Development of comprehensive training materials and guidelines
Project Overview:
This project is a consortium project where KOSHISH is the lead organization and FWDN is the consortium partner. The overall objective of this project is to support women with disabilities from marginalized and underrepresented groups, and their OPDs, to strengthen their voice and agency to advocate for inclusion and meaningful participation, gender and disability responsive planning, programming and budgeting in line with SDGs at all levels, at the local level in Madhesh, Karnali and Sudurpaschim Province
Persons with disabilities are one of the most marginalized groups in Nepal despite positive provisions in the Constitution of Nepal and the Act Relating to Rights of Persons with Disabilities 2017 to ensure disability inclusion. Ratification of UNCRPD by Nepal has instigated hopes among persons with disabilities that they would be provided with the opportunities to enjoy rights on an equal basis with others. But there exist numerous challenges in realizing these rights including insufficient inclusive education, lack of awareness among key stakeholders, pervasive social stigma, inaccessible services and infrastructure, competing priorities within the government, tokenistic representation, and inadequate funding.
Women with disabilities face additional layers of discrimination due to gender, further complicating their situation. Persons with disabilities belonging to underrepresented disability groups are even marginalized within the disability momentum. Their participation in decision-making processes remains minimal, restricted by various barriers including environmental, attitudinal, communicational, and institutional challenges. Article 12 of the CRPD outlines that persons with disabilities have the same legal capacity as other persons. Article 18 of the Constitution of Nepal highlights right to equality for all citizens as a fundamental right, stating that all citizens are equal. However, in Nepal, persons with underrepresented disability groups have not been able to enjoy rights on an equal basis with others due to lack of supported decision-making mechanisms.
Therefore, there is a need to sensitize local government authorities that they are obligated to protect the rights of women with disability, including women belonging to underrepresented and marginalized disability groups and demand for rights to be protected by them as well as including them in these processes which include gender and disability responsive planning, programming and budgeting. There is also the need for technical support to establish and strengthen local organizations of persons with disabilities, self-help groups and connect them to larger networks to strengthen the advocacy for inclusion and meaningful participation. This need can be reflected by this project and meet these gaps.
1. Objectives:
Specifically, this assignment will obtain following objectives:-
- to strengthen capacities of Elected Representatives and government officials (duty bearers) on rights of person with disabilities at the local level
- to strengthen the capacity of the women organizations focusing on disabilities to organize and advocate for inclusion and meaningful participation, disability responsive planning, and budgeting in line with SDGs
- to advocate for gender and disability responsive planning, programming, and budgeting with the government in line with SDGs.
2. Purpose:
The purpose of this project is to support women with disabilities from marginalized and underrepresented groups, and their OPDs, to strengthen their voice and agency to advocate for inclusion and meaningful participation, gender and disability responsive planning, programming and budgeting in line with SDGs at the local level of selected provinces.
3. Outcome of the project:
Women with disabilities from marginalized and underrepresented groups, along with their organizations of persons with disabilities are empowered to advocate for their inclusion and meaningful participation in local governance
4. Outputs of the project:
- Elected representatives and government officials at the local level have improved knowledge and skills on rights of persons with disabilities, equipping them to effectively implement inclusive policies and practices
- Women-led OPDs and OPDs of marginalized and underrepresented groups have strengthened capacity to advocate for disability inclusion and meaningful participation
- Strengthened advocacy with the government authorities to take measures in planning and implementing inclusive gender-responsive, and disability-responsive planning, programming and budgeting.
As the part of the activities, the project is seeking for a consultant service from eligible persons or firm or institutions to develop standard level of Training materials Guideline to enhance the capacity building and understanding of disability rights and inclusive governance as well as effective and inclusive function of the Local Coordination Committee (LCC) and secondly to enhance the capacity building of persons with disabilities including members of OPDs / SHGs with comprehensive accessible training materials to orient leadership, advocacy and campaigns within their communities and organization.
1. Deliverables
The specific deliverable services to develop training materials are as below:
1.1 Develop training materials for members of Local Coordination Committee (LCCs) and other elected representatives (1 day Session)
Develop comprehensive training materials and guidelines for LCC member to increase their knowledge and capacity by understanding the approaches and function of disability rights, and its classification, rightly distribution of disability ID for PWDs with clear guideline and information, Human Rights and inclusive governance, GESI, safeguarding, principle of CRDP. Further through these understanding LCC can develop their quality services to PWDs, underrepresented disability group in community.
