the following email by no later than 30th November 2024.