The above specific deliverable will be aligned with following information:
- Produce comprehensive training materials based on issues of underrepresented disability groups, women with disability, advocacy and leadership.
- Follow the right based approach, norms, and principles of CRPD, SDG, GESI.
- Follow the disability act, local government act and programs, civil society act, OPDs and SHG programs, human rights, governance, community development and accessibility for person with disability.
- Follow regulation of disability ID card and its best practices
- Present the training manual guideline among steering committee and collect feedback.
- Incorporate the feedback provided, finalize the training manual and submit it to Project Steering Committee.
- Conduct meeting with project steering committee as required.
- Develop final training manual and provide the final copy of the manual to steering committee.
1.2 Develop comprehensive accessible training manual to persons with disabilities including members of OPDs / SHGs
A) For orientation sessions of leadership, advocacy and campaigns to persons with disabilities including members of OPDs / SHGs (1 day Session)
B) For the capacity development for members of OPDs/SHGs. The training manual will cover topics such as disability-inclusive development, understanding normative frameworks on disability rights, GESI, evidence generation, resource mapping and management, proposal/grant writing, and institutional development.
The above specific deliverable will be aligned with following information:
- Focus on enhancing skill and knowledge to lead OPDs/SHG of underrepresented disability groups, women with disability, through leadership, campaign, and awareness.
- Creation of operational modalities, effective sustainable management practice and strategies for building sustainable institutional management.
- Capacity development of SHG/OPD member based on disability inclusive development, understanding normative framework on disability rights, resource mapping and management, GESI, proposal/ grant writing and institutional development
- Enhance the participation of women with disabilities including individuals with disabilities belonging underrepresented group in decision making,
- The above specific deliverable will be followed by:
- Follow Nepal government disability act 2017, Human Rights, Local government act and principals of CRPD, civil society act, OPDs/SHG policy etc.
- Present the training manual guideline among steering committee and collect feedback.
- Incorporate the provided feedback, finalize the training manual and submit to Project Steering Committee.
- Conduct meeting with project steering committee as required.
- Develop final training manual and provide the final copy of the manual to steering committee.
2. Eligibility and desired profile of consultant
- PAN/VAT registered consultancy firm/Company
- Resume of lead consultant (The Team Leader must have the master's degree in law, Social science, public health, project management or related field)
- Proven past working experience of at least five years in governance, development of training manual, disability rights promotion, organization of person with disabilities.
- Excellent understanding on CRPD, disability rights and human rights.
- Good understanding and knowledge on Supported Decision Making and Legal Capacity of Persons with Disabilities.
- Similar work experience on legal framework related to CRPD.
3. Expected skills of the consultant
- Proven experience in training manual development and facilitation; good skills on designing and delivering training manual and good command in report writing in both English and Nepali.
- Good communication skill with diverse impairment groups and high-level government stakeholders.
- Good skill of handling basic office package in computer and making inclusive training materials and methodology.
4. Required documents for proposal submission:
- Cover Letter
- Technical and financial proposal
- Profile of consultant including resume of team leader and members
- Content framework of three different training manuals.
- Methodological design including work plan and quality assurance mechanism.
- Copy of Company/firm registration certificate & latest renewal and tax clearance certificate
- Copy of VAT registration certificate
5. Expected duration of consultancy service:
The successful consultant will be provided 5 working days for 1.1 Develop training materials for members of Local Coordination Committee (LCCs) and 7 working days for 1.2 Develop comprehensive accessible training manual to persons with disabilities including members of OPDs / SHGs of consultancy service agreement. The number of days is effective from the date this MOU gets signed.
6. Budget and release of payment
KOSHISH will evaluate the proposals as per the procurement guidelines of the organization. The technically and financially responsive proposal will be accepted for the consultancy service. The payment will be made in following three following installments:

All the installments released are subject to the request for payment or tax invoice (if applicable) from the consultant. |
7. Application procedure
All the eligible consultants, companies/firms are requested to submit the technical and financial proposal along with the required documents in sealed form to Finance and Admin Unit of KOSHISH's central office located in Balkhu, Lalitpur.
